05-09-2000 Regular Meeting CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 1 A regular meeting of the City Council of the City of Clermont was held Tuesday, May 9, 2000 at Jenkins Auditorium. The meeting was called to order at 7:30 p.m. by Mayor Turville with the following Council Members present: Council Member Biddle, Council Member Mullins and Council Member MacLauchlin. Other City officials present were City Manager Saunders, City Attorney Guthrie, Finance Director Van Zile, Planning Director Brown, City Engineer Richardson and Deputy City Clerk Maddox. Council Member Lamb was absent. INVOCATION The Invocation was offered by Council Member Mullins followed by the repeating of the Pledge of Allegiance to the Flag by all present. MINUTES A motion was made bY Council Member Biddle, seconded by Council Member Mullins, and carried unanimously to approve the minutes o_f the regular Council Meeting held April 25, 2000 and approval of the Minutes o_f the Council Workshop hem April 25, 2000. CITY MANAGER SAUNDERS' REPORT City Manager Saunders stated that our Police Department received a $7,508.00 Federal Grant to purchase laptop computers and software for our police vehicles. Mr. Saunders requested the Council's authorization to move ahead with the purchase of the software and purchase of two laptop computers. Software will be purchased as a sole source purchase from our current software vendor. Mr. Saunders stated that in addition to that grant we receive Communication Automation dollars from citations that have been written and we have enough funds from that to purchase 4 additional laptop computers which will put a laptop in each one of the City's zone vehicles as well as each supervisor's 'vehicle and put us closer to where we would like to be in having all of our cars on-line with FCIC and Reporting. Mr. Saunders stated that this will be a great time saver and eliminate the duplication of reporting we have now. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 2 A motion was made by Council Member Mullins, seconded by Council Member MacLauchlin, and carried unanimously to the purchase of laptop computers and software for the Police Department. City Manager Saunders stated that the Community Redevelopment Agency directed him to work toward the possible purchase of a parcel located on the comer of DeSoto Street and 7th Street for an additional parking lot for the Central Business District. Mr. Saunders stated that he is in the process of negotiating with the property owner. If the City can get a contract in place for the purchase we will be able to include this in our CDBG Block Grant application and receive points for the purchase. City Manager Saunders scheduled a Special Meeting of the CRA Board for 6:00 p.m. on Tuesday, May 16, 2000 at the Police Department and a Special Meeting of the City Council on Tuesday, May 16, 2000, at 6:15 p.m. for the specific purpose of reviewing a proposal to purchase that property through the CRA. CITY ATTORNEY GUTHRIE No report. FINANCE DIRECTOR VAN ZILE No report. COUNCIL MEMBER BIDDLE Council Member Biddle stated that Senator Anna Cowin will be the speaker at the Chamber Breakfast on May 19, 2000. Council Member Biddle stated that at the last City Council meeting Ms. Lamb had raised the issue of whether the Mulberry Inn was the required 500 feet from a church to sell alcoholic beverages and asked for the results of that investigation. City Manager Saunders stated that the City's Code Enforcement Office did a measurement and the Mulberry Inn does exceed the 500 feet required for the alcohol beverage license. Council Member Biddle stated that there have been questions regarding whether the Mulberry Inn was CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 3 in violation of its Conditional Use Permit by having outside music and entertainment on the property and asked if there had been a decision received from the City Attorney regarding that. City Manager Saunders stated that he discussed the issue with Planning Director Barry Brown as well as the City Attorney and he is not aware of any violations of the Mulberry Inn's Conditional Use Permit. Council Member Biddle requested that he be provided with a letter from the City indicating that the Mulberry Inn is not in violation of its Conditional Use Permit so that he has an official record of that and asked that the letter be copied to Mr. and Mrs. Forth and Ms. Blanchard. COUNCIL MEMBER MULLINS No report. COUNCIL MEMBER MACLAUCHLIN Council Member MacLauchlin stated that she will take credit for the rain the City received today because she washed her car and that is the only time it ever rains and stated she had no report. MAYOR TURVILLE'S REPORT Mayor Turville stated that that he attended the Clermont Garden Club's Celebration where a time capsule was buried and a Century Tree was planted. Mayor Turville encouraged everyone to drive by and see the beautiful improvements the Garden Club has made to their property. VISITORS WITH BUSINESS Citizens Advisory Task Force (CATF) oCity Manager Saunders stated that with regards to the City's Community Development Block Grant, the Administrator, Fred Fox, has requested that the Council reappoint the Citizens Advisory Task Force in compliance with our application