A Workshop Meeting of the City Council of the City of Clermont was held February 15, 2000, at
the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. and the
following Council Members were in attendance: Council Member Biddle, Council Member
Mullins, and Council Member MacLauchlin. Council Member Lamb was absent. Also present
was City Manager Wayne Saunders, Planning Director Barry Brown and Finance Director Joe
Van Zile.
City Manager Saunders explained that Mr. Van Zile would discuss with the Council several
issues regarding employees benefits that we plan to take to the Annual Employee Meeting.
Finance Director Van Zile then reviewed with the Council the Group Medical Plan changes and
provided a handout to each Council Member, which summarized these changes. Also discussed
was the Personnel Policy Revisions included in a summary provided to each Council Member
along with a pay period change being proposed that would end the pay period on Sunday rather
than Wednesday as has been the practice in the past in order to provide additional time for
processing of payroll. Mr. Van Zile then discussed with the Council plans to remarket the City's
Liability and Workers' Compensation insurance. City Manager Saunders explained that these
items would be presented to the Council at a regular meeting for consideration.
City Manager Saunders then discussed with the Council the plans for the Sanitation Department
and a handout was provided to the Council that summarized the sanitation system and proposed
rate adjustment.
Mr. Van Zile left the meeting at approximately 7:00 p.m.
Planning Director Brown then discussed with the Council potential annexations that are being
discussed with the City Council and specifically talked about an area south of Highway 50 east of
Hancock Road that is being proposed for annexation for a Lowes Home Improvement Center.
Mr. Brown introduced Don Huber who talked about the proposed Lowe's project. It was
explained to Mr. Huber that the 100,000 square foot issue must be reviewed regarding their
project.

Mr. Brown then discussed with the Council a plan for Steve's Road and some potential
development being planned by Preben Olsen. It was consensus that a planning meeting including
all of the property owners in that area be held to talk about transportation issues, access issues
and the overall plan for that area.
Planning Director Brown then discussed with the Council impervious surface areas. Planner
Mimi Ogden was also present and explained the existing 40% rule and the problems that the
Planning Department has experienced with this rule. Bing Hacker, representing Kings Ridge
addressed the Council regarding the problems that they have with the 40% rule. After discussion
there was consensus that consideration should be given to an amendment to the impervious area
rule.
City Manager Saunders then discussed with the City Council the site for the new City Hall as
well as the old hospital site, the Bell's Ceramic site and the Jackson property that could
potentially become an additional municipal lot downtown. City Manager Saunders stated that he
needed some direction regarding the City's position on these properties. After discussion there
was consensus that the Bell property should be a priority for a future civic building and that we
should move ahead with plans for City Hall on Montrose Street adjacent to Jenkins Auditorium
and that the CRA should consider the Jackson site for additional municipal parking.
There being no further business, the meeting adjourned at 10:00 p.m.
