A Workshop Meeting of the City Council of the City of Clermont was held at 6:00 p.m. on Thursday, February
12, 2004 at City Hall in the City Council Chambers. Mayor Turville, Council Members Ash, Mullins and
Renick were present. Council Member Caputo was absent. Also present were Bill Sigenthaler, a member of
the Community Redevelopment Agency, Barbara Hollerand, City Engineer Richardson, Planning Director
Brown, Principal Planner Sharon Farrell, Administrative Service Director Van Zile and City Manager
Saunders.
Mayor Turville welcomed those present.
City Manager Saunders provided each Council Member with a copy of the Agenda and backup material.
Mayor Turville asked that the Green Swamp issue be moved to the top of the Agenda to allow those present to
address the Council.
Nancy Fullerton and Peggy Cox addressed the City Council regarding Groveland's annexation into the Green
Swamp area and a small portion of the City's JPA.
Peggy Cox also addressed the City Council about the Shakar Project located along CR 561, south of Pine
Island Road.
Mayor Turville directed City Manager Saunders to forward the City's position to DCA regarding the Shakar
property and to provide a response regarding Groveland's annexations for review by the City Council.
City Manager Saunders introduced Barbara Hollerand and explained that Ms. Hollerand previous worked for
the City as a Planner and recently has been volunteering at City Hall and further explained that Ms. Hollerand
has put together a review of the Community Redevelopment Agency for presentation to the City Council.
Ms. Hollerand then presented the City Council with a power point presentation and explained the purpose and
background of the CRA as well as the accomplishments, followed by an outline of where the CRA needs to
proceed from this point.
City Manager Saunders stated that the next item on the Agenda would be addressed by Planning Director
Brown and Planner Sharon Farrell. Ms. Farrell stated there were two issues they wished to review with the
City Council. The first item was the proposed expansion of the Central Business District and the second was
adding tourist accommodations in two of the Land Use Districts adjacent to the Central Business District. Ms
Fan'ell explained the procedure for these changes and displayed maps regarding the proposed changes. City
Manager Saunders stated that these items would be brought back to the City Council after they have been
reviewed by the Planning and Zoning Commission.

City Engineer Richardson addressed the City Council regarding a draf~ Irrigation and Landscape Ordinance.
City Manager Saunders stated that this Ordinance is a condition of the City's Consumptive Use Permit with the
St. Johns River Water Management District. Ms. Richardson then reviewed the major points of the ordinance
with the City Council. City Manager Saunders stated that the Ordinance would be brought to the City Council
for adoption.
Administrative Services Director Van Zile reviewed with the City Council changes to the Purchasing Policy,
Personnel Policy, Harassment Policy and Major Medical Group Insurance Plan. Each Council Member was
provided a copy of the policies and plans with the proposed changes. Mr. Van Zile then explained a new
Employees Assistance Program to the Council and further explained that all of these policies and plans would
be presented to the Council at the next City Council Meeting.
City Manager Saunders informed the Council that he had received a Request for Proposal from the City of
Minneola for fire service and explained that the request was specific as to the type of service Minneola would
like the proposal to include. He stated that the request is not consistent with the level of service that the City
Council now provides fi.om Fire Stations One and Two and that the Council had previously decided that they
were only interested in an extension of our current level of service. After the discussion Mayor Turville
directed City Manager Saunders to inform the City of Minneola that Clermont has consistently been interested
in cooperating with other municipalities and jurisdictions in the provision of services to our residents. The
request as outlined is something that the City would not be interested in responding to. However, if the City of
Minneola would like to further discuss the issue in the future, the City would certainly be receptive to meeting
with them and discussing how we could proceed in the future with the provision of fire service.
City Manager Saunders then provided each Council Members with a copy of a letter he recently received fi.om
Police Chief Story regarding his future plans for retirement.
There being no further business, the meeting adjourned at 9:00 p.m..
