MINUTES
REGULAR COUNCIL MEETING
September 13, 2022
CALL TO ORDER
The City Council met in a regular meeting on Tuesday, September 13, 2022 in the Clermont City Council
Chambers. Mayor Murry called the meeting to order at 6:30 pm with the following Council Members
present: Council Members Bates, Pines, Entsuah, and Purvis.
Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and City Clerk Howe.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by Fire Chaplain Rick Spence followed by the Pledge of Allegiance.
PROCLAMATION
City Clerk Howe read the Proclamation for Constitution Week. Mayor Murry presented the proclamation
to Ms. Beverly Oyler of the Tomoka Chapter of the National Society Daughters of the American
Revolution.
PRESENTATION
Chief Ezell presented the Fire Department Distinguished Service Awards. There were two crews that were
presented with the Unit Citation Award. It is awarded to a company for preforming beyond normal
expectation in an emergency situation. The event exemplifies a company's team work, dedication, poise
and control under pressure and expertise in the field.
The first crew being recognized is Engine 101, C Shift. Lt Erik Strange, Engineer Rodney Urquhart,
Firefighter Anthony Hoffman and Firefighter Ridge Litz.
The second crew being recognized is Engine 101, B Shift. Lt Dean Luginbuhl, Engineer Jon Hanlon and
Firefighter Stephen Murdock.
Chief Ezell thanked the Mayor and Council for the opportunity to recognize them.
AGENDA CHANGES
City Manager Bulthuis informed the Council of the following agenda changes:
Item No. 3 — Grant Acceptance
City Manager Bulthuis informed the Council that there is an amendment to the request. The Fire Department
is requesting approval of Assistance to Firefighter Grant (AFG) fitness equipment for Station 3 in the
amount of $10,000. The Federal Share is $9,090.90 with a cost -share to the City in the amount of $909.10.
The Fire Department is requesting the City Council to accept the grant with a cost share for the FY 2023
budget. There was another part of the grant which they were not eligible for and asking for that part to be
removed.
Council Member Bates moved to approve Item No. 3 as amended: Seconded by Council

City Manager Bulthuis informed the Council this is a request to table these items to September 27, 2022.
Council Member Bates moved to table item no. 8 and 9 to September 27, 2022, Seconded
by Council Member Purvis. Passed unanimously 5-0 with all members present voicing aye.
PUBLIC COMMENTS
Vincent Niemiec, Regency Hills — Thanked the City for the 9/11 event.
Banks Helfrich, 9100 Sams Lake Road — Spoke about community.
REPORTS
CITY MANAGER REPORT
City Manager Bulthuis —
• Sips and Salsa event will be held this weekend at Waterfront Park.
• Family Feud game between Chief Broadway and Commissioner Parks teams on September 24.
CITY ATTORNEY REPORT
City Attorney Mantzaris — No report.
CITY COUNCIL REPORT
Council Member Bates —
• Thanks to staff and both Chief s for the 9/11 event.
Council Member Purvis —
• 9/11 ceremony was an outstanding event.
Council Member Entsuah — No report.
Council Member Pines —
• Read a statement aloud related to her thoughts on the budget and the millage rate.
Mayor Murry —
• Inquired about appointing a replacement for the Arts and Cultural Alliance.
City Manager Bulthuis stated that city staff is in the process of interviewing for the open position in Parks
and Recreation which served on the board. Deputy City Manager Davidoff stated that there is an alternate
that serves when the member cannot be there.
• Attended the 911 ceremony on Sunday. Thanked both Chief s and city staff.

Council Member Bates moved to approve consent items 1. 2.4.5.6 and 7. Seconded by
Council Member Pines. Passed unanimously 5-0 with all members present voicing gye.
NEW BUSINESS
Item No. 10 — Variance Request, 2470 Linkwood Avenue.
Development Services Director Henschel stated the applicant is present however has requested a
postponement to September 27, 2022.
Council Member Bates moved to table item number 10 to September 27, 2022; Seconded
by Council Member Pines. Passed unanimously 5-0 with all members present voicing, ave.
Police Chief Broadway introduced Lake County Commissioner Sean Parks. Mr. Parks gave an update on
Wellness Way. Spoke on the Central Florida Expressway 516 Toll Road construction beginning in 2023
and will take two (2) years to complete.
There will be a joint planning meeting on September 26 which will include all fourteen (14) Lake County
cities. These meetings give the cities the opportunity to share information, make sure there is a common
strategy, as well as address county wide conservation strategies.
Commissioner Parks gave an update on raising impact fees in the County. There were two (2) workshops
to show need and necessity and will go to the County Commission to be voted on.
Council inquired about a proposed wall on Hartwood Marsh Road in the update to the road. Mr. Parks stated
that he will look into information regarding the wall.
Mayor Murry opened to the public.
Otis Taylor, 3686 Caladesi — inquired about the benefits of having Wellness Way as a part of the city.
Commissioner Parks stated this project brings opportunities such as controlling what is developed and
having developments such as Olympus. There will be an employment center for City and Lake County
residents.
Mayor Murry thanked Commissioner Parks.
