07-10-2002 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 10, 2002 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, July 10, 2002, at the Police Department. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council Members Caputo, Dupee, Mullins, and Renick were present. Also present were City Manager Saunters and Planning Director Brown. Mayor Turville welcomed those present. City Manager Saunders stated that Harry Lerner and Cecelia Bonifay were present representing the Lost Lake Reserve development. Mayor Turville asked City Manager Saunders if he had received an opinion fi.om City Attorney Guthrie regarding the revised UD9 document that had been discussed at the previous workshop. City Manager Saunders stated he had discussed this with City Attomey Guthrie, who stated he felt it would be appropriate to send the revised language to DCA and then bring the revised document back to the City Council for public hearing and final adoption. The city Council discussed the revised UD9 language and pointed out some minor corrections that should be made. It was the consensus of the City Council that the revised document should be sent to DCA and then brought back to the City Council for final public hearing. Planning Director Brown and representatives of Lost Lake Reserve left the meeting at approximately 6:10 p.m. Council Member Mullins asked the status of the request that was made for the Lake Apopka Basin initiative. City Manager Saunders stated that would be discussed with the proposed budget for October. City Manager Saunders stated it had been discovered that the Target parking lot encroaches into the area that was to be reserved for the Rail/Trail along the northeastern boundary of the property. He stated that Lake County has indicated that this encroachment does not create a problem for the Trail alignment. City Manager Saunders stated he would like to provide a letter to Mr. Carter stating that this encroachment does not conflict with the project or with future Trail alignment. He stated he would bring this to the City Council at a future meeting. Council Member Caputo stated he wished to revisit the proposed personnel discussed at the previous workshop meeting with respect to the request for additional fire personnel and how it relates to providing ALS service at Station #2. Finance Director Van Zile and Accountant Lisa Strickland entered the meeting at approximately 6:20 p.m. City Manager Saunders reviewed with the City Council the proposed plan for the Fire Department, stating that both facilities and personnel are ahead of what had been proposed at the time the City converted from a volunteer department to a paid department. He suggested reclassifying one EMT to a paramedic in order to provide additional ALS service at Station #2. He stated he had met with Chief Bishop regarding this reclassification and, while the additional personnel would provide an additional level of service, this would take care of the upcoming year and the City could consider additional personnel the following year. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 10, 2002 Page 2 The City Council directed City Manager Saunders to discuss with Chief Bishop how one additional paramedic would be utilized and if additional equipment would be necessary for the ALS Response. The City Council also discussed the possibility of changing one of the proposed part time positions to full time. City Manager Saunders stated that he would discuss this further with Chief Bishop and provide additional information to the City Council. Council Member Dupee stated she would like to consider the starting date of the Assistant City Manager to be earlier in the year. Council Member Caputo stated he had discussed with City Manager Saunders and agreed with Council Member Dupee that this position should begin as soon as possible. Mayor Turville stated it was probably not a good idea to recruit and hire this person without having the actual space needed for the employee. City Manager Saunders agreed that logistically it would prove to be very difficult to provide the work area needed for this employee, which was the reason he had proposed to wait until the move into the new City Hall to bring this position on line. Finance Director Van Zile then discussed with the City Council the proposed insurance contribution for the City's Major Medical plan and stated that this would be reviewed later in the year before a final decision would be made regarding the contribution. City Manager Saunders and Finance Director Van Zile then referred the City Council to the draft budget and reviewed the General Fund requests for capital outlay. Staff and City Council completed the review of the General Fund. City Manager Saunders then referred the City Council to the section regarding Infrastructure Fund and reviewed the proposed budget with no proposed changes. City Manager Saunders next referred the City Council to the Impact Fee budgets included in the draft document. There were no proposed changes. City Manager Saunders then provided the City Council with the latest information regarding negotiations between Cooper Memorial Library and Lake County regarding Lake County's acceptance of the library into its County library system. There being no further business, the meeting adjourned at 9:05 p.m.