for this new grant cycle. Mr. Saunders stated that those citizens for reappointment to the Task Force are as CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 4 follows: Dorothy McGriff, Doretha Cole, John Fortier, Jim Brown and Jean Sullivan. Mr. Saunders stated that two additional members should be appointed to make the required seven-member committee. The two new members nominated were as follows: Alan Pool and Jeff Biddle. A motion was made bY Council Member Mullins, seconded bY Council Member MacLauchlin, and carried unanimously to reappoint Dorothy McGriff, Doretha Cole, John Fortier, Jim Brown and Jean Sullivan and to appoint Alan Pool and Jeff Biddle to the Citizens Advisor_ Task Force. Fred Fox Enterprises, Inc. Fred Fox, the City's Community Development Block Grant Administrator stated that this was the Public Heating regarding the Community Development Block Grant. He advised the Council on the upcoming grant cycle, explaining that the City's application had to be in by May 31, 2000. Mr. Fox stated that the four options for application for up to $600,000 are: Housing and Rehabilitation; Neighborhood Revitalization; Commercial Revitalization and Economic Development. Mr. Fox explained the nature of each category and the point system required to be competitive. Mayor Turville asked if there were any citizens who wished to ask questions or comment regarding the grant application, there were no questions and he closed the Public Hearing. City Manager Saunders stated the Staff recommends that the City apply for the grant in the area of Commercial Revitalization and stated that beginning with the Conceptual Plan that Green Consultants presented to the Council for the downtown streetscape, Haman & Associates was hired by the Council to do the preliminary engineering plans which will be a part of our grant application. Council Member Biddle commented that he had attended a meeting and after reviewing the point system with Mr. Fox he feels the City has a very good chance of getting this grant money. Mr. Fox explained that it is necessary to list our exact primary focus on the application and confirmed that to begin with the primary activity will be the block of Montrose Street between CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 5 7th and 8th Streets with three alternate areas in the event funds are available. City Manager Saunders confirmed that on this first grant the primary area will be Montrose Street from 7t~ Street to 8th Streets, and the alternate areas will be Montrose Street from 8th Street to West Avenue, Montrose Street from 7th Street to Lake Avenue and 8t~ Street from DeSoto Street to Osceola Street. A motion was made by Council Member Biddle, seconded by Council Member Mullins, and carried unanimouslY_for the Ci~ to apply_for a Commercial Revitalization Grant. Mr. Fox stated that as part of the grant application process he would now conduct the first of two Fair Housing Workshops required. Mr. Fox reminded the citizens and the Council that on October 23, 1990 the City passed Ordinance No. 229-M which is a fair housing ordinance which requires those in the real estate profession such as realtors, apartment complex managers or mortgage brokers to not discriminate against anyone because of their race, color, religion, sex, age, handicap or natural origin and in the event someone files a complaint, the City will conduct an investigation and is cause is found will report it to the office of the State Attorney. Mr. Fox stated that it is required in the grant application to remind the citizens of this ordinance. Mr. Fox stated that the second Fair Housing Workshop will be held on May 23, 2000 and he will send letters to those in the real estate business inviting them to the workshop. Mr. Fox offered copies of Ordinance No. 229-M for anyone who wished to review it. Barry R. Cummings Planning Director Barry Brown stated that the applicant is requesting variances to allow construction ora home on an 85-foot wide lot where 100 feet is required, and have a 20- foot rear setback where 25 is required. Mr. Brown stated that the lot is located on the west side of 5th Street immediately south of Minnehaha Avenue. Mr. Brown stated that Council previously approved both of these variances, however the variance requests expired before construction began. Mr. Brown stated that Staff recommends approval of the variance requests based on the irregular shape of the rear lot line. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 6 Mayor Turville stated that the following issues require a Quasi-Judicial Hearing be held and that anyone wishing to speak in favor of or in opposition to the request should be sworn in. City Clerk Van Zile swore in the following: Barry Cummings, 1628 East Avenue, Clermont, Florida Mr. Cummings stated he was the applicant and would be happy to answer any questions. Mr. Cummings stated that these variances were previously approved by Council but expired because he did not have his financial package put together however, now his finances are ready and he is planning to begin construction by June 1, 2000 if Council approves his requests again. Council Member Biddle stated he reviewed a letter from Marsha and Frances O'Keef objecting to the variances. Mayor Turville stated that if a variance is not allowed to accommodate the 85-feet, then there will never be anything built on this property and further stated that most of the lots in our community are smaller than 85 feet. Mayor Turville closed the Public Hearing. A motion was made bY Council Member Biddle, seconded bY Council Member MacLauchlin, and carried unanimously to approve the variance request allowing a lot width qf 85 feet and approve the variance request allowing a rear yard setback of 20_feet. Resolution No. l123-Wesley R. Kihlmire-Westminster Care Community OMayor Turville stated that applicants have requested this be tabled until additional information is obtained from applicant. