09-16-2004 Special Meeting City of Clermont MINUTES SPECIAL COUNCIL MEETING September 16, 2004 The Clermont City Council met in a special meeting on Thursday, September 16, 2004 in the Council Chambers at City Hall. Mayor Hal Turville called the meeting to order at 7:00 pm with the following Council Members present: Council Members Ash, Mullins, and Renick. Other City official~ present were: City Manager Saunders,. Administrative Services Director Van Zile, Assistant City Manager Gray and City Clerk Ackroyd. Budget - Final Public Hearing Ad Valorem Millage Rate Resolution 1388: A Resolution of the City Council of the City of Clermont, Lake County, Florida, establishing an Ad Valorem Millage rate to partially finance the general government operation of the City. Mayor Turville read Resolution 1388 in its entirety. There were no public comments. Council Member Mullins moved adoption o_f Resolution 1388; seconded bp Council Member Renick. The motion passed with all members present voting "aye ". Resolution 1389: A Resolution of the City of Clermont, Lake County, Florida, establishing the General Fund budget for the City of Clermont for.the fiscal year 2004-2005 authorizing receipts and disbursements contained therein. The motion passed with all members present voting "ave" Mayor Turville closed the Special Meeting. City Manager Saunders informed Council of the automatic increase to the Impact Fee Schedule. This year it will increase 6.4% due to higher construction costs. Also, Mr. Saunders discussed with Council giving the Police Officers a Cost of Living Adjustment (COLA) even without a new union contract. Council agreed with Mr. Saunders recommendation.
