04.18.2023 - City Council MinutesCity of Clermont MINUTES CITY COUNCIL WORKSHOP April 18, 2023 CALL TO ORDER The City Council met in a workshop session on Tuesday, April 18, 2023 in the Clermont City Council Chambers. The workshop was called to order at 6:30 pm with the following Council Members present: Mayor Murry, Council Members Pines, and Gonzalez. Absent: Council Member Purvis Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and City Clerk Howe. OPENING COMMENTS City Manager Bulthuis stated that the workshop was the second of two workshops required by law when claiming extraordinary circumstances to adjust impact fees. The next step is to have this go before Council for a first and second reading. AGENDA ITEM Police, Fire, Water and Sewer, and Parks and Recreation Impact Fee Sean Ocasio, Project Manager with Raftelis, presented council with an overview of the Impact Fee Study his company preformed. The presentation included the background and objectives, legal considerations and extraordinary circumstances each department is facing. Mr. Ocasio reviewed the existing and proposed impact fees. The recommendation from Raftelis was to adopt the proposed utility and municipal impact fees. By updating impact fees, the city minimizes the cost burden of growth to existing residents and businesses. Discussion ensued regarding who determines extraordinary circumstances, Mr. Ocasio is confident that the city meets the threshold of extraordinary circumstances. Mayor Murry opened the public hearing. Otis Taylor, 3686 Caladesi Rd — spoke in support of the increase. Max Krzyminski, 3497 Embers Lane — spoke regarding the wastewater treatment facility expansion and if selling city assets could help to fund the expansion. Mr. Bulthuis explained that those are separate funds therefore selling assets would not help to fund the facility expansion. Arthur Padoan, 4079 Greystone Dr. — questioned the different categories for impact fees. Otis Taylor, 3686 Caladesi Rd. — questioned if annexing more land would help with not having to raise the impact fees. City of Clermont MINUTES CITY COUNCIL WORKSHOP April 18, 2023 Mr. Bulthuis explained how the impact fees work with land outside and within the city boundary. Mayor Murry closed the public hearing. City Manager Bulthuis recommended to Council that the May 9, 2023 City Council meeting be canceled due to Council Member Purvis and Council Member Entsuah not being in attendance. If Council directs staff to move forward, the first reading of the Ordinance for the Impact Fees will be May 23, 2023 and the second and final reading will be June 13, 2023 and if passed the new fees will take effect October 1, 2023. Council agreed to move forward in that direction. Other City Manager Bulthuis informed Council that the city's lease on the school property will expire in September. The lease includes the school property and McKinney Park. There was a 25 year lease that required the city spend $5,000 per year in upgrades/ maintenance on the park. With the lease expiring, staff has been talking to Lake County Schools on whether to extend the lease or purchase the property. Deputy City Manager Davidoff stated the schoolboard is willing to entertain the city purchasing. There was discussion regarding the purchase price of the property, which funds could be used to purchase and that all funds generated would stay and be used in the Lincoln Park neighborhood. If there is no agreement on purchasing, the city could do another 25 year lease on the property. Mayor Murry reached out to Lake County Schools Superintendent Kornegay and she will attend the April 25, 2023 City Council Meeting with updates on Aurelia Cole Academy and traffic patterns. City Manager Bulthuis asked if council was comfortable moving in the direction of purchasing the land. The consensus from council was to move forward. An update was given regarding the property on Hartwood Marsh Road to be able to relocate Fire Station 2. There are some challenges with the property regarding the church granting the City an easement for utilities and committing to dedicate a Right of Way to Lake County. There was discussion on the best way to move forward with purchasing the property and whether an appraisal is needed. Mr. Bulthuis gave an update on Wellness Way regarding installing water and sewer lines to the intersection of Hancock and Wellness Way, which should be finished next month. Homes are being built and there should be residents in the homes by the end of the year. Public Services Director Brunson gave a PowerPoint presentation regarding the reclaimed water system in Highland Ranch. Mr. Brunson spoke about the history and the current situation with the system. The water pressure is low because residents are not following the watering schedule. City of Clermont MINUTES CITY COUNCIL WORKSHOP April 18, 2023 There was discussion on how to get residents to follow the schedule, other options the city has to get water into the subdivision and enforcement of fines for those who violate the schedule. City Manager Bulthuis spoke to Council about the basin at Victory Point. The basin can accommodate up to 14 additional acres of impervious surface. Council discussed the recording of workshops and agreed to continue recording. ADJOURN: With no further comments, this workshop adjourned at 8:18 pm.
