HomeMy WebLinkAbout01-17-2002 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JANUARY 17, 2002 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Monday, January 17, 2002, at the Police Department Community Services Room. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council Members Caputo, Mullins, and Renick were present. Also present were City Manager Saunders, City Engineer Richardson, Planning Director Brown and Tim McNicholas and Nathan Butler of C.T. Hsu & Associates, architects for the new City Hall project. Mayor Turville welcomed those present. City Manager Saunders introduced Tim McNicholas and Nathan Butler, who reviewed some finish work planned for the new City Hall. Samples of the brick for the building and carpet for the Council Chambers were presented. It was the consensus of the Council that the Orleans style brick and the Sesame style carpet should be included in the new City Hall specifications for Council Chambers. Carpet samples for office spaces were presented to the City Council with no objection of City Council regarding these selections. City Engineer Richardson then gave the City Council an update of the Center Lake muck removal project, including the permitting and quotes received for dewatering. She also stated she had advertised a request for additional proposals for a different method for the project. Mayor Turville stated that there might be dollars from the St. Johns River Water Management District to assist with the demucking. City Manager Saunders then provided an update on the recent discussions with Lennar Homes pertaining to a revised agreement for reuse water. City Manager Saunders further explained that he had met with member of the Presidents Council of Kings Ridge, whose main concerns were the safeguard of future costs to the residents and the ownership of the system in the future. City Manager Saunders then reviewed with the City Council a proposed ordinance being considered for the Lake Apopka basin protection. He went on to explain that the ordinance was unclear as to whether the City was affected by all the conditions or if the City could opt out if necessary. He explained that additional information would be provided in the future. Council Member Renick then asked if the City Council would want to take a position on the Sugarloaf development and to support Lake County's efforts to acquire the property. A suggestion was made that a letter be drafted for potential support. City Manager Saunders stated that a request for water service on Lost Lake Road for a future church would be presented to the City Council in the near future and discussed the possibility of annexation. City Manager Saunders also discussed with the City Council the closing on the Norquist property that the City currently has an option on. He stated that the City would not close until a clearance letter from DEP was received regarding any environmental issues on the property. City Manager Saunders then advised the Council that Mr. Hovis and Mr. Boyett would like to meet at a workshop session with the City Council to discuss conceptual plans for a parcel that they owned located on the north side of S.R. 50, east of the City's water tank. He stated that they wished to obtain City Council input regarding the type of development the City would like to see on this site, which is cun'ently within Lake County but could be brought into the City limits. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JANUARY 17, 2002 Page 2 After discussion there was no consensus of the City Council for a workshop to be held, but that this should proceed through the normal process before the Planning & Zoning Commission and the City Council. City Manager Saunders then discussed with the City Council a situation with the Fire Department where there are certain older volunteers that cannot pass the physical test that we now require for our volunteers but who could still provide support. It was the consensus of the City Council that these types of volunteers should be limited in the types of duties they are assigned.
