Mayor Turville and Council Members Caputo, Dupee, Mullins and Renick were present at the meeting. Also present were City Manager Saunders and City Attorney Guthrie. Mayor Turville welcomed those present and asked City Manager Saunders to explain the purpose of the meeting. City Manager Saunders introduced Marilyn MacLauchlin and Mona Phipps and stated that they had previously worked with the City in preparing a grant for the possible acquisition of property located at the intersection of Lake Shore Drive and Hook Street. He stated that we have received comments back from the Florida Communities Trust stating that we had listed as a possible source for the matching funds future grants that would be applied for and that we were informed that, unless other grants have been obtained at this time, the possibility of future grants could not be used as a match at this time. He further explained that, in order for the City to proceed with the grant application at this time, the City would be required to commit to the $170,000 match to be eligible for the $500,000 grant funds to be used to purchase the property. Ms. Phipps and Ms. MacLauchlin provided additional information regarding the grant, stating that they had been informed that once the grant is awarded the City would have approximately two years in order to raise the matching funds, which could be obtained from other grant sources. City Manager Saunders also explained that if the grant were to be awarded the City Council would be required to accept the grant at a public meeting before the grant could be finalized. He further stated that the purpose of holding the special meeting was due to the deadline for submittal of the response back to Florida Communities Trust.
