A Workshop Meeting of the City Council of the City of Clermont was held at 7:00 p.m. on Wednesday,
December 3, 2003 at Gity Hall in the City Council Chambers. Mayor Turville and all Council Members were
present at the meeting. Also present were City Manager Saunders and Fire Chief Carle Bishop.
Mayor Turville welcomed those present.
City Manager Saunders stated the first item on the Agenda was the proposed fire service for the City of
Minneola. City Manager Saunders provided background on the process that Minneola has been going though
regarding fare service. City Manager Saunders explained that Minneola has requested that the City provide
three specific proposals at different levels of service. Mr. Saunders recommended that the City submit one
proposal that would be a level of service equal to the service that the City provides Clermont residents. Mr.
Saunders further explained that it would be difficult for the Fire Department to have two different levels of
service within the Department, one for Clermont and one for the Minneola area. Mr. Saunders proposed to
develop a service map that would indicate areas to be served by the two existing Clermont Stations and the new
Minneola Station that would be operated by the City. Mr. Saunders further explained that the Minneola
Station would cover a portion ora northern area of Clermont. Council Member Mullins stated that he would
prefer that any agreement should be a long term agreement. After further discussion it was the consensus of
the Council that we should prepare one proposal as explained bY City Manager Saunders that would have the
same level of service that is now being provided by Stations One and Two.
The next item on the Agenda was the possibility of a "design build" type of contract for the expansion of Fire
Station #2. Mr. Saunders explained this is a simple expansion and we would be able to be accomplish the
additions more quickly and more economically through the "design build" process. It was the consensus of
Council to move forward in this direction.
Council Member Ash then discussed the two other fire positions that were budgeted for mid-year. Council
Member Ash stated that she would like to see these positions filled earlier and that money that has not been
expended from other positions that have not been filled could be used to fill these positions.
Council Member Mullins stated that we should be sure that our projected revenues are what we anticipated
prior to approving these positions at an earlier date.
Mayor Turville asked City Manager Saunders to place this issue on a future Agenda along with the additional
Police officer that is included in this year's budget but not yet filled.
City Manager Saunders n6xt discussed with the City Council the possible annexation of rights-
-of- way along Hwy 50, US27, Hamvood Marsh Road and Hancock Road. Mr. Saunders stated that all of
these roads have segments that are in the unincorporated area which makes it difficult for emergency services
to determine who is responsible to cover these areas and in many cases we end up with a duplication of
services.
City Manager Saunders stated that he would bring this back to the City Council on a regular agenda for
approval.

City Manager Saunders then discussed with the Council the Request for Qualifications for Police Department
Consultants. He reviewed the selection procedure and stated he would place this item on the next Agenda for
Council approval.
City Manager Saunders then reminded the Council of the Open House for the new City Hall and requested that
Council Members let Jane Warren know of any additional people that they would like invited to the Open
House.
City Manager Saunders then updated the Council on the mold problem that has been discovered in Cooper
Library and advised that he will be meeting with Lake County to see what the remedies are for this problem.
There being no further business, the meeting adjourned at 8:32 p.m..
