A Workshop Meeting of the City Council of the City of Clermont was held at 6:00 p.m. on Monday,
August 4, 2003 at the Police Department Community Services Room. Mayor Turville and all Council Members were
present. Also present were City Manager Saunders, Planning Director Brown and Planner Sharon Farrell.
City Manager Saunders also introduced Greg Welstead, Deputy County Manager and Amy King County Planner, who
were present to discuss the issues regarding the Joint Planning Agreement (JPA).
Mayor Turville welcomed all those present.
The proposed JPA document was provided to the Council Members and discussed at length. City Manager Saunders
referred the Council to page 7 of the' document that had been amended to meet the concerns of the City Ctuncil regarding
the protection of the Green Swamp Area of Critical Concern.
Council Member Renick stated that it is imperative that our agreement with Lake Utilities Services Inc. be in plaqe at the
time of the adoption of the J'PA in order to provide additional protection.
City Manager Saunders stated that both items will be on the Agenda for adoption at the same meeting. Deputy County
Manager Welstead addressed the City Council regarding the issues concerning the inclusion or exclusion of the Green
Swamp Area of Critical Concern in the City's JPA area. Mr. Welstead agreed that the inclusion would offer more control
for the area. However, excluding the area could pqssibly help the County's position as they negotiate areas with
adjoining Cities.
Peggy Cox addressed the City Council, and stated that she lives in the Green Swamp in the proposed JPA area and does
not want her property to be included in the JPA area and talked about the importance of the Green Swamp to the City of
Clermont.
Kathy Brown also commented on the proposed inclusion of her property within the JPA and stated the she preferred not
to be included within the City's JPA area.
City Manager Saunders continued the discussion by reviewing other changes that had been made in the proposed
document and stated this item will be presented to the City Council at a regular scheduled meeting for adoption.
City Manager Saunders then provided the City Council with a draft of Ordinance No. 327-C, that will amend the City's
Land Developments to require a variance for any type of cut or fill that would exceed the City's guidelines. After the
discussion City Manager Saunders stated that Ordinance will be presente.d to the Council for adoption.
City Managers Saunders then discussed with the City Council a request from the developers of Lost Lake Reserve to
utilize a PVC fence rather than a wall along Citrus Tower Blvd. City Mangers Saunders stated that it was his
understanding, while going through the approval process,that a wall would be provided and cross sections that were
provided during that process indicated a wall separating the residential areas from the right-of-way. It was the consensus
of Council that a wall should be used rather than the proposed fencing.
City Mangers Saunders updated the City Council regt .rding reuse water for Kings Ridge and stated that the City had
completed the line extension from the plant and discovered that the reuse line constructed on Kings Ridge Development
property went to the north pond rather than the south pond, and that additional installation would be required in order to
route the water to the south pond as planned.
There being no further business, the meeting adjourned at 8:15 p.m.
