09-16-1999 Special Meeting CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 16, 1999 A special meeting of the City Council of the City of Clermont was held Thursday, September 16, 1999 at Jenkins Auditorium. The meeting was called to order at 7:00 p.m. by Mayor Turville with the following Council Members present: Council Member Biddle, Council Member Brown, and Council Member Wolfe. Other officials present were City Manager Saunders, Finance Director Van Zile and Deputy City Clerk Maddox. INVOCATION The Invocation was offered by Council Member Brown followed by the repeating of the Pledge of Allegiance to the Flag by all present. PUBLIC HEARING 1999-2000 Ad Valorem Millage Rate - Tentative Resolution No. 1080 Mayor Turville stated that Florida Statutes require that the first substantive issue discussed at this meeting be the percentage increase in the millage over the rolled-back rate necessary to fund the proposed budget and the specific purposes for which ad valorem tax revenues are being increased. Mayor Turville stated that the proposed millage rate of 3.479 represents a 33.2% increase over the rolled-back rate and will partially finance the general government operation of the City. Mayor Turville explained that any questions or comments regarding this proposed millage rate increase from the citizens were invited. Mayor Turville read Tentative Resolution No. 1080 in its entirety and opened the Public Hearing. Mayor Turville stated that the final public hearing will be held September 23, 1999, at 7:00 p.m. at Jenkins Auditorium. A citizen stated she had no questions or problems with any increase in taxes that the City was proposing and felt they were fair and necessary however she requested information regarding an increase on her tax bill relating to the new schools and asked if the tax books were open to the public at City Hall at any time during the year. CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 16, 1999 Page 2 Mayor Turville explained that the City's budget did not deal with school taxes and that the Lake County School Board had their own budget hearing to adopt those school tax budgets. Mayor Turville also explained that the tax books are public record and can be reviewed at the Property Appraiser's office in Tavares. City Manager Saunders stated that on the tax bill at the far right-hand column there is a date for each of the public hearings for each tax authority. Mr. Saunders stated that each entity such as Lake County, The School Board, the City, and the Water Authority, all have separate public hearings for the taxes they assess. A motion was made by Council Member Wolfe, seconded by Council Member Biddle, and carried unanimously by roll call vote to tentatively adopt Resolution No. 1080 setting a millage rate of 3.4 79 for fiscal year Mayor Turville stated that the following Resolutions will adopt tentative budgets for all City funds for Fiscal Year 1999-2000 authorizing funding for operation and maintenance, capital outlay, personnel and compensation adjustments and other financial commitments. 1999-2000 General Fund Budget - Tentative Resolution No. 1081 Mayor Turville read Resolution No. 1081 by title only and opened the Public Hearing stating that Resolution No. 1081 will adopt the fiscal year 1999-2000 budget for the General Fund. No questions were received and Mayor Turville closed the Public Hearing. A motion was made by Council Member Brown. seconded by Council Member Biddle, and carried unanimously by roll call vote to tentatively adopt Resolution No. 1081. 1999-2000 Infrastructure Fund Budget, Tentative Resolution No. 1082 Mayor Turville read Resolution 1082 by title only and opened the Public Hearing. No questions were received and Mayor Turville closed the Public Hearing. City Manager Saunders stated that this was the Bond Issue when we bonded that 1 ¢ and we have two years after this year. No questions were asked and the Public Hearing was closed. A motion was made by Council Member Biddle, seconded by Council Member Brown, and carried unanimously by roll call vote to tentatively adopt Resolution No. 1086. 1999-2000 Water Fund Budget, Tentative Resolution No. 1087 A motion was made by Council Member Biddle. seconded by Council Member Brown and carried unanimously by roll call vote to tentative(v adopt Resolution No. 1087. 1999-2000 Sewer Fund Budget, Tentative Resolution No. 1088 Mayor Turville read Resolution No. 1088 by title only and opened the Public Hearing. No questions were received with regard to Resolution 1088 and Mayor Turville closed the Public Heating. No questions were received with regard to Resolution 1089 and Mayor Turville closed the Public Hearing. A motion was made by Council Member Biddle, seconded by Council Member Wolfe, and carried unanimously by roll call vote to tentatively adopt Resolution No. 1089. 1999-2000 Sanitation Fund Budge, Tentative Resolution No. 1090 Mayor Turville read Resolution No. 1090 by title only and opened the Public Hearing. Mr. Biddle stated that in the last Workshop the Council talked about other possibilities with regards to sanitation for the City. City Manager Saunders stated that this situation is being explored and a meeting was scheduled with a private hauler to explore the possibility ofprivatizing. Mr. Saunders stated that the City is also getting prices from Orange County and Sumter County. Mr. Saunders stated that a report should be available within the next 30 days on the options so that early in the year decisions can be made regarding sanitation. Mr. Saunders stated that this Resolution does not lock us in to the user fee. Council Member Brown asked which part of the sanitation would be privatized. City Manager Saunders stated they were putting together the figures on the individual components to see if the City wants to privatize any or all of the sanitation or somewhere in between. No further questions were received with regard to Resolution 1090 and Mayor Turville closed the Public Hearing. CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 16, 1999 Page 6 A motion was made by Council Member Wolfe, seconded by Council Member Biddle, and carried unanimously by roll call vote to tentatively adopt Resolution No. 1090. 1999-2000 Group Self Insurance Fund Budget, Tentative Resolution No. 1091 Mayor Turville read Resolution No. 1091 by title only and opened the Public Hearing. Council Member Brown asked for an explanation regarding the self-insurance. Finance Director Van Zile stated that the group self insurance fund has been established for payment of employee health and dental insurance claims and the City has been self insured for about 9 years. Mr. Van Zile stated that through self insurance there is no private insurance company involved and the City contracts with a third party administrator to process the employees' claims. Mr. Van Zile stated that the City also has re-insurance to protect the City from the large claims, both individual and aggregate. No further questions were received with regard to Resolution 1091 and Mayor Turville closed the Public Hearing. No comments were received in regard to Resolution No. 1093 and Mayor Turville closed the Public Hearing. A motion was made by Council Member Brown, seconded by Council Member Biddle. and carried unanimously by roll call vote to tentatively adopt Resolution No. 1093.. CITIZENS' COMMENTS Council Member Biddle stated that in every fund that the City has, other than recreation impact fees and sanitation, the reserves are going up and that is a great thing for next year. Mr. Biddle stated that he felt the whole budget presentation by Finance Director Van Zile and City Manager Saunders has been excellent process. Council Member Wolfe stated that basically the big increase we had this year was because of the new Fire Department and that is a good thing. Mayor Turville stated that regarding a letter to the Editor that recently appeared, he wants the record to reflect that he was at the Triathlon and did present Fred Sommer with a plaque from the City of Clermont which distinguished Mr. Sommer's 100th event.
