SPECIAL COUNCIL MEETING
July 26, 2021
The Clermont City Council met at a special meeting on Monday, July 21, 2021, in the Clermont
City Council Chambers. Mayor Murry opened the meeting at 6:30pm with the following Council
Members present: Purvis, Pines, Entsuah. Council Member Bates participated via a conference call
line and made comments through the City Clerk staff.
Other City officials present were Interim City Manager Dauderis, City Attorney Mantzaris and
Deputy City Clerk Lueth.
Opening Comments
Mayor Murry provided an opening statement regarding how the meeting would proceed.

1 _ Evaluation of City Manager Candidates and Possible Action
Interim City Manager Dauderis introduced Doug Thomas with SGR Consulting. Mr. Thomas
informed the Council that the goal of the meeting is to review the candidates that have been selected
with review. There were seventy (70) applicants that applied for the position. Out of those, they will
be reviewing forty-five (45) who met the minimum qualifications.
Mr. Thomas reviewed the recruitment process to date. He reviewed the applicant pool
demographics, and the process going forward. He described it like a funnel, as the Council makes
decisions, they move further down the funnel.
Mr. Thomas reviewed the applications of the individuals as listed in alphabetical order on a
PowerPoint presentation. Mr. Thomas provided a brief overview of candidate's qualifications:
• Many candidates will have an AICP designation or having a planning background as the
council indicated they want a candidate with strong growth management skills.
• Many candidates will have a CPM designation which stands for Certified Public Manager
which means they have gone through a series of courses for professional development.
• Many candidates will have an ICMA credential which is 360 evaluation to develop a plan to
become a better public manager. They commit to 40 additional hours each year for
professional development.
• A couple of attorneys have applied for the City Manager position as well.
After reviewing the candidates, Mr. Thomas asked for feedback from the Council.
Council Member Pines reviewed her process for selecting a candidate. Her top three candidates are
Tabs 3, 22, and 9 which is her number one. She highlighted the accolades of Tab 9 which she
discovered when she researched the candidates. Her maybe list includes Tabs 1, 27, 26, and 36.
Council Member Purvis reviewed his process for selecting a candidate. His top three selections are
Tabs 29, 31 and 44. His maybe list includes Tabs 2, 3, 13, 19, 20, and 40.

Mayor Murry stated that due to other commitments he did not spend much time reviewing the
candidate's profiles. His choices are Tabs 3, 4, 5 11, 13, 18, 21, 22, 23, 31, 32, 35, 37, 40, 41, and
44. His favorites are Tabs 32 and 35 due to their military background.
Council Member Entsuah asked Mr. Thomas if the Council needs to be concerned about those
candidates that are recently retired. He expressed concern that they may just be looking to coast into
retirement in Florida. Mr. Thomas stated that that normally is not the case as retired city officials
might just be looking for a different challenge. He suggested that if there is a retired applicant that
interests them they can go deeper into the background during the semi-finalist review.
Council Member Entusah stated that his maybe list included Tabs 3, 4, 7, 13, 20, 26, 30, 22, and 40.
He really liked Tab 7.
Council Member Bates submitted his choices as Tabs 3, 4, 20, 21, 22, 27, 29, 31, and 32.
Mr. Thomas reviewed the tallies and stated that there are seven (7) candidates that received three (3)
or more votes and there are five (5) candidates that received two (2) or more votes.
Mayor Murry asked about candidates that are already finalists in other positions. Mr. Thomas
reviewed the two candidates that are finalists.
After some discussion regarding the list of candidates, including adding several candidates from the
one (1) vote list, the final list was decided upon.

Mr. Thomas reviewed the review process going forward including the stages of investigation into
the finalist candidates, and showed a tentative interview schedule.
There will be a special meeting on August 18, 2021 to review the semi-finalists and further narrow
the field.

The finalists and their spouses will be invited in September, tentatively scheduled for the 91h and
1 Och to meet with the City Council, Directors, employees and residents.
Mayor Murry asked about how long after an offer is accepted it takes for a City Manager to start.
Mr. Thomas said he normally sees 30-45 days, but could be as long as 90 days. The hope is to have
a City Manager by November or December.
Council Member Purvis asked about if a relocation package was included. Mr. Thomas said that
that information was not in the brochure, but typically the municipality would pick up the cost of
moving.
Mayor Murry asked about those that had previously applied and if they had been considered as well.
Mr. Thomas said yes.
Mayor Murry opened the floor for comments from the public.
Dani Page, Tuscany Ridge — Asked if the City was on budget for this process. Asked about family
members coming for final interviews and if the City picks up the cost.
Seeing no further comments the floor is closed.
Mr. Thomas stated that there is a not to exceed budget with SGR, Inc. for the recruitment project
and they are not currently near that total. Regarding spouses, Mr. Thomas said that most
communities cover the cost of both the candidate and their spouse, and informed the Council that
this is a legislative decision. He also told them that candidates are often also afforded a per diem.
