04-30-2002 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 30, 2002 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, April 30, 2002, at the Police Department. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council Members Caputo, Dupee, Mullins, and Renick were present. Also present were City Manager Saunders and Finance Director Van Zile. Mayor Turville welcomed those present. City Manager Saunders explained to the City Council the procedure for pre-qualifying bidders for the new City Hall project and the requirements that potential bidders must meet. He then discussed with the City Council the schedule for selection and bid award along with the estimated construction times for the new City Hall project. Finance Director Van Zile then discussed with the City Council the financing plan for the City Hall, stating that the bond market was very favorable at the time. City Manager Saunders stated that all indications are that the City will receive several bids for the job due to the construction market at this time and that things looked very favorable for a good interest rate and good bid for the project. City Manager Saunders then updated the City Council on the Streetscape project and the schedule for construction of the project. He stated that the project is to be completed by early November. Council Member Dupee asked if any. of the financing the City would be receiving would be used to renovate the Highlander Hut. City Manager Saunders stated this was not a proposed project for the funding but other sources of funds, such as infrastructure monies, could be used if the City Council wished to make the renovations in the future. The City Council then discussed the procedure for approving single-family subdivisions. Mayor Turville stated that at one time a Conditional Use Permit was required for a subdivision that exceeded a specified number of units and that the City should look at possibly amending the Land Development Regulations to require this with future development. The City Council then discussed the need for an additional Council Retreat and discussed potential dates for that Retreat. City Manager Saunders stated that he would check the calendar and get back with Council members for a potential date. City Manager Saunders then distributed copies to the City Council of a draft Consumptive Use Permit provided by the St. Johns River Water Management District and discussed the main points of the Permit with the Council. He stated that the public hearing for this Permit has been postponed until the June St. Johns meeting. Finance Director van Zile then discussed the revised water rate schedule with the City Council. He explained that he had taken the comments from the previous workshop and modified the rate schedule as discussed. After further discussion, City Manager Saunders stated that this would be placed in ordinance form and brought to the City Council for adoption. City Manager Saunders then stated that he had attended a meeting at the South Lake County Community Foundation regarding the Pig on the Pond event. He stated that the Foundation had decided not to hold the Pig on the Pond event this year. He stated that the Foundation had stated they did not have the Staffto handle the project again this year and it was not a financially feasible project for them to undertake at this time. Mr. Saunders explained that there were other organizations considering sponsoring the event, such as the Elks Club and Clermont Main Street. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 30, 2002 Page 2 The City Council then discussed the situation of individual Council Members appearing in front of other entities such as the County Commission and making statements that may be construed as that Council Member representing the full City Council. Council Members agreed that it is often difficult for other entities to separate an individual Council Member's statement from a representative statement of the entire Council. There being no further business, the meeting adjourned at 8:00 p.m. ,0
