COUNCIL WORKSHOP MEETING
August 17, 1999
A Workshop Meeting of the City Council of the City of Clermont was held August 17,
1999, at Jenkins Auditorium. The meeting was called to order by Mayor Harold
Turville, Jr. at 7:00 p.m. Mayor Turville explained that this workshop is being held
jointly with the Community Redevelopment Association, the Downtown Clermont
Partnership and the Mainstreet Committee. City Manager Saunders was present as well
as the following Council Members: Council Member Wolfe, Council Member Biddle,
Council Member Lamb and Council Member Brown. Also present was Elaine Hyatt
Barton, a CRA Board Member.
A presentation was made of the Downtown Streetscape Plans produced by Tim Green.
There was discussion that the City should continue the crosswalk and intersection
theme that has been constructed as a part of the Rails to Trails project and that this
theme should be carried out through the other intersections in the Central Business
District. Also discussed was the possibility of round-a-bouts on Montrose Street at
West Avenue and at Lake Avenue and the possibility of landscaped islands on Lake
Avenue. After review and comments regarding the streetscape, there was discussion
regarding the conce, rn over the correct marketing approach for the downtown area. A
question came from the audience as to where the City goes from here. City Manager
Saunders explained that once the conceptual plan has been approved, the project would
move into the design and development phase with the detailed engineering, followed by
prioritizing the various projects, funding and then construction. At this point in the
meeting Mayor Turville allowed the audience to review the displays of the conceptual
plans that were posted on the wall.
At approximately 7:30 p.m. Mayor Turville called the meeting back to order and
discussion continued regarding the conceptual plans for the Downtown Streetscape.
The next item on the agenda was the discussion of the engineers who have submitted
proposals for several upcoming projects. The City Council listened to presentations
from Boyle Engineering, Post, Buckley, Schuh, & Jemigan, Inc. and D.R.M.P. After

the presentations, Mayor Turville adjourned the meeting for a recess at approximately
8:55 p.m.
Mayor Turville called the meeting back to order at 9:10 p.m. The Council continued to
discuss the firms and City Engineer Richardson and Public Services Director Davis
were present in the meeting and entered into the discussions. It was a consensus that
the firms should be ranked, Boyle Engineering-l; D.R.M.P-2; and P B S & J-3. City
Manager Saunders explained that this would be placed on the next City Council Agenda
for approval.
The City Council next discussed a possible problem with the election procedure,
specifically the qualifications of Matt Modica. There was a question as to whether Mr.
Modica could qualify since he did not resign from his position on the Planning &
Zoning Commission. City Manager Saunders explained to the Council that several
calls were made to City Hall and that Deputy Clerk Maddox had been in contact with
Emogene Stegall's office regarding the questions. City Manager Saunders provided
each Council Member with a copy of a letter provided by City Attorney Guthrie
regarding the issue.
Council Member Wolfe stated that we need to ask Supervisor of Elections Stegall for
additional direction on the issue and also ask if we are obligated to inform candidates of
a requirement that is different from the State election law. Mr. Wolfe also asked that
each Council Member be notified immediately of any serious problem such as this in
the future. Mr. Wolfe also asked that the Division of Elections in Tallahassee be
contacted.
City Manager Saunders stated that he would speak with Mrs. Stegall as well as City
Attorney Guthrie and provide any information gathered to the Council Members as ·
soon as it was available.

Council Member Lamb stated that she felt that Mr. Modica should be on the ballot until
someone, probably a court, tells the City that he must be removed.
There being no further business, the meeting adjourned at 10:15 p.m.
