SPECIAL COUNCIL MEETING
September 11, 2003
A special meeting of the City Council of the City of Clermont was held Thursday, September 11, 2003 at Jenkins
Auditorium. Mayor Hal Turville called the meeting to order at 7:00 p.m. with the following Council Members present:
Council Members Ash, Caputo, Mullins and Renick. Other City officials present were City Manager Saunders,
Finance Director Van Zile, City Accountant Lisa Strickland and Deputy City Clerk Warren..
Mayor Turville welcomed those present and explained the budget hearing process to the audience.
2003-2004 Ad Valorem Millage Rate - Tentative Resolution No. 1320
City Manager Saunders stated that the proposed millage rate of 3.729 is the same rate as last year.
Mayor Turville read the Resolution in its entirety and asked for public comment. No public comments were given.
Council Member Caputo suggested taking funds out of the reserve account to hire two additional fire fighters in
the beginning of October.
Mr. Saunders pointed out hiring of additional personnel would require funds to be taken out of reserve accounts
and would increase the deficit.
,4 motion was made by Council Member Renick, seconded by Council Member Mullins and approved by a
4-1 vote, to adopt Resohttion No. 1320. Council Member Caputo voting to deny
2003-2004 TENTATIVE FISCAL YEAR BUDGET RESOLUTIONS
Resolution # 1321
2003-2004 General Fund Budget
Mayor Turville read the Resolution by title only and opened the public heating. No public comments were given
and Mayor Turville closed the public hearing.
Council Member Caputo again referring to the Fire Department and the tentative hiring of three additional
firefighters next fiscal year, suggested amending the budget in order to expedite the hiring process.
Mayor Turville pointed out any amendment to the Budget would have to be advertised and Council could address
those concerns at any time in the upcoming fiscal year.
Council Member Caputo stated he was concemed about the delay in hiring additional personnel in the Fire
Department.
Council Member Caputo alluded to the overtime expense of the Police Department and suggested additional
personnel would reduce the overtime expenditures.
City Manager Saunders acknowledged the overtime expense for the Police Department is high and also advised
Council of the unusual circumstances, such as serious illnesses and the death ora Police Officer within the
Department have greatly contributed to the overtime expense.

Referring to the Fire Department, Mr. Saunders pointed out three fire fighters are scheduled to be hired on or
about October 1 and two additional firefighters are scheduled to be hired mid-year.
Mayor Turville pointed out that the Fire Chief can request the Council to review the future hire dates for
additional personnel if he feels there is a need to expedite the process.
Council Member Renick asked if the Accreditation Progrmn greatly contributed to the overtime expense.
City Manager Saunders stated he did not have a specific dollar amount associated with the Accreditation Program.
Council Member Caputo questioned the value of the Accreditation Program and also suggested it contributed to
the overtime expense.
Council Member Renick asked if there was any way to get additional funds for personnel for the Fire Department
and Police Department without going into the reserve fund.
Council Member Caputo suggested changing the overtime budget for the Police Department.
Council Member Mullins pointed out it has been his experience that sometimes it is more cost effective to have an
overtime budget rather than to add additional personnel.
Mayor Turville requested that Finance Director Van Zile review the expenditures of the General Fund shortly after
the start of the new fiscal year in order to determine the availability of funds for hiring additional personnel.
Council Member Ash stated she was concerned that the overtime expense associated with the Police Department
continues to increase.
City Manager Saunders advised Council that monthly reports will be made available to them regarding overtime
expenses.
A motion was made bY Council Member Renick, seconded bY Council Member Mullins and approved b_¥ a
4-1 vote, to adopt Resoh~tion No. 1321. Council Member Caputo voting to deny
Resolution #1322 2003-2004 hafrastmcture Fund Budget
Mayor Turville read the Resolution by title only and opened the public heating. No public comments were given
and Mayor Turville closed the public hearing.
Mr. Saunders advised this is the 1 Cent Sales Tax and funds can only be used for infrastructure projects.
A motion was made by Council Member Mullins, seconded b_¥ Council Member
Renick, and carried unanimously to adopt Resolution No. 1322.

Resolution #1323 2003-2004 Recreation Impact Fee Fund Budget
Mayor Turville read the Resolution by title only and opened the public hearing. No public comments were given
and Mayor Turville closed the public hearing.
City Manager Saunders stated that the next five Resolutions are all Impact Fee Budgets and this particular
Resolution is for Recreational needs. The funds are restricted for only infrastructure items for recreation items.
A motion was made by Council Member Mullins, seconded by Council Member Renick,
and carried unanimously to adopt Resolution No. 1323.
Resolution #1324 2003-2004 Police Impact Fee Fund Budget
Mayor Turville read the Resolution by title only and opened the public hearing. No public comments were given
and Mayor Turville closed the public hearing.
Council Member Ash questioned why there was no mention of equipment for the Police Department and also
questioned the reliability of current radio equipment.
Mayor Turville pointed out due to the topography of the area it is sometimes difficult for the radio equipment to
function at all times.
Mr. Gary Holmes questioned the age 'and reliability of the radio equipment being used by the Police Department.
City Manager Saunders suggested that the Police Department could do an evaluation of the equipment in order to
determine the current status of equipment.
Council Member Ash stated she wished to clarify that the additional funds for personnel within the Police
Department had been allocated but not assigned to a specific position.
City Manager Saunders confirmed that was correct.

and carried unanimously to adopt Resolution No. 1324.

Resolution #1328 2003-2004 Conmaunity Development Block Grant Fund Budget

A motion was made bY Council Member Mullins, seconded by Council Member
Renick, and carried unanimously to adopt Resohttion No. 1328.
Resolution #1329 2003-2004 Sales Tax Bond Fund Budget
Mayor Turville read the Resolution by title only and opened the public hearing. No public comments were given
and Mayor Turville closed the public hearing.
A motion was made by Council Member Mullins, seconded by Council Member
Renick, and carried unanimously to adopt Resolution No. 1329.
Resolution #1330 2003-2004 Public Improvement Bond Fund Budget
Mayor Turville read the Resolution by title only and opened the public hearing. No public comments were gtven
and Mayor Turville closed the public hearing.
A motion was made by Council Member Renick, seconded bp Council Member
Mullins, and carried unanimously to adopt Resolution No. 1330.
Resolution #1331 2003-2004 Water/Sewer Bond Fund Budget
Mayor Turville read the Resolution by title only and opened the public hearing. No public comments were g~ven
and Mayor Turville closed the public hearing.

Mayor Turville read the Resolution by title only and opened the public hearing. No public comments were given
