10-22-2001 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING OCTOBER 22, 2001 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Monday, October 22, 2001, at the Police Department. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council Members Mullins, MacLauchlin and Renick were present, also present were City Manager Saunders, Finance Director Van Zile and Planning Director Barry Brown. Mayor Turville welcomed those present. Mayor Turville stated that he would like to begin with agenda item 4, which was a discussion of truck traffic along Osceola Street. Carol Harrison, a resident of this area addressed the City Council regarding the amount of delivery type trucks that utilize Osceola Street for access to the downtown area. After discussion it was the consensus of the City Council that signage should be installed eliminating truck traffic in this area. Next discussed was the Sugarloaf development issue that is being presented to the State of Florida. Alan Oyle'r, a local resident, addressed the City Council regarding this issue and requested that the City Council prepare a letter supporting Lake County's position on the proposed development and for this letter to be sent to the Governor's office. It was the consensus of the City Council that the requested letter should be drafted. Next discussed were proposed pension plan changes. Finance Director Van Zile reviewed the changes that were being proposed in order to be in conformance with the new documents that have been provided by the League of Cities. He further stated that these changes would come back to the City Council at a regular meeting for adoption. Finance Director Van Zile then discussed with the City Council his proposal to advertise a request for qualifications for auditors. He stated that it has been many years since the City has changed auditors and explained that it is good practice to provide for a change in auditors on a 3 to 5 year basis. It was the consensus of the City Council to move ahead with this proposal. City Manager Saunders then discussed with the City Council a proposal to discontinue delivering garbage to the Lake County incinerator and instead deliver to a waste management transfer " facility in Orange County for $39.75 per ton. After discussion it was the consensus of the City Council that this be placed on a City Council agenda for consideration. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING OCTOBER 22, 2001 Page 2 Council Member Mullins discussed with the City Council the possibility of a new water rate schedule to address commercial users, such as Laundromats, that are limited in what they can do regarding water conservation. Finance Director Van Zile stated that he would look at options and report back to the City Council. It was discussed that this change would probably be best accomplished at the time that the City considers a unified rate structure. City Manager Saunders then discussed with the City Council a proposed agreement with the Guber Trust for the Verde Ridge development located north on Old Highway 50. He stated that he would be working with the developers on the agreement and would present it to the City Council for approval at a future date. Planning Director Brown then reviewed with the City Council proposed changes to the Land Development Regulations that would be included in Ordinance No. 311-C and stated that the proposed changes would be brought to the City Council for adoption. Council Member Renick then discussed with the City Council water restrictions and stated that the City should try to enforce restrictions as much as possible and provide additional notification that water restrictions are still in place. City Manager Saunders provided an update on the Consumptive Use Permit renewal process with the St. Johns River Water Management District to the City Council. City Manager Saunders then provided an update to the City Council on the Lake Utilities lawsuit regarding the provision of services west of U.S. 27. He referred to a letter provided by Mr. Jake Varn, the attorney representing the City, and stated that recent court decisions have weakened the City's position and that Mr. Vam expects the courts to dismiss the suit. City Manager Saunders stated that he would provide additional information when available. There being no further business, the meeting adjourned at 9:10 p.m. ~ffS. 2furville, Jr., Mayor
