08-02-2001 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING AUGUST 2, 2001 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, August 2, 2001, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. Council Members Biddle, MacLaughlin, Mullins and Renick were present, also present were City Manager Saunders, Finance Director Van Zile and City Accountant Lisa Strickland. Mayor Turville welcomed those present. Mayor Turville stated that members of the South Lake Historical Society were present to discuss the Historic Village and the relocation of the Townsend House. City Manager Saunders explained that the time allowed under the original agreement between the City and Historical Society was about to expire for the relocation of the Townsend House onto the City property, and that the Historical Society is requesting a time extension for the move. Micki Blackburn Wolfe, President of the South Lake Historical Society, Inc., explained that the Historical Society has the money on hand to move the house and that the site plan from McCoy and Associates should be ready in approximately two wee. ks. The City Council then discussed with the Historical Society the possibility of relocating the house to the property adjacent to the old depot rather than the original site that had been selected. Historical Society members stated that they would review this and City Council elected to place this item on a future City Council agenda. The members of the Historical Society left the meeting at approximately 7:00 p.m. City Manager Saunders stated that they would now continue the review of the proposed 2001-2002 budget. Finance Director Van Zile distributed additional information regarding the proposed changes to the pension plan that had been requested at the previous workshop meeting showing a comparison and percentage increases that were being proposed for each of the existing retirees. Mayor Turville pointed out that the proposed adjustment is superior to the typical cost of living increase that is being provided to general employees. Mr. Van Zile explained that we should look at this existing retiree benefit every 2 to 3 years. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING AUGUST 2, 2001 Page 2 After review it was the consensus of the Council to move ahead with the proposal presented by Mr. Van Zile for the $2.00 per year of service increase in the monthly benefit to existing retirees. The City Council then reviewed the request presented by the Library. City Manager Saunders and Finance Director Van Zile pointed out the increased funding level that is being requested by the Library as well as the source of other funds that the Library is depending on. City Manager Saunders stated that representatives of the Library would be present at the next Council workshop to review their request with the City Council. City Manager Saunders then referred the Council to the draft budget document and reviewed the detail of the proposed Infrastructure Fund. No changes were recommended in the proposal. Next discussed and reviewed was the Impact Fee section of the proposed budget with no noted changes. The City Council then reviewed the Community Redevelopment Agency section of the proposed budget, followed by the 1989 Sales Tax Fund. Finance Director Van Zile explained that next year would be the final year of this fund that was set up specifically for the bonding of the initial Infrastructure Tax. City Manager Saunders then referred the City Council to the Water & Sewer Bond Fund section of the proposed budget and explained the purpose of this fund. Next discussed was the Building Construction Fund. Finance Director Van Zile explained to the Council the purpose of the Fund and the source of funds. There were no noted changes to this section.