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 7 City Manager Saunders stated applicants are still working on their site plan and would like this to be heard at the June 13, 2000 meeting. A motion was made by Council Member Biddle, seconded by Council Member Mullins, and carried unanimously to tabled Resolution No. 1123 to the June 13, 2000 council meeting (time certain). Resolution No. l125-Jeffrey P. Rhoden and Donald Markey Mayor Turville read Resolution No. 1125 by title only. Planning Director Brown stated that the applicants are requesting a Conditional Use Permit to convert an existing residential unit to a professional office located on the east side of East avenue north of Highland Avenue. Mr. Brown stated the applicants were also requesting two variances associated with the CUP and the first would allow a 12- foot driveway rather than 24 feet as required and the second request would allow 7 parking spaces rather than the 8 spaces required. Mr. Brown stated the property is in the residential-professional land use classification and the existing zoning is R-3-A residential-professional district. Mr. Brown stated the property is located on a block originally comprised of single family residential units however, with its proximity to Highway 50 it is appropriate for professional office and the structures around this property have already made the transition from residential to professional office. Mayor Turville invited anyone who wished to speak in favor of or in opposition to this request, to do so. City Clerk Van Zile swore in the following: Jeff Rhoden, 420 E. Minnehaha, Clermont Don Markey, 1055 County Road 561-A, Clermont Don Markey and Mr. Rhoden offered to answer any questions. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 8 Council Member Mullins suggested that the Resolution be amended in Section 3- Transportation Improvements, No. 1 to include language that would make the access from the south property to the subject property be in perpetuity in order to avoid problems if the property to the north is ever sold. City Attorney Guthrie agreed and suggested that Section 3, Number 1 of the Resolution be amended to include language that the property to the south shall grant a cross-access easement to the subject property for so long as the property to the north requires the access. Mayor Turville closed the public hearing. A motion was made bp Council Member Biddle, seconded bY Council Member Mullins, and carried unanimousl_¥ to adopt Resolution No. 1125 as amended approving the Conditional Use Permit and the two variance requests. Downtown Clermont Partnership-First Friday Event City Manager Saunders stated that at the last Council meeting, the City Council approved temporary guidelines for the May 5, 2000 First Friday event and they are now requesting approval of First Friday Event Guidelines for future First Fridays. Mr. Saunders stated that the issues to be decided tonight are the proposed road closure from 5:00 p.m. to 9:00 p.m. on West Avenue from Desoto Street to Montrose Street, the approval of live and/or recorded music and entertainment in the Central Business District on municipal property and open-air sales. Mr. Saunders stated that under the "Entertainment" section of the Guidelines he would suggest including language stating that the City will retain control of all aspects of the street entertainment on municipal property, including but limited to location, frequency, volume, and number of entertainment venues, and that the plans for street entertainment, including live or recorded music on municipal property will be submitted to the City Manager or designee for approval at least one week prior to the First Friday event. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 9 Mayor Turville read the First Friday Event Guidelines and invited comments in favor of or in opposition to the guidelines. Rose Biddle, 658 West Avenue, Clermont, Florida Ms. Biddle stated that she is President of the Downtown Clermont Partnership and they would like to thank the City for allowing the First Friday Event last month and they have no problem with any of the guidelines proposed for the future events. Ms. Biddle also thanked City Manager Saunders for acting quickly in getting the public restroom signs up downtown. Ms. Biddle stated the May 5, 2000 First Friday Event honored mothers and 300 carnations were given to mothers in attendance. Mr. Biddle stated that for the first time roadblocks were placed at DeSoto Street and West Avenue and there were a couple of classic car owners who did not