A Workshop Meeting of the City Council of the City of Clermont was held at 7:00 p.m. on Wednesday,
September 4, 2002 at the Police Department Community Services Room. Mayor Turville and Council
Members Caputo, Dupee, Mullins and Renick were present at the meeting. Also present were City
Manager Saunders and City Engineer Richardson.
Mayor Turville welcomed those present.
City Manager Saunders explained that a revised draft of the City's new Consumptive Use Permit had been
received from the St. Johns River Water Management District.
City Manager Saunders and City Engineer Richardson then reviewed the major elements of the Permit
with the City Council.
Council Member Renick asked how the City can force other entities to cooperate, referring to conditions of
the Consumptive Use Permit regarding a regional approach to the water issue.
City Manager Saunders explained that the St. Johns River Water Management District has stated that
similar language will be included in all Permit renewals coming before them in the future, which hopefully
will force the entities to cooperate.
City Manager Saunders stated the City has been informed that the St. Johns River Water Management
District plans for this to be on the September 10, 2002 meeting agenda and that he and City Engineer
Richardson will attend the meeting to represent the City.
City Manager Saunders then reviewed with the City Council the proposed Consent Agreement forwarded
to the City. He explained the reason for the Consent Agreement and stated that there are no monetary fines
associated with the Agreement but that it calls for some specific actions to be taken by the City to benefit
both the City and its residents. He further explained that this Consent Agreement will also be on the
September 10, 2002 St. Johns River Water Management District meeting agenda.
City Manager Saunders then reviewed with the City Council a portion of the cemetery rules and stated that
he has recently received a complaint from a resident regarding items being placed on gravesites at the
cemetery which he felt were inappropriate and in violation of the cemetery rules.
After discussion it was the consensus of the City Council that they should individually visit the cemetery to
observe the area of the complaint prior to any additional action being taken by the City.
City Manager Saunders then discussed with the City Council the tree sizes required in the Land
Development Regulations. He stated that he had been asked by builders and developers to again address
the issue with the City Council. He stated that many argue that a smaller tree can be established easier, will
grow at a better rate and use less water than the current required size tree. There was no consensus to
introduce any changes to this ordinance at this time.
City Manager Saunders then informed the City Council that Nextel has approached the City with their
desire to install an additional cell tower to be designed as a flag pole similar to the one at West Park. He
stated the proposed location would be Hancock Recreation Area. City Manager Saunders was instructed to
negotiate with Nextel and bring the results to a future City Council meeting.
Council Member Renick stated she wished to readdress the English Cleaners regarding the new water
rates.

After discussion, City Manager Saunders was instructed to direct Finance Director Van Zile to provide
information reflecting the impact of the new water rates on this business' water bill and to provide a list of
other large commercial water users.
Council Member Caputo then discussed with the City Council the possibility of establishing a City flag.
Mayor Turville stated that the City's existing logo could be incorporated into a flag design. Other Council
Members stated that this could be discussed further at a later date.
City Manager Saunders then stated that one additional expenditure will be placed in the proposed budget
to be presented to the City Council for adoption. He stated that $30,000 will be necessary in the Utility
Fund in order to fund a mobile irrigation unit as required in the City's Consent Order, and that this unit will
be available to visit City of Clermont residents or commercial properties to provide evaluations and
suggestions for irrigation systems.
City Manager Saunders again reviewed with the City Council the Fire Department budget and stated that,
after further discussions with Fire Chief Bishop, the additional proposed paramedic to be included in the
budget at the last workshop could be eliminated by reclassifying one of the EMT positions to a paramedic
and reclassifying one part time EMT to a part time paramedic. City Manager Saunders stated that he had
met with Chief Bishop earlier in the day, who had confirmed that with these reclassifications we would be
able to provide the coverage at Fire Station #2 that had been discussed.
City Manager Saunders then reviewed with the City Council a request by the South Lake Humane Society
for an event planned for November.
There being no further business, the meeting adjourned at 8:00 p.m.
