FIRST AMENDMENT TO COLLECTIVE BARGAINING
AGREEMENT BETWEEN
INTERNATIONAL UNION OF POLICE ASSOCIATIONS, AFL-CIO CLERMONT
POLICE OFFICERS LOCAL 6013 AND SERGEANTS LOCAL 6014
AND THE CITY OF CLERMONT
This Amendment is to that certain Collective Bargaining Agreement for the period of
October 1, 2020 through September 30, 2024 approved January 25, 2022 (hereinafter the
"Agreement") between International Union of Police Associations, AFL-CIO Police Officers Local
6013 and Sergeants Local 6014, (hereinafter collectively referred to as "UNION" and the City of
Clermont, (hereinafter referred to as "CITY").
WHEREAS, after good faith negotiations between the negotiations team of the UNION
and CITY, the parties entered into the Agreement which was approved as of January 25, 2022;
WHEREAS, after approval of the Agreement, and in accordance with Article 31, Section
31.13 of the Agreement the respective negotiation teams for the Parties engaged in good faith
negotiations with regard to Article 31 "Wages"; and
WHEREAS, UNION and CITY now desire to amend the Agreement as set forth herein.
NOW THEREFORE, the Parties hereto, in and for the consideration as hereinafter set forth
in this First Amendment and in the Agreement, do hereby agree and covenant as follows:
The above -stated recitals are hereby incorporated and made a part of this First
Amendment.
2. This Amendment expressly modifies the Agreement and in the event of a conflict,
the terms and conditions of this Amendment shall prevail.
3. Article 31 "Wages", Sections 31.1 through 31.13 of the Agreement is hereby
amended and replaced in its entirety by the following:

31.2 All bargaining unit members hired by the City shall be paid the minimum hourly rate for
that classification. However, any bargaining unit member with prior sworn law
enforcement service shall be increased two (2) percent for every three (3) years of prior
service up to a maximum of four percent (4%) at the date of hire. To qualify for this
increase, the bargaining unit member must have worked as a full-time sworn law
enforcement officer in the United States within (1) year of employment with the City of
Clermont.
31.3 All bargaining unit members not in a Sergeant classification and who have successfully
completed the required Field Training Officer training shall be compensated an additional
$2.00 for all hours worked as a field training officer.
31.4 All bargaining unit members who are required by management to work in a higher
classification due to a supervisor's absence shall be compensated an additional 5% for all

hours worked in the higher classification.
31.5 Bargaining unit members shall be eligible for pay increases during the duration of this
contract as follows:
October 1, 2022 — September 30, 2024
➢ Bargaining unit members will be eligible to receive hourly merit
pay increases based on the overall rating of their performance
evaluation. Performance Evaluation adjustments (Merit Pay) shall
be effective on the first full payroll beginning after April 1" of
each year. Merit pay increases shall range from 2% to 4%, in
accordance with performance rating scale in use for sworn police
department employees.
31.6 Merit pay increases shall not be available to bargaining unit members who have reached
the maximum of their pay grade, unless specifically approved in the budget in the form of
a lump -sum payment.
31.7 Merit pay shall be calculated on the bargaining unit member's base pay.
31.8 Bargaining unit members that are assigned to the Criminal Investigations Division, shall
be compensated 5%. The additional compensation shall only be paid to the bargaining
unit member while he/she is assigned to the Criminal Investigations Division. If the
bargaining unit member is reassigned for any reason out of the Criminal Investigations
Division, he/she shall immediately forfeit earning the additional 5%.
31.9 All bargaining unit members in the classification of Sergeant shall receive a six percent
(6%) hourly pay rate increase effective the beginning of the first pay period after contract
approval, a two percent (2%) hourly rate increase effective September 26, 2022, and a
four percent (4%) hourly rate increase effective September 25, 2023.
31.10 All bargaining unit members in the classification of Police Officer shall receive a six
percent (6%) hourly pay rate increase effective the beginning of the first pay period after
contract approval, and a two percent (2%) hour rate increase effective September 26,
2022, and a four percent (4%) hourly rate increase effective September 25, 2023.
4. All other terms and conditions set forth in the Agreement shall remain in full force
and effect and unchanged as agreed to by the parties.

5. The terms and conditions of this First Amendment shall take effect October 1, 2023.
IN WITNESS WHEREOF, the parties hereto have made and executed this Fifth
Amendment for the purposes herein expressed on the dates set forth below.