realize the road blocks would be removed at 9:00 p.m. and did not move their show cars by then, but overall the road blocks allowed the classic car show to be safe for the pedestrians and the Partnership Board will inform classic car exhibitors that their cars must be removed from the street at 9:00 p.m. Ms. Biddle stated that the only other incident was a car that squealed it fires and they are attempting to find out who the car owner is, whether the car was part of the classic car show and make certain that whoever it is realizes that the Classic Car Show owners and the Parmership does not condone this and no one will be allowed to participate in the car show if they squeal tires or make a disturbance like that. Gene Crossly, 517 West Avenue, Clermont, Florida Mr. Crossly requested the Council's support for the First Friday Event and submitted a Petition containing 250 signatures in support of the First Friday Event and supporting the First Friday Event Guidelines. Mr. Crossly stated that he is a small business owner downtown and believes it is a great support for new businesses and newcomers to the area. Ms. Blanchard, 756 West Avenue, Clermont, Florida CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 10 Ms. Blanchard stated that after she spoke at the last Council Meeting and while walking out to her car, a man verbally accosted her with regards to her statements. Ms. Blanchard stated she did not know who the man was or recognize him, but she and her children were afraid and she wants it to be understood that she will not tolerate being yelled out or verbally intimidated. Ms. Blanchard stated that she did not want the First Friday Event stopped but she wants the activities outside her house stopped. Ms. Blanchard stated that at the last First Friday Event there was music in the backyard at the Mulberry Inn and a reporter came by her home to get a statement from her. Ms. Blanchard stated she invited the reporter into her home so that the reporter to see first hand what she had to go through every first Friday of the month. Ms. Blanchard stated that her children have problems and her oldest son was molested and she cannot get them in bed by 8:30 p.m. if there are activities and noise going on downtown near her home. Ms. Blanchard stated that in the days and weeks following First Friday events she has problems with her son's behavior and has a difficult time getting him back on a schedule and back on tract. Ms. Blanchard stated she is residential and not part of the business district and should not have to put up with these activities near her home. Ms. Blanchard asked the City Manager and City Attorney to address the issue of outside music being addressed in Conditional Use Permits. City Attorney Guthrie stated that he the City does not regulate music as a "use" and therefore it is not a regulated use at all and is controlled by the Noise Ordinance. Mr. Guthrie stated that in the past the City has allowed many businesses to conduct outside music, either live or recorded. Mr. Guthrie stated that the Mulberry Inn's conditional use permit does not need to be amended for this activity. Ms. Blanchard stated that the Classic Car Show should be moved to the other end of West Avenue towards Hobo's and she did not want the First Friday activities in front of her home. Lenore Daniels, the owner of a consignment shop stated that she opened her business in the downtown area because she saw a need for craft activities in the community. Ms. Daniels stated that she has many craftsmen who now have a place to bring their crafts to sell. Ms. Daniels stated that she loves what is happening in Clermont and feels the CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 11 downtown area brings the community together and supports the small business owners of the City and stated she would request the Council's support. Joy England stated that the First Friday events contribute to bringing our community together and include everyone. Ms. England stated she sympathized with anyone who had children who may have been abused and felt that the community would welcome Ms. Blanchard and her children to the First Friday events and it would be an inexpensive family time that the children could enjoy with the other families in the community. Joe Daniels stated that he was not a member of the downtown business community but did have a business in the area and lives in the City. Mr. Daniels stated he has attended several First Friday events and has never seen anything conducive to a negative environment but has met many friendly people and other business owners. Mr. Daniels requested the Council's support for the event. City Manager Saunders stated that the City Council has hired an engineering firm to proceed with the engineering plans to provide additional angle parking along West Avenue on the two-block area down to Osceola Street. Mr. Saunders stated that construction should begin this summer. Mr. Saunders stated that if the classic car show grows the logical place to extend the show would be north on West Avenue and the new parking areas will allow that. Ann Dupee stated that she did not arrive at the last First Friday event until approximately 8:45 p.m. and she could not hear the music from the Mulberry Inn until she got onto the drive to the Mulberry Inn. Ms. Dupee stated she did observe the car that squealed out after the event and stated it was not one of the restored classic cars. Ms. Dupee stated that when she owned the South Lake Press she experienced first hand that there is always some noise associated with the downtown area because of the Fire Department and Police Department emergency vehicles and even the noise from Highway 50 and stated that is what comes with living near the downtown area. Ms. Dupee requested support of the First Friday event. