COUNCIL WORKSHOP MEETING
July 14, 1999
A Workshop Meeting of the City Council of the City of Clermont was held July 14,
1999, at the Police Department The meeting was called to order by Mayor Harold
Turville, Jr. at 6:00 p.m. with the following Council Members in attendance: Council
Member Wolfe, Council Member Biddle, and Council Member Brown. Also present
was City Manager Wayne Saunders, and Planning Director Barry Brown.
Mayor Turville discussed with the Council the problems that are occurring on Chestnut
Street in the area of 4th and Ryan. Council discussed the possibility of renting the
vacant house on the comer of Chestnut and Ryan for a Police Sub-station. City
Manager Saunders stated that he would provide additional information regarding that to
the Council at an upcoming meeting. City Manager Saunders also stated that the
installation of "no parking" along this area would help and there was consensus to
move ahead in that direction.
Mayor Turville then discussed with the Council the Civil War Re-enactment at the
Waterfront Park that had been discussed at a previous workshop. He stated that he was
concerned that such a re-enactment would offend certain people within our community
and his second concern was the effect on the residential community adjacent to the
Waterfront Park. Council Member Brown stated that he would need additional
feedback from the community prior to making a decision. There was consensus to
place this on the next regular Council Agenda.
City Manager Saunders then explained that the major purpose of this meeting is to
discuss the upcoming budget for the next fiscal year. He further discussed the budget
process.
Finance Director Van Zile provided the City Council with a handout that included a
budget summary. City Manager Saunders asked the Council to refer to page three and
reviewed with the Council the general fund highlights. These were discussed in detail
including a proposed increase in the milage of .5. Finance Director Van Zile and City
manager Saunders reviewed individual fund summaries.

Council Member Biddle then discussed with the Council a possibility of Mainstreet
funding. Council Member Lamb stated that she felt that the CRA dollars should be
used as the funding source to help the Mainstreet program.
Finance Director Van Zile and City Manager Saunders referred the Council Members to
the Proposed Capital Outlay section of the handout that each Council Member had been
provided with and reviewed each of the items with the Council.
Next discussed was the schedule of proposed new positions and the salary schedule
adjustments that are being proposed. Finance Director Van Zile noted any proposed
adjustments for further review.
The meeting adjourned at 8:40 p.m.
