01-25-2001 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JANUARY 25, 2001 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, January 25, 2001, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m. Council Members Renick, Biddle and Mullins were present, also present were City Manager Saunders, City Engineer Richardson and Finance Director Van Zile. Mayor Turville welcomed those present. The first item to be discussed was the potential change in fees being charged for Police NCIC records, cemetery spaces, water meter fees, inspection fees and fire fees. A proposed fee schedule was presented and reviewed with the City Council and no changes were made to the schedule. ' City Manager Saunders stated that this would be brought back to the Council for adoption at a later date. Finance Director Van Zile then presented the Council with the proposed changes to the City's Fire & Police Pension Funds and explained the need for these changes. He stated that these changes would come before the Council at a regular meeting. City Engineer Richardson reviewed with the Council the proposed tiered water rate schedule. Finance Director Van Zile stated that he had reviewed several accounts and that the proposed tiered schedule reflected the results of that review, with the first tier being up to 10,000 gallons, the second tier from 10,000 to 20,000 gallons and the third tier for above 20,000 gallons. Mr. Van Zile and Ms. Richardson left the meeting at 6:30 p.m. City Manager Saunders then introduced Cecelia Bonifay, attorney for Lost Lake Reserve, and stated that Ms. Bonifay and representatives of Lost Lake Reserve were present to discuss the possibility of a Community Development District for their development. Mr. Harry Lerner of WestShore Development reviewed with the Council the need for the District and the areas that the District would cover, including Citrus Tower Boulevard, Steve's Road and the Park. A representative of Rosetti & Company gave an explanation of Community Development Districts along with a handout that explained the purpose and uses of a District. Mr. Lerner stated that he would be willing to enter into an inter-local agreement with the Council that would limit the powers of the District and the abilities as to what the District could do in the future. Mayor Turville then allowed for open discussion of Districts among Council Members, the representatives present and the audience. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JANUARY 25, 2001 Page 2 After the question and answer session, Mayor Turville thanked those present representing the Lost Lake Reserve and stated that the Workshop had been very educational regarding the purpose of Community Development Districts. Mr. Lerner stated that they would be providing an application for a District to the City Council in the near future. Mayor Turville then adjourned the meeting for a short break at 8:35 p.m. and the meeting reconvened at 8:50 p.m. Mayor Turville welcomed those who had re-entered the Meeting and explained the purpose of the Workshop. Representatives of Home Depot were present. Mayor Turville explained that they would be given time to provide a brief explanation of their project. Attorney George Hovis was present and introduced Home Depot representatives. Mr. Shawn Reeves, real estate representative for Home Depot, then provided a display of the proposed site and the elevations for the proposed Home Depot to be located on the south side of S.R. 50, east of the Ford dealership. Mr. Reeves explained that they were potentially looking at some minor variances regarding the size of some of the parking spaces and the aisle width between spaces. He also explained that they would like to pave less than the required number of spaces initially, however they would provide an area for future expansion of the parking, if needed. He explained that, historically, their stores have not needed the number of spaces that are required by our code but that they would be willing to provide them at a later date if necessary. Also discussed was the signage and the potential of an outdoor display area adjacent to the building. A traffic report was then presented to the City Council regarding the number of trips per day associated with the Home Depot and with the two proposed Out Parcels on Highway 50. Mayor Turville asked if the Garden Center had been included in this study and stated that if it had not been included this area should be in the traffic model. Mayor Turville also stated that any potential off-site intersection improvements should be included in this report. Mr. Reeves explained that they would like to have a traffic signal at their entrance off of Highway 50. City Manager Saunders explained that the corridor plan for Highway 50 indicates this median cut as a directional cut that would not be signalized. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JANUARY 25, 2001 Page 3 City Manager Saunders then explained that the Staff's position in talking with Home Depot prior to this meeting included the need for the construction of Hook Street from their property to U.S. 27. Mr. Saunders further stated that Staffhad concluded that this additional access would be needed in order to minimize the impact on Highway 50. Mr. Reeves stated that the traffic study indicated that Hook Street was not needed to handle their traffic but that they would be very willing to work with the City regarding the development of this section of Hook Street. Mayor Turville thanked the representatives of Home Depot. Mr. Reeves stated he looked forward to working with the Council on this property. OTHER ITEMS Mr. Tom Vincent was present, who presented to the Council a request for utility services at the southeast comer of Hartwood Marsh Road and U.S. 27. He explained that they would like to be on City services, however if services were not available he would proceed with Lake County in the permitting of septic and either a private water supply or water from the private utility that is located west of U.S. 27.
