09.22.2021 - City Council MinutesCity of Clermont MINUTES FINAL BUDGET PUBLIC HEARING SEPTEMBER 22, 2021 CALL TO ORDER The City Council met in a Special Meeting on Wednesday, September 22, 2021 at City Hall. Mayor Murry called the meeting to order at 6:30 pm with the following Council Members present: Council Members Bates, Purvis, and Pines. Absent: Council Member Entsuah Other City officials present were Acting City Manager Davidoff, City Attorney Mantzaris and City Clerk Howe. OPENING COMMENTS Acting City Manager Davidoff reviewed the outline of the meeting. He informed the Council that this is the final budget public hearing for the Fiscal Year 2021-2022. He informed the Council that the City will be maintaining its millage rate of 4.2061 which will be the seventh consecutive year doing so. He concluded his comments by stated that the citywide final budget totals approximately $155,900,000 which is approximately $4,300,000, or 2.71 %, less than the Fiscal Year 2021 budget. He informed the Council that per their request the Finance team was able to locate the funds for a new Code Enforcement Officer at an approximate cost $96,000 with the position effective October 1'. He commended the Finance team for their hard work. NEW BUSINESS Item No. 1— Resolution No. 2021-50R — Adopted FY 2022 Ad Valorem Millage Rate A RESOLUTION OF THE CITY OF CLERMONT OF LAKE COUNTY, FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR FISCAL YEAR 2021-2022; PROVIDING FOR COLLECTION OF TAXES; PROVIDING FOR AN EFFECTIVE DATE. This agenda item was considered concurrently with the following item. Item No. 2- Resolution No. 2021-051R — Final FY2022 Budget A RESOLUTION OF THE CITY OF CLERMONT OF LAKE COUNTY, FLORIDA, ADOPTING THE FINAL BUDGET FOR THE 2021-2022 FISCAL YEAR; PROVIDING FOR AN EFFECTIVE DATE. City Clerk Howe read into the record Resolution 2021-05OR in its entirety; Resolution 2021-051 R was read by title only. Finance Director Pamela Brosonski presented via PowerPoint the budget and millage rate to the Council. She reviewed the General Fund budget total of approximately $45,400,000; an increase of $4,500,000, or 11.05%, more than the current year's budget which is due to additional state shared revenues, an increase in utility taxes from new city properties and an increase in property values over Fiscal Year 2021. 1 City of Clermont MINUTES FINAL BUDGET PUBLIC HEARING SEPTEMBER 22, 2021 She explained that the General Fund is funded from both revenues and an allocation from city reserves in the amount of $42,414. The ending reserves balance is projected to be approximately $9,400,000 or 25.01 % of operating expenditures. She informed the Council that the City's reserves are back to the pre -pandemic level and complies with the minimum reserve requirement of 25% as stated in City policy. Director Brosonski reviewed new positions and informed the Council that there are four new Police Officer positions with staggered hire dates throughout the year and one new Code Enforcement Officer position with October 1st effective date. Director Brosonski concluded her presentation by reviewing the millage rate history and property tax revenues. Mayor Murry opened the public hearing for comments of the public; seeing no public come forth Mayor Murry closed the floor. Council Member Purvis thanked staff specifically Finance Director Brosonski and Acting City Manager Davidoff for their work on this budget and for finding the money for the Code Enforcement Officer. MOTION TO APPROVE AND ADOPT the final ad valorem tax rate of 4.2061 for Fiscal Year 2021/22 contained in Resolution No. 2021-05OR made by Council Member Bates. Seconded by Council Member Pines. Passed unanimously (4/0) with all members present voicing aye MOTION TO APPROVE AND ADOPT the final budget contained in Resolution No. 2021-51R for Fiscal Year 2021/22 made by Council Member Bates. Seconded by Council Member Purvis. Passed unanimous) 4/0 with all members present voicing aye. CLOSING COMMENTS Acting City Manager Davidoff reminded the Council that there is a scheduled Community Redevelopment Agency meeting prior to the September 28 meeting and will begin at 6:00 pm.
