07-22-1999 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING July 22, 1999 A Workshop Meeting of the City Council of the City of Clermont was held July 22, 1999, at the Police Department The meeting was called to order by Mayor Harold Turville, Jr. at 6:00 p.m. with the following Council Members in attendance: Council Member Wolfe, Council Member Biddle, Council Member Lamb and Council Member Brown. Also present was City Manager Wayne Saunders, and Finance Director Van Zile. Mayor Turville discussed with the Council the possibility of changing our agendas for Council Meetings to include a Consent Agenda. It was consensus to include Consent Agenda items on future Council Agendas. Mayor Turville then welcomed Tim McNicholas and Angela Wishart representing C.T. Hsu, Inc. Mr. McNicholas and Ms. Wishart provided a review of the Space Needs Analysis. They explained that they had received questionnaires and worksheets back from all personnel and they are in the process of compiling this data to produce the final document. Council Member Wolfe asked about the status of the use of the existing hospital. Council Members Lamb and Turville explained that this had been discussed at a previous workshop when the report was presented to the Council from Mr. McNicholas. They stated that there was consensus that we should pursue a new facility rather than trying to convert the old hospital. Mr. McNicholas then discussed with the Council the size of the proposed Council Chambers and other Council needs for the new City Hall. C. T. Hsu representatives left the meeting at approximately 6:50 p.m. Mayor Turville then welcomed representatives of Cooper Memorial Library who proceeded in presenting to the Council a request for additional funding for the upcoming year. They explained that their request is approximately $22,000 in addition to last year's contribution. City Manager Saunders explained that in a previous meeting with Library Board Members he had been told that an additional $14,000 would be requested and this is the amount that has been included in the proposed budget. The CIIT OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING July 22, 1999 Page 2 Council stated that they would take the Library's request under consideration along with the other budget issues. The Library representatives left the meeting at approximately 7:25 p.m. Council next discussed the proposed Mainstreet project, including a review of how the project would be funded. Council Member Lamb asked how other cities are involved financially in their Mainstreet programs and stated that it was difficult to look at funding new programs when we are proposing a tax increase to meet our current needs. The possibility of a Community Development District Block Grant was also discussed. City Manager Saunders explained that in order to be successful in acquiring these grants, substantial matches are required and most cities that he is aware of have matched the maximum of $225,000 in order to acquire the block grants for their Redevelopment Districts. There were several positive comments from those in the audience regarding the Mainstreet Program. Chris Chachetti was present to explain that there is support from other areas of the community outside of the downtown district, because of the importance to everyone in the City. Funding of the Mainstreet Program was discussed. Council Member Biddle explained that the downtown would like $30,000 from the City of Clermont to support the Mainstreet Program. Council discussed the possibility of $20,000. City Manager Saunders recommended that the possibility of using $20,000 from the Community Redevelopment Agency money and the City could budget $20,000 to assist in the Streetscape Program and this money could possibly come from the infrastructure fund whereas a contribution to the CRA could not be from that fund. Council agreed that this would probably be a good solution to the funding. Finance Director Van Zile then referred the City Council back to our budget documents and reminded the Council that the budget document does include a proposed one-half mil increase to help cover the cost of the full time Fire Department. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING July 22, 1999 Page 3 City Manager Saunders asked for direction on the Library and it was consensus of the Council to include the proposed $14,000 increase in the funding. Council next discussed the Chamber of Commerce request and no changes in the proposed budget were recommended. City Manager Saunders then provided each Council Member with a handout' that included all of the proposed administrative salaries. After review it was consensus of Council to include these amounts in the proposed budget. City Manager Saunders stated that this completed the review of the proposed budget document and that Finance Director Van Zile would proceed with compiling the proposed document for distribution for the first public hearing.
