A Workshop Meeting of the City Council of the City of Clermont was held December
12, 1999, at the Police Department. The meeting was called to order by Mayor Harold
Turville, Jr. at 6:30 p.m. with the following Council Members in attendance: Council
Member Biddle, Council Member Mullins, and Council Member MacLauchlin. Also
present was City Manager Wayne Saunders and Planning Director Barry Brown.
Mayor Turville welcomed those present and explained the purpose of the workshop
meeting.
City Manager Saunders stated that the first issue was a review of the Lost Lake
Reserve Planned Unit Development and explained the process for the approvals and
that we would be talking about specific issues that needed to be included in the
Conditional Use Permit. Planning Director Barry Brown provided each Council
Member with a handout outlining issues that need to be discussed regarding the
Planned Unit Development.
There was much discussion regarding the dust abatement requirements and seed and
mulch requirements under the environmental section and there was consensus that a
plan for control of erosion would be required as a part of the CUP.
Also discussed was an environmental report that would be needed specifically
concerning the gopher-tortoise relocation. Discussion continued regarding the
mitigation requirements for Eagle Lake and Lake Felter. Bob Shaker explained the
status of the violation and their environmental consultant was present and explained
the mitigation plan that has been proposed to St. John's Water Authority and to the ..
City. The need for a tree survey was also discussed and stated that this would be a
requirement of the CUP submittal.
The next area to be discussed was the transportation section, specifically right-of-way
dedications and the construction of Citrus Tower Boulevard. It was consensus that the

construction of Citrus Tower Boulevard fi:om the north end to the south end of the
property was critical and that the City would support requests to the County for impact
fee credits for the construction of this road.
The need for warning lights on Highway 27 and the possibility of a signal was
discussed and there was consensus that these would be at the cost of the developer.
City Manager Saunders then discussed the need for a connection from Citrus Tower
Boulevard going east to property adjacent to the Lost Lake Reserve site. There was
consensus that the best area would probably be just north of the Lost Lake project.
Next discussed was the need for pedestrian and bike ways throughout the
neighborhoods. There was consensus that an overall plan would be developed and
presented showing how all areas are connected with a network of pedestrian and bike
ways.
At 8:10 p.m. Mayor Turville adjourned the meeting for a short break and reconvened
the meeting at 8:20 p.m.
Mayor Turville explained that Mary Ellen Tucker was present at the meeting for
another subject and would like to hear fi:om her prior to resuming the discussions of
Lost Lake Reserve.
Ms. Tucker requested that a banner be placed on Montrose Street advertising the
opening of the new hospital. There were no problems with this request.
Mayor Turville then asked that the discussions regarding Lost Lake Reserve continue.

There was consensus that the 8-foot pedestrian bike path on Citrus Tower Boulevard
be extended the length of the boulevard on one side with a 5-foot sidewalk on the
other side.
Next discussed were proposed landscaping plans. The landscape consultant for Lost
Lake Reserve presented a proposed plan that included buffers for the linear park plan
along Citrus Tower Boulevard. Bob Shaker stated that they would like to have as
much flexibility as possible during the planning of the landscaping and it was
consensus that the buffer width could vary on each side of the road and that a
minimum and an average width would be established: It was discussed that 10 feet
will be the minimum width with an average width of 25 feet. Mayor Turville stated
that a wall should be provided unless the site review committee approves another type
of buffer. A 20-foot landscape buffer was also discussed along the commercial areas,
except for the Town Center located east of Citrus Tower Boulevard.
Signage was next discussed and it was consensus that a signage request must be
included in the CUP.
The next item discussed was the overall grading of the project. Mr. Shaker stated that
they are requesting to continue with the original master plan for grading and that they
should not be restricted with any new limits. Mayor Turville stated that the PUD
process would allow for negotiations on a variety of issues, including the grading.
City Manager Saunders then stated that a well site would be needed somewhere within
the development to assist with providing an adequate water supply to the area. Mr.
Bob Whidden, representing Lost Lake, talked about a variety of setback requests and
after discussion it was consensus of the Council that no variances to setbacks should
be considered.
