A Workshop Meeting of the City Council of the City of Clermont was held Thursday, September 27,
2001, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. Council
Members MacLauchlin, Mullins and Renick were present, also present were City Manager Saunders
and City Engineer Tamara Richardson.
Mayor Turville welcomed staff members from the St. Johns River Water Management District and
explained that they had been invited to meet with the City Council and review the Consumptive Use
Permit process that the City has been going through.
Mr. Gene Caputo, the governmental liaison for the St. Johns River Water Management District, then
spoke and introduced other staff members present including Barbara Vergara, Dwight Jenkins, James
Hollingshead, Hal Wilkening and Lori Burklew.
Mr. Caputo then turned the meeting over to Dwight Jenkins, who provided each one present with a
folder and copies containing information regarding the slide presentation that he reviewed with the
City Council.
Mr. Jenkins began his presentation by stating that the west portion of the City was not a major
concern but the per capita use on the east was a major concern for renewal. He reviewed the historic
use data and stated that 176 gallons per capita per day is the target usage they are looking for in the
renewal of the permit.
Mr. Jenkins then reviewed the issues that the St. Johns River Water Management District and City
staff had been reviewing and pointed out the remaining issues that are to be resolved, which included
wetland evaluation and monitoring. He further stated that a plan to convert the west sewage treatment
plant to a reuse plant should be put in place.
City Manager Saunders questioned the accuracy of the models that had been used to develop the maps
that were displayed showing the impact on relevant areas. Mr. Saunders stated that, according to the
maps presented, the possibility of less than two tenths of an inch of impact may occur in some of the
outlying wetlands areas.
Mr. Jenkins stated that it was doubtful that the model was completely accurate but since there was
potential for negative impact it would be the District's position that the City should evaluate potential
damage to these areas.

Mr. Jenkins further stated that the regional cumulative negative impact was the overlying concern and
that this would have to be taken into consideration in the issuance of all permits in the future.
City Manager Saunders asked Mr. Jenkins if all others going through the process and other permits
that had been issued recently were required to provide wetland evaluations.
Mr. Jenkins replied affirmatively.
Mr. Jenkins stated that the City should meet with St. Johns River Water Management District staff
members to determine the scope of the wetland evaluation necessary in order to complete the
requirements for the permitting.
City Manager Saunders stated that Haman & Associates had been contracted by the City for this
project, and that he would immediately schedule a meeting with the St. Johns River Water
Management District staff members to complete this process. He further stated his understanding to
be that this was the only remaining item that had not been or was not being addressed by the City,
according to the last request for additional information issued to the City by the Johns River Water
Management District staff.
Mr. Jenkins stated that there is a Water Summit meeting in Orange County scheduled for November
14, 2001 and suggested that as many elected and appointed officials as possible should attend that
meeting.
Hal Wilkening of the St. Johns River Water Management District staff thanked the City Council for
their involvement in this process and for inviting their staff to this meeting and reiterated the
statement made by Mr. Jenkins earlier that this is a regional problem, and that if you look at just the
City of Clermont there does not appear to be a significant problem but when you look at the
cumulative effect we have to find ways to decrease or eliminate the potential negative effects. He also
recommended that the City be involved as much as possible in the regional meetings regarding this
issue.
Representatives of the St. Johns River Water Management District left the meeting at approximately
9:00 p.m.
City Manager Saunders then discussed with the City Council the Police Department pay plan
proposed for the upcoming budget year.

He explained that a review of the current pay for sergeants had been completed earlier and reviewed
with the City Council at a previous budget workshop and that, although sergeants have signed cards
indicating that they were requesting a vote on whether or not to be represented by a Union, that vote
has not yet been taken and the vote will be after October 1, 2001. He further stated that since they are
not represented by a Union at this point he would recommend that the City move ahead with the
budgeted pay adjustments for sergeants on October 1,2001.
There was no opposition to this recommendation from the City Council.
City Manager Saunders also reviewed with the City Council a plan to provide additional
compensation for firefighters who are working as shift supervisors. He explained that the new budget
provides for lieutenant positions to serve as supervisors but that, until those positions are filled, those
who perform these duties should be compensated an additional 5% until the lieutenants are put in
place.
There was no opposition to this plan.
Being no further business, the meeting adjourned at 9:15 p.m.
