03-25-2004 Workshop Meeting City of Clertnont MINUTES WORKSHOP MEETING March 25, 2004 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held at 6:00 p.m. on Thursday, March 25, 2004.at City Hall in the City Council Chambers. Mayor Turville, Council Members Ash, Mullins and Renick were present. Council Member Caputo was absent. Also present were City Engineer Tamara Richardson and Engineer I, Rebecca Vanderbeck and City Manager Saunders. Mayor Turville welcomed those present. City Manager Saunders explained that the first item to be discussed weres the alternatives for the West Sewage Treatment Plant. City Manager Saunders recognized the representative fi.om Boyle Engineering Vic Godlewski, who reviewed with the City Council the report on .alternatives for the upgrade to the West Treatment Plant. City Manager Saunders and City Engineer Richardson agreed with Boyle Engineering's recommendations for the alternative that would close the West Treatment Plant and transport the West affluent to the East Treatment Plant. 'The cost of the alternative was discussed at length. In the final discussion it was the consensus to move ahead with placing this item on a City Council Agenda. City Manager Saunders then stated that he and senior staff members had met and interviewed the top candidates that the'City Council had previously interviewed for the City Attorney. He recommended that the City hire Dan Mantzaris as the new City Attorney. Mr. Saunders was directed to place this on the next City Council Agenda for consideration. - '-City Managers Saunders stated that the City had received a new request fi.om Minneola for proposals to provide Fire Service and that the requests for proposal w~re written in a way that would allow for alternative method of the delivery of the Fire Service. Aider the discussion, it was the consensus to place this item on a Council Agenda. At approximately 7:30 p.m., the City. Council took a break and resumed at approximately 7:50 p.m. City Manager Saunders provided each Council Member with a handout outlining' his proposed methods of selection of the new Police Chief. He discussed with the Council the possibility of hiring a professional search fu'm for the initial part of process. City Manager Saunders and City Council also discussed the timing of the search and when the new Chief should be brought on board. Council Member Ash stated she would like to see the process started as soon as possible. .City of Clermont MINUTES WORKSHOP MEETING March 25, 2004 Page 2 City Managers Saunders then discussed with the City Council a proposed agreement that has been submitted to the City fi.om the National Training Center for the joint use of the soccer fields. City Manager Saunders stated it was difficult for the City to justify the City spending approximately $15,000- $20,000 dollars a year for maintenance in order to provide additional fields for the impact of non-city residents on our recreational programs. It was the consensus of the City Council not to move forward with this agreement at this time.
