06-29-1999 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING June 29, 1999 A Workshop Meeting of the City Council of the City of Clermont was held at 6:00 p.m. on Tuesday, June 29, 1999, at the Police Department Community Services Room. The meeting was called to order by Mayor Harold Turville, Jr. with the following Council Members in attendance: Council Member Jim Brown, Council Member Hope Lamb and Council Member Biddle. Also present was City Manager Wayne Saunders and Finance Director Joe Van Zile. Mayor Turville opened the meeting by stating the purpose of the workshop. Council Member Biddle stated that we had a resident in attendance that wished to discuss a variance for a sign at Highway 50 and 4th Street. Mayor Turville stated that this should not be discussed at this workshop since that would be a Quasi Judicial hearing. Mayor Turville then introduced Tim McNicholas of C. T. Hsu & Associates. Mr. McNicholas provided the Council with a Space Needs Analysis process and an update. He stated that they were working on conceptual layouts and spacial needs for the New City Hall. Mr. McNicholas then reviewed with the Council the report for the possible utilization of the existing South Lake Hospital. He explained the methods used for their review and gave a detailed analysis of what would be required to convert the hospital building to a City Hall. After considerable discussion, it was concluded that it could be in the neighborhood of one million dollars additional costs to convert the hospital as opposed to building a new facility. City Manager Saunders explained that other than the location, there appeared to be no other legitimate reasons for trying to use the existing hospital and that we should proceed with the City Hall plans for the site adjacent to Jenkins Auditorium. Mr. McNicholas stated that he had concluded that the new site would be superior. Mr. McNicholas then discussed with the Council the space needed for Ci¢'i2ouncil use and provided Council with a handout that included items for consideration, such as a possible need for office space and a conference room area. Also discussed was the possible need for an area for the Chamber of Commerce. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING June 29, 1999 Page 2 It was concluded that the Council would be prepared to answer additional space needs questions at the next workshop. Mayor Turville then stated that a Historical Preservation Ordinance is being considered and each Council Member was provided with a draft of the ordinance. Council Member Biddle explained that this was a combination of a model ordinance provided by the State as well as a Plant City Ordinance. There was consensus that the Council would further review the ordinance and discuss it again in the future. The next item on the agenda was a discussion of a Regulations Review Board. Council Member Lamb'explained that she felt that this would be a productive board that could meet and review the City's regulations and provide input to the City Council for possible changes. Ms. Lamb further stated that this group could identify areas that should be changed or strengthened and report to the Council on a periodic basis. There was consensus of the Council that this would be a good idea. City Manager Saunders stated that he would request that the formation of this type of committee be deferred until later in the year, after our new budgets are in place since this would require some Staff time for coordination. There was consensus of the Council to readdress this later this year. At 7:40 p.m. Mayor Turville stated the Council would take 10 minute break. Mayor Turville reconvened the Workshop at approximately 7:50 p.m. Finance Director Van Zile presented a salary survey to the Council as well as a pay rate adjustment schedule, a current schedule of positions and salary scales, for preliminary review for the upcoming budgets. Mayor Turville asked where the majority of our employees actually fall within the salary ranges. Mayor Turville also stated it would be beneficial to look at what other cities are currently paying in these positions. Council Member Lamb asked that an analysis be provided to the Council showing all positions, with their current pay in relationship to our salary schedules. Mr. Van Zile stated he would compile this information and present it to the Council at the next workshop. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING June 29, 1999 Page 3 Rose Biddle representing the Downtown Clermont Partnership was present and discussed with the Council the possibility of a Civil War Re-enactment at the City's Waterfront Park. After considerable discussion there was consensus that this would need to be an agenda item with a presentation from the re-enactors and that citizen input would be necessary prior to a decision on this request. City Manager Saunders than discussed with the Council the potential purchase of the property adjacent to Jenkins Auditorium. There was consensus of the Council that City Manager Saunders should continue with negotiation for this site for up to $125,000.00.
