REGULAR COUNCIL MEETING
July 26, 2022
CALL TO ORDER
The City Council met in a regular meeting on Tuesday, July 26, 2022 in the Clermont City Council
Chambers. Mayor Murry called the meeting to order at 6:30 pm with the following Council Members
present: Council Members Pines, Entsuah, and Purvis.
Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and Deputy City Clerk
Wisniewski.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by Pastor Dawn Carter of First United Methodist Church followed by the Pledge
of Allegiance.
PRESENTATION
Chief Broadway introduced Officer Kelly Brown who spearheaded the Youth Academy.
Officer Brown gave an overview of the program. There are 10 to 15 students who participate in a week-
long program, in which they learn what it is to be a police officer. Officer Brown stated that each year they
chose one student who receives the Champion Award based on their core values which is courage, honor,
integrity, professionalism and service above self.
Officer Brown introduced Jennifer Hernandez, the Champion Award recipient for 2021. Ms. Hernandez
gave a speech on her experience with the youth program and how it has shaped her career focus. The
Champion Award recipient for 2022, Mason Adams, also spoke on his experience and how it will help him
moving forward.

• Chief Broadway and Otis Taylor from the Give a Day Foundation updated the Council on the
basketball game. This was an opportunity for the Police Department to build relationships with the
youth in our community.

Council Member Purvis —
• Inquired about the average age of the kids who played in the basketball game. Mr. Taylor stated
that the average age was 16 to 17.

• Honored to attend the Police Departments new hiring and promotion ceremony.
• Inquired about the statistics on the start time of the Council Meetings.
City Manager Bulthuis said that after speaking with Council individually, there was not a consensus to
change the start time.
• Attended Champions Circle basketball game.
• Mayor's lunch will be on August 1 at Cracker Barrel.

Item No. 13 — Citizen Request
Ms. Solberg gave a presentation regarding the use of golf carts in a designated area within the city. Ms.
Solberg spoke on the safety of golf carts and the difference between a golf cart and a low speed vehicle.
She listed other cities that allow golf cart use and how it is working for them. In addition, she provided
Florida Statutes and an advisory legal opinion. Furthermore, she spoke about the use of golf carts in
subdivisions and that people are using them in the community already.
Mayor Murry opened public hearing.
Charlene Forth, 939 W. Desoto Street — Opposes golf carts in the city, there is already enough traffic
downtown.
Jeff Burke, 650 81 Street — spoke in favor of golf carts in the city as benefit to city and businesses.
Josh Cassleman, 392 W. Osceola Street — spoke in favor of golf carts in the city stating they are more
economical and provide an advantage to the downtown area.
Carol Harrison, 198 W. Osceola Street — spoke in favor of golf carts in the city. Downtown is gaining
traction and golf carts will help.
Lavonte Rogers, 667 W. Osceola Street — spoke in opposition to golf carts in the city due to traffic.
Debra Hodge, 602 E. Hwy 50 — spoke in favor of golf carts in the city.

Mayor Murry closed public hearing.
Council discussed golf cart communities versus golf cart use around the city. Discussion ensued regarding
the difference between a golf cart and a low speed vehicle and safety equipment needed to be considered a
slow moving vehicle.
Per Florida Statutes, slow moving vehicles are allowed on any Florida street that has a posted speed limit
of 35 mph or less as long as they are following the rules set forth in the statues. Golf carts are not allowed
on city streets without the city adopting an ordinance due to them having limited safety features and less
rules for use. Council agreed they are not in favor of having golf carts without safety features out on the
streets.
Consensus from Council was not to take any action. City Attorney Mantzaris stated that the Council does
not need formalize this, if a future Council wants to discuss this topic again at a later date, this leaves it
open for them to discuss again.
Item No. 14 — Fiscal Year 2023 Proposed Ad Valorem Millage Rate
City Manager Bulthuis stated that by law the city needs to adopt a maximum millage rate to consider for
Fiscal Year 2022/23. The current millage rate in the city is 4.2061 and has remained the same for the last 7
years. At the last budget meeting, Council reviewed different millage rates. Staff is requesting Council to
set a maximum millage rate just to advertise, this is not necessarily what will be adopted. There will be two
public hearings to adopt the budget and set the millage rate. The cost of running the city has increased over
the years and staff prepared a detailed budget to present to Council. Staff recommends to advertise for 5.75
mills which would be advertised and mailed to the public and then at the two budget hearings, they will
discuss the final rates.
Mayor Murry opened the public hearing.
Dani Page, Tuscany Ridge — expressed concern regarding raising the millage rate which would raise taxes
for commercial businesses. Residents who are building homes will not be eligible for a homestead
exemption the first year so their taxes will be quite high.
Charlene Forth, 939 W. Desoto Street — expressed concern regarding funding and raising the millage rate.
Chandra Myers, 1040 Glenraven Lane — expressed concern regarding raising the millage rate.
Mayor Murry closed public hearing.
City Manager Bulthuis explained the current discussion is to set a millage rate for advertising. The Council
can adopt a lower millage rate, but no higher than the advertised rate. Mr. Bulthuis reviewed the millage
rates of other cities in Lake County. Clermont has the lowest millage rate and it has not been raised in years.
Costs are increasing as well as employee pay.
Council shared their thoughts on raising the millage rate and spoke about the budget. They discussed the
budget workshops noting they were helpful in understanding the needs of each department.
Mayor Murry stated the City Manager is recommending 5.75 mills, the city would need 5.9 mills to fund
the proposed budget. Another budget workshop will be scheduled soon.

The first budget hearing will be September 7 and the final hearing will be September 20. Mr. Bulthuis stated
if the millage rate were to stay the same, there would be severe cuts and a freeze on hiring staff.
Discussion ensued regarding funding in the city and the account of all previous funds.
Council Member Purvis moved to advertise a millage rate for Fiscal Year 2023 not to
exceed 5.75 mills: Seconded by Council Member Entsuah. Passed unanimously 4-0 with
all members present voicing aye.
There will be another budget workshop, staff is looking at Monday, August 15 or Wednesday, August 17
at 12pm.

"PERMITS FOR WATERCRAFT RENTAL BUSINESSES"; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY,
CODIFICATION, ADMINISTRATIVE CORRECTION OF SCRIVENERS ERROR,
PUBLICATION AND EFFECTIVE DATE.

Council Member Purvis moved to introduce Ordinance No. 2022-030, Seconded by
Council Member Entsuah. Passed unanimously 4-0 with all members present voicing aye
