SPECIAL COUNCIL MEETING
August 18, 2021
The Clermont City Council met at a special meeting on Wednesday, August 18, 2021, in the
Clermont City Council Chambers. Mayor Murry opened the meeting at 6:30pm with the following
Council Members present: Purvis, Pines, Entsuah. Council Member Bates participated via a
conference call line and made comments through the City Clerk staff.
Other City officials present were Interim City Manager Dauderis, City Attorney Mantzaris and City
Clerk Howe.

Mayor Murry provided an opening statement regarding how the meeting will proceed.

Evaluation of City Manager Candidates and Possible Action
Interim City Manager Dauderis introduced Doug Thomas with SGR Consulting who was appearing
to the Council via Zoom conferencing.
Doug Thomas, SGR Consulting — Mr. Thomas explained that the meeting would focus on the next
step in the process for selecting a City Manager. The semi-finalists, as selected by the Council, were
asked to complete detailed responses to a questionnaire in addition to video recording four (4)
responses to interview questions, so the Council could get a sense of how the applicants present
themselves. He did remind the Council that candidates also present themselves differently in person,
so to keep that in mind. The goal is to narrow the list to three to five individuals and then conduct
on site interviews. He informed the Council that one candidate, Jerome Fletcher, has removed
himself from consideration as he is moving forward with a position in North Port, FL. He also
informed the Council that Jeff Brown withdrew himself from the process.
Doug reviewed the list of semi-finalists and informed the Council that in order to narrow the field,
he will go through each candidate and asked each Council Member to rank them from 1 to 3, with 1
being "Favored" and 3 being "Not Favored". The Council discussed each candidate with Mr.
Thomas and graded them as follows:

Mr. Thomas tallied the vote totals and announced that due to low scores, they would be removing
Aaron Baker, Emily Colon, and Joseph Lessard from further consideration. The Council discussed
whether they should invite 4 or 5 candidates for an interview. Mr. Thomas recommended that the
Council invite five (5) candidates in case one drops out.
After discussion of the remaining candidates, the Council decided to remove Jeff Eder and Tom
Hutka from further consideration. The Council also discussed Dan Matthys and determined that
they would like to interview him as a candidate.
Council Member Pines asked for the Council to discuss Lee Staab as she has concerns. Council
Member Purvis also expressed concerns. Mayor Murry stated that this is his number one pick and
believes he has a tremendous background. The Council decided to invite him as a candidate. Mr.
Thomas informed the Council that Lee Staab is a finalist in two other cities as well.
Mr. Thomas reviewed the five candidates selected by Council who are: Shawn Hennessee, Lee
Staab, George Korthauer, Brian Bulthuis, and Daniel Matthys.
Mr. Thomas informed the Council that moving forward they would notify the candidates and
release those that did not make the cut. For the finalists, they would conduct background and
reference checks and a stage 2 media search. If the Council desires, they can submit additional
questionnaires and a DiSC assessment which would build a profile for the Council to compare the
candidates. The finalists will be asked to prepare a first year game plan which will be a written
response on how they will approach the position in their first year. The finalists will also be
requested to prepare a 10 minute presentation about a number of different topics.
Mr. Thomas informed the Council that this would be a two (2) day interview process with the first
day welcoming breakfast and then engaging in one on one sessions between each Council Member
and the candidate. The second day would incorporate employee meet and greets with an overall
review.

Council Member Bates and Purvis expressed hesitation at the length of the two day process.
Council Member Entsuah asked if the deliberation could be scheduled a different day. Mr. Thomas
explained that the schedule is stacked partially because the deliberative sessions have to advertised
and noticed as special meetings.
He asked the Council if they would like the finalists to do a DiSCO assessment to create a profile.
The Council agreed that they did not want the candidates to do the assessment.
For the PowerPoint presentation, the Council stated they would like the finalists to address the
following topics:
• First year game plan
• Top three (3) expected challenges
The Council discussed Jermone Fletcher again. They directed Mr. Thomas to bump Dan Matthys
from the top 5 finalists, if Jerome Fletcher became available to interview.
Mayor Murry opened the floor for comments from the public.
Dani Page, Tuscany Ridge — Asked about the 90 minute meet and greet and expressed concerns
about the timing and format.
Seeing no further comments, Mayor Murry closed the floor.
The Council discussed different methods for promoting the meet and greet. Mr. Thomas suggested
that the City make efforts to invite the public and other stakeholders.
The Council discussed the travel of candidate's spouses and agreed to cover the costs of the spouse.
