COUNCIL WORKSHOP
February 16, 2021
The Clermont City Council met at a workshop on Tuesday, February 16, 2021, in the Clermont
Community Center. Mayor Murry opened the workshop at 6:30pm with the following Council
Members present: Pines, Entsuah, Purvis, and Bates.
Other City officials present were Interim City Manager Dauderis, City Attorney Mantzaris and City
Clerk Howe.
1. Downtown Parking Garage Site Evaluation
Interim City Manager Dauderis provided background information on the topic. At the last
workshop, Council discussed the master plan and how the public investment in downtown has
initiated development in private investors into downtown Clermont. The increase in the number of
businesses downtown has created a parking issue. In the fall, the city contracted with Kittelson &
Associates to review future needs. That presentation and study was presented on September 8, 2020.
The Council expressed interest in looking at potential steps for a parking garage in downtown.
Adam Burghdoff, Transportation Engineer with Kittelson & Associates, presented the parking site
evaluation. This process began in 2015 with the adoption of the master plan. The parking garage
was a project to be considered at a later date. Downtown Clermont has been expanding with limited
parking. He presented a summary of the number of current public parking supply, leased parking
and current parking without leased lots. If the leased parking were to vanish, the city would have a
225 space deficit downtown. Following the September Council meeting, Kittelson & Associates
started working with staff to provide a new study. He reviewed the past and current parking analysis
to include developing performance measures of downtown sites, identified sites and evaluated sites.
Then, discussed results of that evaluation. There are four (4) types of parking lots: city owned
surface parking, city leased, city on -street and private. There were six (6) different lots evaluated for
long term parking. Those sites are as follows: Clermont City Hall, Clermont City Center, 81h and
Minneola, Methodist Church, 71h and Minneola, and 7th and Osceola. Each site was ranked and
scored individually based on criteria of site potential, walkability, current demand and surrounding
land uses.
The Council agreed on these four (4) sites: 71h and Osceola, 81h and Minneola, 7th and Minneola and
City Hall.
Interim City Manager Dauderis stated the next step is to review those sites and determine the
estimated cost to build surface parking and garage.
Council asked staff to look into the Post Office property for a parking garage.
Mayor Murry recessed at 7:1 Opm; the workshop was reconvened at 7:15pm.
2. Other
Interim City Manager Dauderis provided an update on the City Manager recruitment. She noted a
binder was sent out to the City Council with the City Manager applicants and asked who they would
like to interview.

After much discussion, the City Council agreed to hire a recruiting firm to assist in the selection
process. City Attorney Mantzaris reviewed the process of hiring a recruiting firm. Staff will return
to Council with a proposed contract to move forward.
At the request of Council Member Entsuah, Interim City Manager Dauderis presented a draft
resolution and reviewed the qualifications, coordination of meetings and purpose of a Small
Business Advisory Committee. Council Member Entsuah expressed support for this committee. The
majority of the Council was not in favor of the proposed committee and the consensus was to not
bring it back to Council.
Interim City Manager Dauderis noted the Council tasked staff with developing a policy for naming
of city facilities at the December 8, 2020 meeting. Mrs. Dauderis asked for clarification on the
process.
Mayor Murry discussed renaming streets. City Attorney Mantzaris stated staff is drafting a
resolution on the naming of buildings and parks. If Council is interested in developing a policy for
renaming streets, that would need to be addressed separately. Council concurred to move forward
with the one for now. Staff will return to Council with a proposed resolution at a future meeting.
Council Member Pines expressed concern regarding the Marsh Road truck restrictions recently
approved by the City of Winter Garden. Mayor Murry noted it was discussed at the Lake County
meeting today and County Commissioner Parks will be providing an update at the City Council
Meeting on Tuesday.
Council Member Purvis inquired about imposing a moratorium. City Attorney Mantzaris remarked
a moratorium is overstepping city boundaries if the city is not responsible for that road. He will
further review to determine if action is authorized.
Council agreed to direct staff to return with a recommendation of options for Council to pursue.
City Attorney Mantzaris will contact the attorney for Cemex and report to Council at the next
meeting.
