A Workshop Meeting of the City Council of the City of Clermont was held at 6:00 p.m. on Monday,
September 29, 2003 at the Police Department Community Services Room. Mayor Turville, Council Members
Ash, Caputo Mullin were present, Council Member Renick was absent. Also present were City Manager
Saunders and Police Chief Story.
Mayor Ttmrille welcomed all those present.
Council Member Caputo requested that future Workshop Agendas be provided to the Council Members prior
to the meetings. City Manager Saunders stated that he would direct Jane to e-mail or fax the agendas to the
City Council members prior to the meetings.
Mayor Turville stated that the first item on the Agenda is a follow up of reports provided by Police Chief Story
at the September 17, 2003 Workshop. Council Member Ash directed questions and comments to the Chief
regarding the reports that he had provided regarding overtime usage for last year and the report provided for a
.plan of action for the upcoming year. The Council Members discussed various points within the report with
Chief Story.
City Manager Saunders then discussed with the City Council the issue regarding a narcotics agent that was
included in the proposed budget for the new year. City Manager Saunders stated that he was not clear on the
action that the Council took at the previous meeting. Council Members discussed that it was the decision to
direct the City Manager to direct Chief Story not ti, move forward with changes within the Police Department
regarding the narcotics agent position.
City Manager Saunders stated that it was his understanding that the Council was referring to the designation of
a sergeant's position. He stated that it was his understanding that at the time of the adoption of the budget that
the Council agreed to fund a narcotic position. However, the question of whether a narcotic agent should be
elevated to a sergeant position would be discussed at a later date.
Mayor Turville stated that was also his understanding and that it 'should not be the Council job to run the
Police Department and discussed the role to the City Council in this type of situation.
City Manager Saunders next discussed with Council the Metropolitan Planning Organization 0VIPO)
Resolution that is scheduled for the second meeting in October. City Manager Saunders explained that this
Resolution will adopt the voting membership for the MPO.
City Council next discussed potential dates for a ribbon cutting and open house for the City Council for the
new City Hall.
City Manager Saunders then showed a plaque that had been provided by Kyle Promotions and asked if the City
Council would be interested in placing an order for this type of memento for the Open House. After a
discussion it was the consensus of the Council that an expenditure for this type of memento would not be
appropriate.
There being no further business, the meeting adjourned at 8:00 p.m..