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 12 Sandra Lawson stated she and her husband are business owners in the downtown area and bring their children, family and friends to the event. Ms. Lawson felt that it was important that everyone stay focused and not get carried away with over restricting the activity. Ms. Lawson said there were hundreds of families who come downtown and benefit from the event including a lot of children who would not have as healthy a place to go without the First Friday event. Ms. Lawson stated that if she wished to take her children to a Classic Car show and it was not available in Clermont, it would require going to "Old Town" in Kissimmee, which is not an environment that is family oriented. Ms. Lawson stated that her family has attended almost every First Friday event for the past year and they can never hear the music from the Mulberry Inn until they are actually on the property and she felt that if you live in a residential area next to a Central Business District some noise comes with the territory. Ms. Lawson stated that the residences near the Central Business District have the Sheriff's substation with an outdoor holding cell, a Police Department and Fire Department all close to them and noise comes from those areas too. Ms. Lawson requested that the City continue to support the First Friday Event and that it will not become so restrictive that it discourages community support. Bob Beasley stated that while he sympathized with Ms. Blanchard's problems the fact is her home has the Mulberry Inn on one side; a church on the comer and on another side a child care center is being built and the area is apparently going to be more and more commercial. Mayor Turville stated that the Central Business District ends at Ms. Blanchard's property and stated that Ms. Blanchard's home is zoned R-3, which is residential/professional. Council Member Mullins asked with regards to municipal property, where does his foot leave municipal property and enter private property and City Manager Saunders stated that the line changes as you go down the street so it could be different for each business. Mr. Mullins asked where the line was drawn between the Central Business District and R-3 and City Manager Saunders stated typically the line is drawn at the centerline of the street. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 13 Mayor Turville stated that often to be included in the Central Business all someone has to do is ask and it is not unusual for the break to be in the middle of a block when you are talking about R-3 zoning which is transitional zoning that allows with conditions, a lot of activities that are business oriented and are often found between heavy commercial utilization like the Central Business District and absolute residential zoning. Council Member Biddle stated that five years ago when he and Rose moved to Clermont their property was zoned R-3 and in order to have a Bed and Breakfast our City Code required them to be in the Central Business District so that is the reason they requested the City Council to include them in the Central Business District. Council Member Biddle stated that although signs have gone up announcing the street closing for the First Friday Event there were vehicles parked in that area during the event and he hoped the Council would consider directing the Police Department to tow or ticket cars that are parked in a area designated no parking area during the First Friday Event. Mayor Turville suggested we allow a grace period through at least one more First Friday event to give everyone time to get used to the street being closed. A motion was made b_¥ Council Member MacLauchlin, seconded bY Council Member Mullins, and carried unanimousl_¥ to adopt the First Friday Event Guidelines as amended to include language stating that the Ci~ will retain control of all aspects o_f the street entertainment on municipal propert~, including but limited to location,_frequency, volume, and number o_f entertainment venues, and that the plans_for street entertainment, including live or recorded music on municipal will be submitted to the Ci~ Manager or designee_for approval at least one week prior to the First Friday event. NEW BUSINESS Water Restrictions Mayor Turville reminded everyone that Lake County has declared a Countywide bum ban because of the extremely dry conditions. Mr. Turville reviewed the St. John's Water CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 14 Authority's Guideline regarding water conservation and asked City Engineer Richardson to present her recommendations for our City to the City Council. City Engineer Richardson stated that due to extremely low water levels from