04-20-1999 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 20, 1999 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, April 20, 1999, at the Police Department. The meeting was called to order at 7:00 p.m. by Mayor Turville. Council Members Jeff Biddle, Jim Brown, Hope Lamb and Speedy Wolfe were present. Also present was City Manager Saunders City Manager Saunders introduced Amy Lesner to the City Council and explained that Amy has been hired as the City's part-time Recreation Coordinator. Mr. Saunders further explained that Ms. Lesner would be planning and operating the Summer Youth Program at Palatlakaha Park. Ms. Lesner then talked with the Council about the possibility of a minimum'charge for all participants and recommended that the charge be $10.00 per week for Clermont residents and $15.00 per week for non-residents. There was no opposition to this fee and City Manager Saunders stated that this would be placed on an Agenda for Council approval. Mayor Turville introduced a young man, Steven Sawyer that would like to address the Council. Mr. Sawyer stated that he was concerned about no speed limit signs on Johns Lake Road and about the traffic at the intersection of Hancock Road and Johns Lake Road. He also stated that there are no sidewalks and this is an area that he and his friends walk or ride bicycles and it is a dangerous intersection and dangerous street: City Manager Saunders explained that this area is not within the City limits but that he would forward the information to Lake County Public Works with recommendations for some signage in the area. City Manager Saunders stated that the next item to be discussed was the Tony Hubbard project on Highway 50. Mr. Brian Domigan and Mr. Rick McCoy were present to explain to the Council the proposal to amend the existing Conditional Use Permit to allow a restaurant along with professional offices on the proposed site. After discussion it was explained that this would be presented to Planning and Zoning and City Council as an amendment to the Conditional Use Permit. City Manager Saunders then discussed with the Council a proposal to include the property across from the City's Trail head east of the Henderson Services businesses in the Central Business District. This area is currently just outside of the District. After discussion there was consensus to consider including this entire block in the next amendment as Business District area. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 20, 1999 Page 2 City Manager Saunders next discussed with the Council the bid received for the Waterfront Park parking area between 4th and 5th Streets. He explained that the bid was higher than anticipated due to the mm-a-round or Cul-de-sac area at the end of 4th Street. After discussion there was consensus that this project should be postponed until the new fiscal year. Mayor Turville then discussed with the Council his concerns that the Trail should be lit from 4th Street to 7th Street and that this should be considered in our upcoming budget. City Manager Saunders then discussed with Council a request to allow two cemetery markers on each plot in our cemetery. After discussion there was consensus to place this on a future agenda. Mr. Turville then discussed with the Council a letter from Mr. Zagame of Jaymark Builders requesting that the 100,000 square foot limitation being proposed in the language for the Lost Lake Reserve Area be removed since the Council has adopted an ordinance regarding this issue. After discussion it was explained that this would have to come back to the City Council for a vote in the future. Mr. Turville then presented a letter to the Council from Nancy Fullerton asking the City to take a position opposing the election of Water Authority members. After discussion there was consensus that the City Council as a political body should not take a position on this issue. Mr. Saunders next provided to the Council information that had been gathered regarding this potential of extending Minneola Avenue around the north side of Crystal Lake and intersecting with East Avenue. Mr. Saunders explained that City Engineer Richardson had determined that there is approximately 20 to 25 feet of right-of-way available above the flood plain area, however there would be no area for storm water abatement and that it was Ms. Richardson's summation that it would be very difficult to construct a roadway with the proper drainage in this location. The Council discussed the traffic problems along Osceola and on East Avenue, specifically in the mornings and afternoons with regards to the two schools on East CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 20, 1999 Page 3 Avenue. After discussion there was consensus to look into the possibility of placing a police officer at Osceola and East Avenue directing traffic in the afternoons to help alleviate the problem.
