A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, September
19, 2001, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. Council
Members Biddle, MacLauchlin, Mullins and Renick were present, also present was City Manager
Saunders.
Mayor Turville welcomed Lake County Attorney and acting County Administrator Sandy Minkoff
and County Public Services Director Jim Stivender and stated that the purpose of this meeting with
the County was to discuss the extension of Citrus Tower Boulevard through the Lost Lake Reserve
project.
Cecelia Bonifay, Harry Lerner and other representing the Lost Lake Reserve project were also
present.
Mr. Stivender presented a handout to those present that provided a summary of road impact fee
receipts and disbursements for our district. He also presented each Council Member with a list of the
approved impact fee projects for the district and reviewed the priorities.
Mr. Stivender displayed a map of South Lake County and pointed out the proposed projects as they
related the approved list.
Discussion followed between the City Council, Lost Lake Reserve representatives and the County
representatives regarding the availability of funding and the possibility of agreements between the
developer and the County for impact fee dollars or credits to help in the construction of this section of
Citrus Tower Boulevard.
City Manager Saunders referred to the Conditional Use Permit that provided for construction of the
road under different scenarios depending upon the involvement of Lake County.
Cecelia Bonifay, representing the developer, stated that, if agreements could be reached with the
County for impact fee funding, then the need for a Community Development District would probably
go away.
Ms. Bonifay asked what the procedure would be and it was determined that Mr. Lerner of Westshore
Development should meet with City Manager Saunders and provide him with a proposed agreement
that would be between the developers and Lake County.
Mr. Minkoff stated that this agreement should have the support of the City Council before going to
the County Commission for consideration.

Mr. Minkoff and Mr. Stivender indicated that an agreement for funding and credits would, in all
likelihood, be accepted by the County Commission if supported by the City of Clermont.
Lake County representatives and Lost Lake Reserve representatives left the meeting at approximately
7:50 p.m.
Mayor Turville then discussed the Lake County Commission's recent decision not to pursue the
Orlando Bypass plans. He stated that he felt the intent was to not pursue the northern route through
the Wekiva area but the action they took also withdrew their support of the southern extension that is
important for our community.
City Manager Saunders stated he would get additional information regarding this issue.
City Manager Saunders then updated the City Council on the County's recent action regarding
garbage tipping fees. He explained that earlier in the year the County had voted to implement a
universal collection system that was supported by the cities and the League of Cities, however at the
last meeting the County Commission reversed their decision, which will result in an increase in the
tipping fees to the cities.
City Manager Saunders stated that he and Public Services Director Davis are continuing to look for
other disposal opportunities and would keep the City Council updated.
Mayor Turville then expressed his concern regarding our garbage tracks being required to stop on
S.R. 50 to collect garbage from certain businesses. He asked the City Manager to look at alternative
methods of collection that would be safer for both employees and traffic on S.R. 50.
