COUNCIL WORKSHOP MEETING
August 12, 1999
A Workshop Meeting of the City Council of the City of Clermont was held August 12,
1999, at the Police Department. The meeting was called to order by Mayor Harold
Turville, Jr. at 6:30 p.m. with the following. Council Members in attendance: Council
Member Wolfe, Council Member Biddle, Council Member Lamb and Council Member
Brown. Also present was City Manager Wayne Saunders.
Mayor Turville stated that the first thing on the agenda was Lennar Homes and they
were there to discuss the estimated cost of the Kings Ridge Fire Station. Handouts
were presented to each Council Member for their review. After considerable discussion
there was consensus that the City should hire an independent estimator to provide the
City with a cost estimate rather than rely on the cost analysis that had been provided by
Lennar. A request was made to Lennar to provide the City with a complete set of plans
and specifications as soon as possible so that the City could move ahead with the
estimate.
Next on the agenda was Tony Hubbard who was present to discuss with the City
possible annexation of property adjacent to his office on Highway 50. Mr. Hubbard
reviewed with the Council the proposed project for the property and it was consensus
with the Council that this project should be annexed into the City.
Mr. Duane Eastman then spoke with the City Council regarding his proposal to rezone
his property located at the north end of 4th Street from R-lA Residential to R-3. He
explained that he would like to provide some professional offices on his property. City
Planner, Barry Brown explained that this would require a comprehensive plan
amendment before it could be rezoned. After considerable discussion it was consensus
that this property should not be rezoned for office use.
Mayor Turville then introduced Mr. Jimmy Crawford, an attorney who was present to
discuss with the Council the property located north of Pitt Street east of Bloxam
Avenue. Mr. Crawford explained that his client would like to change the land use of
this property to allow professional offices rather than the residential use that it is

restricted to at this time. Mr. Crawford continued to explain the adjacent uses and the
proposed office uses north of his client's property. After discussion it was consensus
that this property should be allowed to have professional offices but that the neighbors
and adjoining property owners should be notified prior to any further action.
Christy Clark representing the Chamber of Commerce discussed with the Council the
Chamber publication that will be produced later this year. She explained that the
Chamber is asking all cities to advertise in the publication and that she would
recommend the Council purchase a one page ad and an additional page would be
provided by the Chamber resulting in a 2-page spread which would provide City
information. She explained that the cost of this ad would be $2,275.00. It was
consensus that the City should do this, however it should be brought before the Council
at a regular meeting for a vote.
City Manager Saunders then discussed with the Council a letter he received from Lake
County requesting support of Lake County seeking designation in order to be eligible
for Community Development Block Grants. It was consensus that this would not help
the City and the City should decline from offering support at this time.
Council Member Wolfe then informed the Council that he had received a call from Mr.
Glenn Breedon who lives in the area of Chestnut and 4th 'Street complaining about the
continuing drug traffic in this area and a gun shot that was heard earlier in the week.
The Council asked City Manager Saunders to look into this and report back.
Council Member Lamb then reported to the Council that representative Randy Johnson
would like to attend one of our future Council Meetings. City Manager Saunders stated
that either the first meeting of September or the first meeting of October would be the

best meetings and to let him know which meeting to schedule.
There being no further business, the meeting adjourned at 8:20 p.m.
