06-01-2001 Council Retreat CITY OF CLERMONT MINUTES CITY COUNCIL RETREAT JUNE 1, 2001 Page 1 A City Council Retreat was held Friday, June 1, 2001, at the Highlander Hut. Mayor Turville called the meeting to order at 9:00 a.m. Council Members Biddle, MacLauchlin, Mullins and Renick were present, also present were City Manager Saunders, Planning Director Brown and Planner Barbara Hollerand. Mayor Turville welcomed those present. Mayor Turville stated that prior to the agenda items he would like to recognize Mr. Bob Fields, who provides technical service for the Florida Main Street Program. Mr. Fields discussed with the City Council the potential uses of the waterfront and how a connection could be made to the downtown. He stated that a visioning session for the area could be utilized to set priorities and provide direction for future development of the waterfront. He then stated that the Florida Main Street Program could provide this service if the Clermont Main Street Program requested this as one of their services for the current year and that he would discuss this with the Clermont Main Street Committee. City Manager Saunders stated he would report back to the City Council regarding the possibility of this visioning session. City Manager Saunders then reviewed with the City Council the proposed Joint Planning Agreement with Lake County. Mayor Turville then provided a history of the JPA effort. City Manager Saunders then explained the various maps and displays that were provided. He explained the combined map that was displayed that depicted the City's land use areas as well as the County's future land use areas that surround the City. He further explained the urban expansion areas and stated that, at a minimum, these areas should be included in the JPA. Mr. Saunders stated that the goal of this portion of the Retreat would be to attempt to come to a consensus in regard to the areas that should be included on a JPA map. The first area to be discussed was north of the City as it related to potential areas that could also be included in a Clermont/Minneola JPA. It was the consensus that this area north of the City should be planned not only with the County but also with the City of Minneola. City Manager Saunders pointed out the area that is currently included in the City of Clermont's utility service area and suggested that this be included in the JPA. Mayor Turville adjoumed the meeting for a break at 10:45 a.m., the meeting reconvened at approximately 11:00 a.m. Mayor Turville continued with the discussion regarding the need for JPA agreements with the Cities ofMinneola, Groveland and Montverde and stated that it would be beneficial to have the cities in agreement prior to going to Lake County with our proposed areas. City Manager Saunders pointed out the existing utility lines as they now exist east of the City and suggested that the JPA include the area along S.R. 50 to the Orange County line. This area was discussed with regard to the types and intensities of uses along this area. Discussion followed regarding the possibility of drawing the line at C.R. 455. It was the consensus that additional discussion would be needed regarding this area east along S.R. 50. Next discussed was the area south of the City. City Manager Saunders pointed out the existing City limits and suggested that the southern boundary of the J-PA be aligned along the southem boundary of the Lincoln Groves property, which is currently in the City, or potentially further south at Five Mile Road. After discussion regarding the potential uses and densities in this area and east along Hartwood Marsh Road it was the consensus that additional discussion would be needed regarding where this line would be drawn. The meeting was adjourned at 1:00 p.m. for a lunch break, the meeting reconvened at approximately 2:10 p.m.. Mayor Turville briefly reviewed the remaining items on the agenda and asked the City Council for input regarding items that could possibly be postponed for discussion. Council Member Renick stated that the water update could wait until a future meeting. Council Member Biddle stated that there is no additional information necessary regarding the Historic Preservation Ordinance. Planning Director Brown then provided the City Council with information regarding a proposed Planned Unit Development (PUD) called Lake Louisa PUD, which is a multi-use project that is being considered by Lake County, located on the west side of U.S. 27, south of the City limits. After discussion there appeared to be no support for the City to provide services for this type of development in that area. Mr. Brown then provided the City Council with information regarding the Verde Ridge property located north of Old Highway 50. City Manager Saunders stated that there is an existing utility service agreement that requires the City to provide utility service to this area. City Manager Saunders stated that he would provide additional information regarding this project at a future meeting. CITY OF CLERMONT MINUTES CITY COUNCIL RETREAT JUNE 1, 2001 Page 3 He stated that the owners of the property are interested in annexing the property into the City and placing the entire project on the City's water and sewer system. The next item to be discussed was the possibility of changing some of the zoning classifications to provide for professional office zones that do not allow an option of multi-family, as is now allowed in the R-3 and R-3 A zones. There was discussion regarding areas that are being developed as high density multi-family whereas professional offices may be more suitable. The next item to be discussed was the provision of services for new developments, especially outside of the City limits. It was the consensus of the City Council that, for future developer requests, capacity reports should accompany the requests indicating the City's ability to provide water and sewer for the proposed projects. City Manager Saunders stated that City Engineer Richardson currently has this data and that it could be provided along with developer requests. The next item to be discussed was the potential for future phases of Greater Pines to be connected to the City sewer system. City Manager Saunders asked if the City Council would want this area to be annexed if the City is going to provide sewer service. There was a consensus that this should be a requirement. Also discussed was the need to connect Greater Pines to Citrus Tower Boulevard. City Manager Saunders stated that would be a possibility with the Steve's Road extension that has been planned and that this would be discussed with Greater Construction and Lost Lake Reserve developers. The City Council then discussed the benefits of moving away from gated communities and providing more of a traditional grid system for future development in order to provide better access and traffic movement throughout the City. Mayor Turville suggested that the City of Clermont try to schedule a Joint Planning meeting with the City of Minneola as soon as possible. City Manager Saunders further stated that he would again attempt to schedule a joint meeting with Minneola as well as with Groveland and Montverde to discuss planning issues for thc area. City Manager Saunders then discussed with the City Council the quotes he had received for appraisal services for the Norquist property and stated that he would be proceeding with the low quote from Appraisal Services, Inc. City Manager Saunders then reviewed with the City Council the de-watering plans for Center Lake, explaining where pipe would be laid in order to pump the water into Sunset Lake. There were no objections to this method of de-watering. City Manager Saunders then discussed with the City Council potential dates for budget workshops. City Council Members provided Mr. Saunders with dates they would be out of town in the upcoming weeks. Mr. Saunders stated he bring back suggested dates at a future Council meeting.
