04.12.2022 - City Council MinutesCity of Clermont MINUTES REGULAR COUNCIL MEETING April 12, 2022 CALL TO ORDER The City Council met in a regular meeting on Tuesday, April 12, 2022 in the Clermont City Council Chambers. Mayor Murry called the meeting to order at 6:30 pm with the following Council Members present: Council Members Pines, Entsuah, Bates, and Purvis. Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and City Clerk Howe. INVOCATION AND PLEDGE OF ALLEGIANCE The invocation was given by Police Chaplain Dawn Carter followed by the Pledge of Allegiance. PRESENTATIONS Suzanne Neve, President and CEO of Florida Festival and Events Association presented four statewide awards to the Parks and Recreation Department for various categories in multiple events. This is the seventh consecutive year the city has won awards. PROCLAMATION City Clerk Howe read the Proclamation for Education and Sharing Day. Mayor Murry presented the proclamation to Rabi Moshe Dubinsky, Chabad of South Lake County. OPENING COMMENTS Mayor Murry informed the Council that there was a change to the agenda. City Manager Bulthuis pulled Item No. 2 from the agenda. Item No. 10 — Ordinance No. 2022-010 Chicone Large -Scale CPA Transmittal City Manager Bulthuis informed the Council that he is asking for this item to be tabled. Passed unanimous) 5-0 with all members present voicing ave. 1 City of Clermont MINUTES REGULAR COUNCIL MEETING April 12, 2022 PUBLIC COMMENTS Matt Modica expressed his concern regarding landscaping and legal fees. Charlene Forth, Desoto Street- spoke on the selection of members for the Code Enforcement Board. Jose Gonzalez — expressed his concern with the help that small businesses receive from the city. Barbara Hollerand spoke on behalf of Clermont Main Street thanking the Council and city staff for joining them at their ribbon cutting event. She is appreciative of the City for supporting them. Vincent Neimic, Regency Hills — announced that they are surveying on Hartwood Marsh for the extension. Banks Alfred, 9100 Sams Lake Road — April is Florida Water Conservation Month. Mr. Alfred is the Chairperson for the Lake, Water, Soil, Conservation district and gave an overview of what the board does. REPORTS CITY MANAGER REPORT City Manager Bulthuis • April 19 City Council Workshop has been canceled. • April 23 is the Earth Day lake cleanup at Lake Hiawatha. • There will be a 5K April 23 at Waterfront Park. Maritza Rivera added that the Clermont Earth Day Event will be on April 23, 2022. There is a lake clean up portion from 7:30 AM until 10:30 AM. Anyone interested can pre -register online or register at the event at Lake Hiawatha. There will be a festival with vendors from 10:00 Am until 2:00 PM. There is a lot of trash that needs to be picked up. • April 23 — 24 Lake County Disc Golf at Lake Hiawatha. • Last week, attended the Bras for A Cause event. The event raised money for the cancer society and was great for our community. • This past Saturday, city staff participated in the Dragon Boat Festival. Placed first in their division. • The Police boat has arrived and will be ready in two weeks. • Coordinating with the Planning and Zoning Commission on a training program. We found a facilitator from FCCMA and have made contact with the individual. We will coordinate a date certain for training. It will be a good refresher for the members. CITY ATTORNEY REPORT City Attorney Mantzaris • Requested a closed litigation session as part of the May 10, 2022 meeting to discuss Falzon vs. City of Clermont with the City's defense counsel. • The annual required ethics training for Council will be available to download from the previous year's training and will include the Community Redevelopment Agency (CRA) board members. CITY COUNCIL REPORT Council Member Bates — No report. 2 City of Clermont MINUTES REGULAR COUNCIL MEETING April 12, 2022 Council Member Purvis — • Attended his first Tourism Development Council (TDC) meeting. The group of appointed individuals are charged with keeping track of heads and beds tax funds that come into Lake County each fiscal year. Those funds have decreased the last two years. The good news as the end of March 2022, they have collected $1,600,000 plus year to date which precedes pre pandemic levels. Tourism is on the way back. Most of the tourism is in south Lake County. Mayor Murry asked what the funds could be used for. Council Member Purvis stated that the 8t` Street Pier is in need of repair and its possible that things like that would fall within the parameters. Spoke on the speeding down Hwy 27 and there needs to be a better way to control it. We need to make an effort to be proactive. The intersection where the trail crosses by the boat ramp needs to be watched, people are not stopping. Watched the entire Planning and Zoning meeting last week and suggested the board members receive additional training. Council Member Purvis motioned for a moratorium on Planning and Zoning meetings until they are retrained. Seconded by Council Member Bates for discussion. Council Member Bates questioned whether Council can legally put a moratorium on meetings. City Attorney Mantzaris stated that putting a moratorium on Planning and Zoning Commission meetings without a set date is problematic as it will hold up applicants. Council Member Purvis asked for a tentative date. Mayor Murry explained that the City Manager Bulthuis spoke of the training in his report. City Manager Bulthuis stated that staff is in communication with a trainer and the date is pending their available. Once the date is set, they will coordinate with the Planning and Zoning members and will advertise accordingly. The goal is to schedule the training on Thursday, April 28, 2022. Staff will coordinate with the consultant as well as the Planning and Zoning members to see if that date works. Council Member Purvis withdrew his motion. Council Member Entsuah — No report. Council Member Pines — No report. Mayor Murry — • Attended Bras for A Cause and was encouraged by the number of people who attended. • Congrats to the city on the Dragon Boat race. • The Mayors luncheon was held at Buffalo Wild Wings and it was well attended. • Congratulations to the Downtown Partnership on their ribbon cutting and promoting the new branding of Main Street. • Attended Clermont Women's Club 951 anniversary. The building is a historical building and they requested Wi-Fi. He asked City Manager Bulthuis to look into it. • Congrats to Maritza and the Parks and Recreation staff on their award they received tonight. • April is National Autism Awareness month. 3 City of Clermont MINUTES REGULAR COUNCIL MEETING April 12, 2022 Council Member Purvis asked about the Women's Club building and looking into getting an alarm on the building as well. City Manager Bulthuis said that staff will look into that. Mayor Murry thanked city staff for making the yard look nice at the Women's Club building. Consider approval to piggyback the Florida State contract with Step One Automotive Group to purchase six (6) police -rated vehicles in the amount of $232,662 and approval of a budget amendment (includes the cost of outfitting the vehicles) in the amount of $352,662.
