05-07-2001 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING MAY 7, 2001 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Monday, May 7, 2001, at the Police Department. Mayor Turville called the meeting to order at 7:00 p.m. Council Members Biddle, MacLauchlin, Mullins and Renick were present, also present were City Manager Saunders, Finance Director Van Zile, Planning Director Brown and City Engineer Richardson. Mayor Turville welcomed those present. The first item to be discussed was the Historical Society project to relocate the Townsend house. Council Member Renick stated she had requested this be placed on the agenda in order to discuss issues that have been brought to her attention. After discussion it appeared that the only remaining issue was the need for a fire hydrant. City Engineer Richardson and City Manager Saunders then reviewed the Site Review checklist that was generated after the last Site Review meeting. City Manager Saunders stated he would ensure that the Engineer working on the site plan was aware of the outstanding issues. The next item to be discussed was the use of the old hospital. Dale and Daryl Ladd were present at the meeting and provided a detailed explanation of their plans for the property. Mayor Turville explained that the City Council has recently taken a position of not providing input to developers prior to the Planning & Zoning Commission and City Council heatings, however the City Council does appreciate the Ladd's providing an overview of the project at this time. Mayor Turville discussed the possibility of advertising the review of conceptual plans at workshop meeting in order to provide public notice for this type of review. City Manager Saunders then discussed with the City Council the potential use of the Norquist property for a community center. He explained that the property appears to be sufficient for this type of project, however he recommended that the City obtain appraisals of the property in order to establish an accurate value and also to contract with Hartman & Associates, who is currently working on the Streetscape plan, to provide a conceptual land use plan for the site. Mr. Saunders stated that he would provide a cost for these services at a future City Council meeting. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING MAY 7, 2001 Page 2 City Manager Saunders and City Engineer Richardson then discussed with the City Council the muck removal project for Center Lake. Ms. Richardson explained the potential cost of the project that she had obtained from discussion with potential contractors for the muck removal project. City Manager Saunders suggested that, if the City Council wishes to move ahead with this project, an advertisement be placed requesting additional quotes for the project, and that the item be placed on the agenda for a City Council meeting as soon as possible. Finance Director Van Zile and City Manager Saunders then discussed with the City Council potential funding sources, stating that the Bloxam Avenue project could be postponed in order to provide immediate funding if the City Council wished to move ahead. City Engineer Richardson then discussed with the City Council the direct purchase of equipment for a new well. It was consensus of the City Council to follow Ms. Richardson's suggestions regarding these purchases. Council Member Renick then reviewed with the City Council a draft resolution to be directed to the St. Johns River Water Management District as discussed at a previous workshop. Ms. Renick noted suggested changes and stated she would continue to work on the draft. There being no further business, the meeting adjourned at 9:15 p.m. Attest:
