A Workshop Meeting of the City Council of the City of Clermont was held Monday, July 8, 2002, at the
Police Department. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council Members
Caputo, Dupee, Mullins, and Renick were present. Also present were City Manager Saunders, Planning
Director Brown and Planner Curt Henschel. Mayor Turville welcomed those present.
Planning Director Brown stated that the first item to be discussed was an update of the Lost Lake Reserve
project.
Cecilia Bonifay and Harry Lerner were present representing the developers.
Planning Director Brown provided an overview of the project and a handout that included the original
UD9 transmittal, the PUD that was approved by the City Council. and the revised language being proposed
for the UD9 that would conform to the DRI language being reviewed by the Department of Community
Affairs. Mr. Brown explained that the Council originally transmitted the UD9 Comprehensive Plan
Amendment to DCA to recognize the annexation and that next would be the adoption step. He explained
that the City had received comments from DCA regarding the submittal. He also commented that DCA
recommended that Clermont not adopt the change until the DRI is in place so that the adoption can
coincide with those provisions. He explained that the DRI is scheduled for an August 21, 2002 Regional
Planning Council approval. Planning Director Brown stated that he had discussed with DCA the procedure
that should now be followed and recommended that the new UD9 language be submitted to DCA for their
review and then brought to the City Council for final adoption rather than having a new transmittal
hearing.
ARer additional discussion, it was the consensus of the City Council that City Attomey Guthrie should be x
consulted regarding this procedure. City Manager Saunders stated he would discuss this with City Attorney
Guthrie and report back to the Council.
Finance Director Van Zile joined the meeting at approximately 6:45 p.m.
City Manager Saunders stated that this would be the first of the budget workshops with the City Council.
Proposed budget documents were presented to each Council Member and City Manager Saunders provided
introductory comments regarding the budget and stated he would like to concentrate on the General Fund
at this meeting.
City Manager Saunders then gave the City Council an update on Cooper Memorial Library, stating that the
Library Board is negotiating with Lake County to accept the library as a branch library of the County,
which would eliminate approximately $200,000 per year from the City General Fund budget. He stated
that the proposal being discussed this year was for the City Council to continue funding the library at the
approximate $200,000 level for the upcoming year and provide the building the Lake County on a rent free
basis. He stated he would keep City Council updated on the continuing negotiations with Lake County.
City Manager Saunders then explained that he is not recommending any increase in the ad valorem tax
rate. He went on to explain that the most significant impact to the budget is in personal services, with the
inclusion in the proposed budget of additional employees in several departments.
Finance Director Van Zile stated that he had completed a salary survey and directed the City Council to the
survey that was included in the draft budget documents.

City Manager Saunders and Finance Director Van Zile reviewed the proposed schedule changes that were
included in the budget, stating that rather than the typical 2 ~ % cost of living increase this year they were
proposing a salary adjustment to the scale that averages approximately 4.17%, and that employees would
still be eligible for a 0 to 4% merit adjustment on their anniversary date after completion of performance
evaluation.
Finance Director Van Zile then reviewed the additional proposed personnel reclassifications and
adjustments included in the proposed budget and referred to those pages outlining those changes.
Mayor Turville then asked that Staff obtain information regarding a lightning detection device for parks
that he had heard about. City Manager Saunders stated he would bring that information to the next
workshop meeting.
Council Member Dupee asked that Staff look at the cost of purchasing a speed display miler for use by the
Police Department.
City Manager Saunders stated he would bring this information back for Council review as well.
There being no further business, the meeting adjourned at 9:30 p.m.
