07.11.2023 - City Council MinutesCity of Clermont MINUTES REGULAR COUNCIL MEETING July 11, 2023 CALL TO ORDER The City Council met in a regular meeting on Tuesday, July 11, 2023 in the Clermont City Council Chambers. Mayor Murry called the meeting to order at 6:30pm with the following Council Members present: Council Members Gonzalez, Entsuah, Pines and Purvis. Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and Deputy City Clerk Wisniewski. INVOCATION AND PLEDGE OF ALLEGIANCE Police Chaplain Victor Lopez gave the invocation followed by the Pledge of Allegiance. PROCLAMATION Deputy City Clerk Wisniewski read a proclamation recognizing Parks and Recreation month. Parks and Recreation Director Forman accepted the proclamation. PUBLIC COMMENTS Brian Punch, 450 E Lakeshore Drive - spoke on vehicles speeding on Lakeshore Drive. Lavonte Rogers, 667 Osceola Street - thanked all staff at Clermont Performing Arts Center. REPORTS CITY MANAGER REPORT City Manager Bulthuis informed Council of the following items being withdrawn from the agenda. Item No. 3 - PigQvback Contract This item will come back before Council in two weeks. Item No. 11. Joint Plannin-a Area 0PA) Review. Green Mountain/ Old SR 50 PUD The item was withdrawn from the County. If the item is resubmitted to the County we will have a discussion at that time. • Budget Workshops will be held on July 12 at 9AM and July 20 at 6:30PM. • July 18 City Council Workshop has been canceled. • The July 41 Event had over 10,000 people in attendance and was a great event. • Read emails received from residents regarding staff doing a great job. • The new fire truck has been delivered, there will be a pushing in ceremony in August. • Deputy Police Chief Graczyk gave an update on the traffic speed study on Lakeshore Drive. CITY ATTORNEY REPORT No report CITY COUNCIL REPORT Council Member Purvis - • July 4' festivities were enjoyable to most residents, shuttle service needs improvement Council Member Entsuah- no report. City of Clermont MINUTES REGULAR COUNCIL MEETING July 11, 2023 Council Member Pines — • Attended the Police Department accreditation. • Gave kudos to the Fire Department for the work they have been doing. Council Member Gonzalez — Attended Red, White and Boom, thanked staff. Attended Police Department basketball camp. Mayor Murry — • Attended Police Department accreditation. • Thanks to staff for July 4, stated that the traffic flow after the event is something to look at. City Manager Bulthuis announced that on July 21, 2023 the Police Department will play the Champions Circle kids at the Parks and Recreation Center at 1 Oam. CONSENT AGENDA Mayor Murry advised the next item on the Agenda for consideration was the Consent Agenda and requested anyone wishing to have any item pulled for discussion to please come forward at this time. Item No. 1 — Meeting Minutes Item No. 2 — Grant Approval and Budget Amendment Item No. 3 — Piggyback Contract Item No. 4 — Bid Award Item No. 5 — Bid Award Consider approval of the minutes of the May 31, 2023 Council Ethics Training and the minutes of the June 13, 2023 and June 27, 2023 Council Meetings. Consider an Assistance to Firefighter Grant to purchase fitness equipment for Station 3 and a budget amendment in the amount of $10,000 which will be reimbursed once the grant is closed. Consider approval to piggyback, the City of Gainesville contract with Asphalt Paving Systems, Inc. to provide pavement management. Consider awarding to Fehl Safe Water Systems to purchase well pump motors in the budgeted amount of $57,000. Consider awarding RFP to Inside Edge Commercial Interior Services LLC to replace the Champion Splash pad surface in the total budgeted amount of $118,346.68. City of Clermont MINUTES REGULAR COUNCIL MEETING July 11, 2023 Item No. 6 — Bid Award and Budget Amendment Item No. 7 — Lake County School Resource Officer Program Agreement Approval Item No. 8 — Canvassing Board Appointment Consider awarding to B & B Outdoor, LLC to construct a new concrete sidewalk along Osceola Street from Lake Avenue to 5th Street for the amount of $66,125.00. Consider the agreement between the School Board and the City of Clermont for the continued SRO Program for the 2023-2024 school year. Consider appointing canvassing board members for the August 22, 2023 Primary Election and November 7, 2023 Municipal General Election. Item No. 9 — Taste of South Lake Event and Open Consider allowing the South Lake Chamber of Container Request and Boat Ramp Closure Commerce to have an open container area and boat ramp closed for the event on November 2, 2023 at Waterfront Park. Item No. 10 — Clermont Taco and Margarita Consider allowing Les Allier to host an event Festival and Open Container Request and open container area on May 4 - 5, 2024 at Waterfront Park. Council Member Entsuah moved to aDDrove Consent Agenda Items 1-2 and 4-10 as Dresented: Seconded by Council Member Pines. Passed unanimously 5-0 with all members Dresent voicing ave. NEW BUSINESS Item No. 11 — Joint Planning Area QPA) Review, Green Mountain / Old SR 50 PUD This item was withdrawn. Item No. 12 — Ordinance No. 2023-020, Sidewalk Cafe Permit LDC Amendment, Intro AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, AMENDING THE LAND DEVELOPMENT CODE CHAPTER 125, SECTION 125-526 SIDEWALK CAFE; PROVIDING FOR CONFLICT, SEVERABILITY, CODIFICATION, THE ADMINISTRATIVE CORRECTION OF SCRIVENERS ERROR, PUBLICATION AND AN EFFECTIVE DATE. Deputy City Clerk Wisniewski read the title aloud. Council Member Entsuah moved to introduce Ordinance No. 2023-020: Seconded by Council Member Purvis.
