02-15-2001 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 15, 2001 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, February 15, 2001, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. Council Members MacLauchlin, Renick, Biddle and Mullins were present, also present were City Manager Saunders and Finance Director Van Zile. Mayor Turville welcomed those present. City Manager Saunders introduced Jenny Wagner and Lisa Pool as representatives of the South Lake County Community Foundation. Ms. Wagner reviewed the proposed Pig on the Pond Event for this year with the City Council and requested approval of the 2001 Event Schedule. The traffic situation was discussed and Ms. Wagner stated that a meeting was held following the last event. She stated that they would continue to make improvements regarding the traffic with this year's event. City Manager Saunders stated that he had attended that meeting and the Foundation is working closely with the City to make this year's event a better event than last year ' s. City Manager Saunders then stated that there were several personnel policy changes that are being proposed. Finance Director Van Zile provided a hand out for the City Council and reviewed the proposed changes. The issue of donated sick time was discussed at length and it was a consensus that an employee must maintain at least 80 hours of sick leave in order to be able to donate to another employee. Council Member Biddle left the meeting at approximately 8:00 p.m. The City Council continued to discuss the personnel policy changes as outlined by Finance Director Van Zile. Mr. Biddle returned to the meeting at approximately 8:30 p.m. Next discussed were the changes in the City's medical insurance policy. Finance Director Van Zile provided a hand out and explained that he is proposing a 20% increase in the contribution and that co-insurance be changed from 80% to 70% for out of network to usage. City Manager Saunders explained that this would be brought back to the City Council as an agenda item in the near future. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 15, 2001 Page 2 Finance Director Van Zile then reviewed the proposed investment policies with the City Council and explained that these would be brought back to the Council for approval. City Manager Saunders then provided the Council with the proposed tiered water rate schedule and after discussion there were no proposed changes. City Manager Saunders stated that this would be placed on a future agenda. City Manager Saunders then stated that the League of Cities and the committee that is working on the 1¢ sales tax issue is requesting that the City produce a list of potential uses for the sales tax. After discussion it was a consensus that City Manager Saunders present the Council with a list of proposed uses and a list of how the money has been used in the past. Being no further business, the meeting adjourned at 1 O: 10 p.m.
