09-20-2001 Special Meeting CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 20, 2001 Page 1 A special meeting of the City Council of the City of Clermont was held Thursday, September 20, 2001 at Jenkins Audutorium. Mayor Hal Turville called the meeting to order at 7:00 p.m. with the following Council Members present: Council Members Biddle, MacLauchlin, Mullins and Renick. Other City officials present were City Manager Saunders, Finance Director Van Zile, City Accountant Lisa Strickland and Deputy City Clerk Studdard. Mayor Turville welcomed those present and explained the budget hearing process to the audience. PUBLIC HEARING 2001-2002 Ad Valorem Millage Rate - Resolution No. 1209 Mayor Turville stated that Florida Statutes require that the first substantive issue discussed at this meeting be the percentage increase in the millage over the rolled-back rate necessary to fund the proposed budget and the specific purposes for which ad valorem tax revenues are being increased. Mayor Turville stated that the proposed millage rate of 3.729 represents a 11.38% increase over the rolled-back rate. Mayor Turville explained how a millage rate is determined and stated that any questions or comments regarding this proposed millage rate increase from the citizens were invited. Mayor Turville read the resolution in its entirety. No public comment was given. A motion was made by Council Member Biddle, seconded by Council Member Mullins, and carried unanimously to adopt Resolution No. 1209. 2001-2002 FISCAL YEAR BUDGET RESOLUTIONS Resolution No. 1210 2001-2002 General Fund Budget Mayor Ti~rville read the resolution by title only and opened the public hearing. Resolution #1226 2001-2002 Cemetery Perpetual Care Fund Budget Mayor Turville read the resolution by title only and opened the public hearing. CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING SEPTEMBER 20, 2001 Page 5 Mayor Turville asked if there was any further business to be discussed. Rose Biddle of the Clermont Main Street Program spoke regarding changing the theme of the next First Friday event to a patriotic theme, with music provided by the Calvary Band and fireworks. She stated that she brought this to the City Council at this time because of the need for approval of the fireworks display as well as approval for parking for the event at the Boat Ramp and the Waterfront. Discussion followed regarding the appropriateness of fireworks at this time as well as the City's involvement. It was the consensus of the CRA Board to allow the Patriotic First Friday in October with fireworks and to recommend to the City Council that it be allowed with the City funding part of the cost of the fireworks for the event. City Manager Saunders stated that he would be meeting with representatives of the South Lake Historical Society before the next City Council meeting to discuss site selection. City Manager Saunders then discussed with the City Council a date and time to hold a special meeting for the Streetscape presentation from Hartman & Associates. It was the consensus of the City Council to hold this meeting the Monday or Tuesday in the first week of October. City Manager Saunders also discussed holding a special meeting regarding contract negotiations with City Attorney Kruppenbacher with the City Council. There being no further business, the meeting was adjoumed at 7:40 p.m.