the drought she recommends that the Council impose watering restrictions to help conserve our potable water supply. Ms. Richardson stated that the St. John's Authority is in the process of revising their Guidelines and making them more restrictive. Ms. Richardson stated her recommendation is that there should be no watering between the hours of 10:00 a.m. and 4:00 p.m. and that even numbered addresses water on Wednesday and Sunday and odd-numbered addresses on Tuesday and Saturday. Ms. Richardson stated that exemptions to the new restrictions include the use of a soaker hose, drip irrigation and hand-held water devises, a one-time 30-day exemption for new lawns and landscapes and agricultural uses. Council Member Mullins asked how the restrictions would be lifted when no longer necessary and City Manager Saunders stated when we received information from St. John's that restrictions were no longer necessary, the matter would be brought back before the Council for the restrictions to be lifted. A motion was made by Council Member Biddle, seconded bP Council Member MacLauchlin, and carried unanimously to adopt mandato~_ water restrictions to conserve potable water as_follows: No watering between the hours of l O:O0 a.m. and 4:00p. m.; even numbered addresses to water on Wednesday and Sunday and odd numbered addresses on Tuesday and SaturdaY; Exemptions: use o_f soaker hose, drip irrigation and hand-heM water devises; a one-time 30-day exemption for new lawns and landscapes; and, agricultural uses. Introduction of Ordinance 295-C Mayor Turville explained that this ordinance was for introduction and read Ordinance 295-C by title only. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 15 City Manager Saunders explained that this ordinance will amend the City's Land Development Regulations to allow model homes and model home centers prior to plat approval and reminded Council that this was discussed at the May 1, 2000 Council Workshop. A motion was made by Council Member Biddle, seconded by Council C~)(~" Mullins, and carried unanimously, to approve the Introduction of (~ c~7 Member Ordinance 295-C. Introduction of Ordinance 296-C Mayor Turville explained that this ordinance was for introduction and read Ordinance 296-C by title only. City Manager Saunders explained that this ordinance will create a new section within our Land Development Regulations outlining the requirements for the model homes and model home centers as allowed under the previous ordinance that was introduced. Mr. Saunders stated that this was discussed at the May 1, 2000 Council Workshop. A motion was made by Council Member Mullins, seconded by Council Member MacLauchlin, and carried unanimously, to approve the Introduction of Ordinance 296-C. Introduction of Ordinance 297-C Mayor Turville explained that this ordinance was for introduction and read Ordinance 297-C by title only. City Manager Saunders explained that this ordinance will provide siting requirements for wireless communication facilities. Mr. Saunders reminded Council that this was also discussed at the May 1, 2000 workshop. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MAY 9, 2000 Page 16 A motion was made by Council Member Biddle, seconded by Council Member Mullins, and carried unanimous!y, to approve the Introduction Ordinance 297-C. CITIZENS' COMMENTS Mayor Turville invited anyone who had a comment to come forward. Nancy Fullerton, representing the Save Our Lakes Committee asked if the City was applying for the Water Authority Grant money and City Manager Saunders stated that we were applying. Ms. Fullerton stated she felt the City of Clermont should raise its storm water fee to $5.00 for all citizens and asked that it be put on a workshop agenda for discussion and consideration. Ms. Fullerton expressed her concern regarding the retrofitting of our small lakes and Mayor Turville stated that the City used its limited funds to first make improvements that were obviously needed and Crystal Lake received some improvements, Lake Winona and Sunnyside Lake received improvements and the majority of the money was spent on trying to remove all the direct pipes into Lake Minneola. City Manager stated that the grant money will help fund the Center Lake project. Funds will also be requested from DOT. Ms. Fullerton stated she would encourage that funds be used to keep the small lakes that are healthy in good condition so it will not require so much in the furore to fix them. City Manager Saunders stated that Center Lake was a priority because of the flooding of streets from that lake and because of our lift station located near that area. Mr. Saunders stated City Engineer Richardson has developed a conceptual plan for a two-pronged project; one is for water quality and the other is the flooding problem. Ms. Fullerton stated she was supportive of the water restrictions. Bill McClain stated that the citizens in Kings Ridge received excellent services from the City and complemented the City Council on their vote to restrict water use during this drought. Mr. McClain also asked for a status on the Kings Ridge Fire Station and City Manager Saunders explained the City had the final plans and specs and should have the revised cost estimate and be able to begin construction soon.
