02.14.2023 - City Council MinutesCity of Clermont MINUTES REGULAR COUNCIL MEETING February 14, 2023 CALL TO ORDER The City Council met in a regular meeting on Tuesday, February 14, 2023 in the Clermont City Council Chambers. Mayor Murry called the meeting to order at 6:30pm with the following Council Members present: Council Members Gonzalez, Pines, Entsuah and Purvis. Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and Deputy City Clerk Wisniewski. INVOCATION AND PLEDGE OF ALLEGIANCE The invocation was given by Fire Chaplain Rick Spence followed by the Pledge of Allegiance. PRESENTATIONS Assistant Fire Chief Johnston recognized Car Store Towing for their partnership with the Clermont Fire Department. Fire Captain Casler spoke about the business and owner, Mr. Paquette, and how they have helped the Fire Department. They have donated over 20 vehicles in the last year, provided access to their facilities and allowed training sessions. By doing so, the Fire Department has been able to train in heavy extrication. Captain Casler thanked Mr. Paquette for their support and providing exceptional services to the city. PUBLIC COMMENTS Charlene Forth, 939 W. Desoto Street - spoke on transparency of Council. REPORTS CITY MANAGER REPORT City Manager Bulthuis — Providing an update on the commercial megacycles. The city has received zero complaints and have had no incidents or any problems. The Police Department was awarded an FDOT speeding and aggressive driving enforcement grant in the amount of $65,000 with no match. Council will need to approve to accept the grant funds. It will fund equipment and some overtime for Police Officers. The grant is good through September 2023. Council Member Pines moved to approve the FDOT grant; Seconded by Council Member Gonzalez. Council Member Entsuah asked if we are the only city that has received this grant. Police Chief Broadway stated that other cities have also received this grant. Passed unanimously 5-0 with all members present voicing aye . CITY ATTORNEY REPORT City Attorney Mantzaris — No report. CONSENT AGENDA Mayor Murry advised the next item on the Agenda for consideration was the Consent Agenda and requested anyone wishing to have any item pulled for discussion to please come forward at this time. Item No. 1 — Minutes Approval Item No. 2 — Resolution No. 2023-006R Item No. 3 — Task Order Approval and Budget Amendment Item No. 4 — Task Order Change Order Item No. 5 — Single Source Term Contract Award Item No. 6 — Single Source Purchase for Streetscape Benches Consider approval of the minutes of the December 13, 2022 and January 10, 2023 Council Meetings and the January 17, 2023 Council workshop. Consider the Declaration of the City's intent to seek reimbursement from tax-exempt obligations for the Wastewater Expansion Project not to exceed $30 million. Consider Task Order approval for Phase II Environmental Study for the property located on Max Hooks Road with Halff Associates, Inc. to provide engineering services in the budgeted amount of $62,101 with a Budget Amendment to the General Fund. Consider approval for additional services to a previously approved Task Order for the 8th Street Pier replacement with Halff Associates, Inc. to provide surveying services for the budgeted amount of $33,116. Consider approval of single source determination and term contract award from Container Systems & Equipment Inc. to purchase parts and repairs for sanitation trucks on an as -needed basis. Consider single/sole source purchase from Rep Services, Inc. to acquire DuMor benches for the Streetscape project in the budgeted amount of $127,877. City of Clermont MINUTES REGULAR COUNCIL MEETING February 14, 2023 Item No. 7 — Contract Amendment Item No. 8 — Purchase of Police Vehicles Item No. 9 — Purchase of Vehicles for Parks & Recreation Item No. 10 — Justice Assistance Grant (JAG) Consider amendments to annual term contracts that have exceeded or may exceed $50,000 on an annual basis. Consider purchasing from the State of Florida contract number 25-00000-21 STC with Step One Automotive Group to acquire two (2) police vehicles for the amount of $70,376. Consider purchasing from the Florida Sheriffs Association Contract contract number FSA23- TOY1.0 with Seminole Toyota to acquire two (2) Toyota Tacoma's and three (3) Rav4's in the budgeted amount of $142,388. Consider Justice Assistance Grant for a Breaching Door Trainer with a required cost to the city in the budgeted amount of $2,461. Council Member Purvis moved to approve the Consent Agenda as presented for February 14, 2023, Seconded by Council Member Pines. Passed unanimously 5-0 with all members present voicingaye. NEW BUSINESS Item No. 11— Ordinance No. 2023-008, A&M 4 Cans, LLC. Introduction AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, GRANTING A GARBAGE COLLECTION FRANCHISE TO A&M 4 CANS, LLC. PROVIDING FOR THE TERM OF THE FRANCHISE AND FOR OTHER PURPOSES CONNECTED WITH A FRANCHISE FOR THE COLLECTION OF GARBAGE WITHIN THE CITY OF CLERMONT. Deputy City Clerk Wisniewski read the title aloud. Council Member Purvis moved to introduce Ordinance No. 2023-008, Seconded by Council Member Entsuah. Passed unanimously 5-0 with all members present voicing ave. Item No.12 — Ordinance No. 2023-013, Recodification Introduction AN ORDINANCE OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, ENACTING A RECODIFIED CODE OF ORDINANCES FOR THE CITY OF CLERMONT; REVISING, AMENDING, RESTATING, CODIFYING, AND COMPILING CERTAIN EXISTING GENERAL ORDINANCES OF THE CITY PERTAINING TO SUBJECTS EMBRACED IN SAID CODE; PROVIDING FOR CONFLICT, SEVERABILITY, ADMINISTRATIVE CORRECTION OF SCRIVENERS ERROR, PUBLICATION AND AN EFFECTIVE DATE. 3 City of Clermont MINUTES REGULAR COUNCIL MEETING February 14, 2023 Deputy City Clerk Wisniewski read the title aloud.
