MINUTES
REGULAR COUNCIL MEETING
November 8, 2022
CALL TO ORDER
The City Council met in a regular meeting on Tuesday, November 8, 2022 in the Clermont City Council
Chambers. Mayor Murry called the meeting to order at 6:30 pm with the following Council Members
present: Council Members Bates, Pines, Entsuah, and Purvis.
Other City officials present were Deputy City Manager Davidoff, City Attorney Mantzaris, and Deputy
City Clerk Wisniewski.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by Father Mark Wajada of Blessed Sacrament Catholic Church followed by the
Pledge of Allegiance.
PROCLAMATION
Deputy City Clerk Wisniewski read the proclamation for National American Indian Heritage Month. Mayor
Murry presented the proclamation to Ms. DeHart from the Tomoka Chapter of the Daughters of the
American Revolution.
Ms. DeHart thanked City Council for support of their proclamations and helping the community prosper.
AGENDA CHANGES

PUBLIC COMMENTS
Edward Earl, 1733 Sunset Dr. — spoke regarding building inspections.
Anthony Grove, 1105 Sadie Ridge Rd. — spoke about elections. Expressed concern with the new Purchase
Order system the city has implemented.

REPORTS
CITY MANAGER REPORT
Deputy City Manager Davidoff —
• Introduced Fire Chief Ezell to provide an update on Tropical Storm Nicole.
Clermont is under a Tropical Storm warning. We are expecting winds and rain starting around 7pm
Wednesday evening through Thursday evening. Lake County and the City of Clermont declared a State of
Emergency today. Provided information on school closures and staffing at the Emergency Operations
Center during the storm.
Mayor Murry asked about the Veterans Day parade and was assured city staff is reaching out to all vendors
for events to decide if the event will proceed as planned.
• Today is Election Day. The City Clerk is at the Supervisor of Elections office and if there are results
during the meeting, Mr. Davidoff will announce those.
• Pig on the Pond, introduced Paul Roundtree to provide an update on this year's event.
Mr. Roundtree stated this was the 24' year for Pig on the Pond, the largest event to date with an estimated
20,000 people throughout south Lake County attending. The event is a conduit to help funding for non-
profits, schools, boy scouts and athletic teams. The event provides the opportunity to give out four $10,000
scholarships. The event also provides opportunities for businesses in the community as well as the City.
Pig on the Pond spent $10,000 in marketing to promote the City of Clermont for the event. Mr. Roundtree
provided updates on previous scholarship recipients. He thanked the City of Clermont for helping them
change lives in south Lake County.
Council Members thanked Mr. Roundtree and stated this event was a great example of a partnership with
the city.
• City offices will be closed for Veterans Day on Friday, November 11 and then on November 24
and 25 for Thanksgiving.
• Veterans Day celebration on Friday.
• The city was awarded a $150,000 grant for CPAC performers by the state.
• November 15 workshop has been cancelled.
• Candy Cane Lane is this weekend, the Wine Stroll will be on November 18, the Horrible Hundred
is November 19 and 20 and Light Up Clermont will be December 3 and 4.
• November 22 City Council meeting has been moved to November 29.
• On October 20, the Police Department received an award for Crime Prevention Unit of the Year.
Police Chief Broadway stated this award was well deserved. Captain McMaster introduced his unit, Sgt.
Chris Martin, Cpl. Phillip Pollen, Officer Kelly Brown and Officer Aaron Clark. Provided an overview of
the award the unit received along with some examples of the events they do for the community, such as
Rad Ride, Honor the Fallen 5k, Youth Basketball Camp, Conrad Buckley Memorial Golf Tournament,
Coffee with a Cop, and Holiday with Heroes.

Council Member Bates — No report.
Council Member Purvis — Attended Pig on the Pond event and thanked city staff for their part.
Council Member Entsuah — No report.
Council Member Pines — Thanked city staff for the wonderful events the city holds.
Mayor Murry —
• Attended all the recent events and they were outstanding.
• Taste of South Lake, great event to have residents see what is offered throughout the city.
• Lunch with the Mayor was at Guru, received feedback from residents and is looking into the
suggestions.
• Thanked Jay from South Lake TV for attending all the meetings through the election season.
• The city's new website is up and encouraged citizens to view it.
• Tomorrow morning the city will be opening a new parking lot on 71 street with a total of 75 new
parking spaces.

