03-26-2001 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING MARCH 26, 2001 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Monday, March 26, 2001, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. Council Members Biddle, MacLauchlin, Mullins and Renick were present, also present were City Manager Saunders and Finance Director Van Zile. Mayor Turville welcomed those present. Mayor Turville stated that he would like to begin with the fifhh item on the agenda, the discussion of a possible stormwater grant from Lake County Water Authority. City Manager Saunders provided the Council with information regarding grant funds that are available through the Lake County Water Authority for stormwater projects. Various projects were discussed. Nancy Fullerton was present and expressed her concern over Crystal Lake. City Manager Saunders stated that the City Engineer and the Public Services Director have been looking at the improvements in the drainage system that could be made to help protect Crystal Lake. After discussion it was the consensus of the Council that the Crystal Lake project would be a good candidate for the Grant request. City Manager Saunders stated that he would direct City Engineer Richardson to proceed with the information necessary for the Grant request and submit the Grant for consideration. He then stated that the Lake County Water Authority has provided only a 30-day window for applications to be received. He stated that he felt that by starting immediately the City could meet that time frame with the necessary information. Mayor Turville then stated that the next item of discussion would be the consideration of property owned by Mr. Ken Norquist as a possible site for a community center. Mr. Norquist was present and described to the Council the four lots that he owns in the vicinity of Osceola Street and West Avenue. After discussion it was consensus that the City Staff should investigate the possibility of utilizing this area for a community center and possible financing sources. Council Member Biddle reviewed the ordinance with the Council. Mayor Turville asked that each Council Member review the ordinance closely prior to the next City Council meeting. City Manager Saunders stated he would provide the ordinance to City Attorney Guthrie and request that he review it and forward any suggestions before introduction. The City Council then discussed the concept of a 'Don't Go Dark' Ordinance. City Manager Saunders stated that rather than an ordinance this type of condition could be placed on Conditional Use Permits. Attorney George Hovis was present and discussed with the Council his past experience with this type of ordinance. Mr. Hovis stated that he felt this could be dealt with as a condition of Conditional Use Permits. Mr. Hovis then provided the City Council with an update on the potential uses of the old hospital. He explained that there are three potential projects that are being discussed, which includes First United Methodist Church, Diamond Players Club and Dale and Daryl Ladd. He provided additional information regarding the Ladd's proposal that was recently presented to South Lake Hospital. Finance Director Van Zile arrived at the meeting at approximately 7:30 p.m. Mr. Van Zile provided the City Council with information regarding a proposed tiered water rate schedule. Also discussed was the method of public notification. Mr. Van Zile reviewed this with the City Council along with the schedule for implementation of the tiered rate schedule. City Manager Saunders then discussed with the City Council potential uses for the penny sales tax, if it is renewed next year. Mr. Saunders stated that the committee working on the re-implementation of the tax is requesting that all cities provide a list of potential uses. The items provided by Mr. Saunders to the City Council included funding for a new community center, the city hall, stormwater and lake enhancement projects, street and sidewalk projects and recreation and parks projects. It was consensus that this information should be forwarded to the committee. Mayor Turville stated that it would possibly be more effective if done by resolution and supported by other agencies. Council Member Renick stated that she would prepare a draft resolution for future consideration.
