A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CLERMONT, FLORIDA URGING THE FLORIDA
DEPARTMENT OF TRANSPORTATION ("FDOT") TO
CONDUCT AN INTERSECTION CONTROL EVALUATION
OF 1.) THE INTERSECTION OF US27 AND THE
ENTRANCE TO THE KINGS RIDGE COMMUNITY 2.) THE
INTERSECTION OF US 27 AND THE ENTRANCE TO THE
LEGENDS COMMUNITY; AND REQUEST THAT FDOT
FULLY FUND THE EVALUATION; AND URGE FDOT TO
REDESIGN THE INTERSECTIONS TO ALLOW FOR
VEHICLES TO TURN BOTH DIRECTIONS UPON
EXITING.
WHEREAS, intersections are designed points of conflict in all roadway systems that
includes US and state highways, county roads, and local streets; and
WHEREAS, in 2015, Florida ranked as the #1 state in the country with the most
intersection -related traffic fatalities and has consistently ranked within the top 10 states every year
since;
WHEREAS, the Florida Strategic Highway Safety Plan identifies intersection safety as
one of the top emphasis areas for the state; and
WHEREAS, the Florida Department of Transportation (FDOT) developed an Intersection
Control Evaluation (ICE) manual to aid in this effort to quantitatively evaluate intersection control
scenarios (alternatives) and ranks these alternatives based on their operational and safety
performance; and
WHEREAS, intersections along state highways or any intersection project that will utilize
Federal or State funds are applicable for ICE analysis;
WHEREAS, on December 15, 2021 the Kings Ridge Home Community Association Inc.
submitted to a City of Clermont Council Member a resolution requesting assistance regarding the
entrance to their community from US27 attached herewith as Exhibit A; and
WHEREAS, the Kings Ridge Community was first developed in mid- 1990's and has since
grown to over 2,000 homes and a population of over 4,000; and
WHEREAS, the Legends of Clermont Community was first developed in the mid-1990's
and has since grown to over 850 homes and a population of over 2,000; and
WHEREAS, the area has seen an increase in crash accidents at both intersections over the
last five (5) years; and

WHEREAS, it is the responsibility of the City Council of the City of Clermont to ensure
the health, safety and welfare of its citizens, residents, and visitors.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City
of Clermont as follows:
1. That the Florida Department of Transportation conduct an Intersection Control Evaluation
of that portion of US27 that lies between Bella Lago Drive and Hartwood Marsh Road.
2. That the City of Clermont highly encourages FDOT to install appropriate traffic signal
devices to help control traffic incidents.
3. That as part of the analysis, an ability to exit both North and South from each community
is explored.
4. That the City Clerk is hereby directed to forward a certified copy of this Resolution to the
Florida Department of Transportation District 5 Secretary Jared Perdue.

Where As; Kings Ridge in Clermont, FI, is a deed restricted - age restricted — community of 20M
single family homes and approx. 41000 +/- residents.
Where As: Kings Ridge Is considered a "Super Voting districr.
Where As: The community has experienced on -going challenges concerning acoess and egress
to the community
Where As: The main entrance and exit for this community is a '7 intersection onto Rt. 27
(northbound only)
%Aftre As: Over the past 20 some years traffic and population in ft immediate surrounding
area has more than increased by at least four -fold.
Where As: The past several recent years there have been MANY serious (as well as not so
serious) collisions at this intersection. Documentation available.
Where As: "U-Turns" have always been alloyed at the 'T- intersection - despite a "promise"
when a former mega -church was built this would NOT be allowed
Where As: The state of Florida "commandeered" an EXISTING aeeel lane from the entrance to
Kings Ridge headed north as part of the widening project of Rt 27 several years ago - leaving no
ability to "blend" into northbound traffic on Rt 27.
Where As: There remains NO ability to exit the community to travel south on Rt 27 - requiring a
1/4-mile trip NORTH on Rt 27 before making a legal "U-Tum" (after having to cross THREE
lanes of fast-moving northbound traffic to access the first legal "U-Tram" to begin travelling south
on RL 27 to then head south on Rt 27 (which many have a need to do - both residents AND
commercial vendors serving Kings Ridge).
It is HEREBY requested the proper authorities be contacted; advised; and solicit support for
RELIEF of this most dangerous current situation.
THERI=FORE: The Master Board of Directors of Kings Ridge (Clermont, FL)) hereby
requests both the assistance and representation on BEHALF of the K.R. Master Assoc. to
enter all discussions / negotiations/ etc. (other than any FINANCIAL commitments
involving Kings Ridge moinies) on behalf of the K.R. Master Board of 'Directors on this
matter by Mr. James Purvis - current elected Clermont Councilman - Seat 2 - and a
resident of Kings Ridge for 22 years.