Mayor Murry advised the next item on the Agenda for consideration was the Consent Agenda and requested

NEW BUSINESS
Item No. 13 — Resolution No. 2022-038R, Clermont Vet
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE
COUNTY, FLORIDA, GRANTING A CONDITIONAL USE PERMIT TO ALLOW FOR
A VETERINARY CLINIC IN THE C-2 GENERAL COMMERCIAL ZONING
DISTRICT. PROVIDING FOR CONFLICT, SEVERABILITY, ADMINISTRATIVE
CORRECTION OF SCRIVENERS ERROR, PUBLICATION AND EFFECTIVE DATE.
Deputy City Clerk Wisniewski read the title aloud.
Development Services Planner Kruse presented the item to Council. The applicant is requesting a
Conditional Use Permit for a veterinary clinic to be established at 1670 E. Highway 50, in the Home
Depot/Publix Plaza. The property is zoned C-2 General Commercial and this proposed use is required to
obtain a Conditional Use Permit. The applicant intends on leasing Suite E within the building. The suite is
approximately 1,500 square feet and the applicant is proposing to renovate the interior.
The clinic will mainly provide preventative care and standard medical treatment for small animals,
including but not limited to; vaccinations, routine testing, dentistry, standard surgeries and treatment for
illness and injury. No grooming, boarding, or overnight stays will be done on the premises. The clinic is
expected to be open Monday through Friday, 9 am to 5 pm and Saturday and Sunday from 10 am to 2 pm.
The practice would be limited exclusively to serve dogs and cats.
The proposed interior renovations include the installation of an upgraded HVAC system to provide an
acceptable level of indoor air quality to meet a healthcare facility, such as the clinic. The clinic will employ
Fear Free certified professionals who are educated on the welfare of animals and pet owners and are trained
to look after the pet's physical and emotional wellbeing.
Staff has reviewed the application and proposed project in regards to Section 86-144, Review Criteria for
a Conditional Use Permit. The applicant has received approval from the property owner for the proposed
veterinary clinic and supports the issuance of the conditional use permit. The surrounding areas are zoned
C-2 General Commercial, with no adjacent residential uses.
The proposed use will not be detrimental to the health, safety and general welfare of the community. The
applicant is performing renovations and alterations to the interior of the building that would ensure the
operation would not have a negative impact on the community. The proposed use would provide a service
to the community that appears to be lacking. The Conditional Use Permit will not be in conflict to the
Clermont Comprehensive Plan for the Commercial Future Land Use. Therefore, staff recommends
approval.
Dr. Laura Click stated that she is the veterinarian and is available to answer any questions.
Mayor Murry opened the public hearing. There were no comments. Mayor Murry closed the public hearing.
Council Member Purvis asked if there is open space for the animals outside. There is green space behind
the building that is not fenced.
Council Member Bates moved for approval: Seconded by Council Member Pines. Passed
unanimously 5-0 with all members present voicing aye.

Item No. 14 — Utility Service Agreement, Ivey Ridge
Planning Director Henschel presented this item to Council. The applicant is requesting sewer service for
a 145 lot single-family subdivision on 57 acres located in Lake County, south of Hammock Ridge Road
and west of Fox Chase subdivision. The applicant appeared before City Council in July 2022 for a similar
request and was approved with straight R2 zoning which would not have allowed them to build with the
proposed lot configuration and number of lots proposed. A revised plan, dated September 2022, was
submitted reducing the number of lots from 155 to 145, increasing the number of 60-foot wide lots from 19
to 87 and reducing the number of 50-foot wide lots from 136 to 58. Furthermore, additional parking has
been added in the development and the front, side and rear setbacks have been increased. An amenity has
been added and the roads will be privately owned and maintained. The subdivision was approved by Lake
County through Ordinance No. 2020-03. The applicant is requesting 33,546 gallons per day for sewer
capacity. The water service will be provided by a private utility provider. Mr. Henschel added there is a
cut and fill proposal for the development, maximum cut will be up to 16 feet and maximum fill will be 17
feet. Staff recommends approval of the utility agreement.
Ben Shoemaker, AMH Development provided updates on the major changes for the development. They
have reduced the total number of lots from 155 to 145 to add width to some of the existing lots. Added
additional parking to the development and changes in setbacks to give more room between houses.
Mayor Murry opened the public hearing. There were no comments. Mayor Murry closed the public hearing.
Council discussed the homes being block and the fencing of all properties. Discussion ensued regarding the
appreciation Council had to AMH Development for working with the city and making adjustments to the
development.
Council Member Bates moved for approval of the Utility Service Agreement,• Seconded by
Council Member Purvis. Passed unanimously 5-0 with all members present voicing aye
Deputy City Manager Davidoff announced that at this point there have been no final results from the
Supervisor of Elections office regarding elections.
