REGULAR COUNCIL MEETING
November 14, 2023
CALL TO ORDER
The City Council met in a regular meeting on Tuesday, November 14, 2023 in the Clermont City Council
Chambers. Mayor Murry called the meeting to order at 6:30pm with the following Council Members
present: Council Members Gonzalez, Entsuah, Pines and Purvis.
Other City officials present were City Manager Bulthuis, City Attorney Mantzaris, and City Clerk Howe.
INVOCATION AND PLEDGE OF ALLEGIANCE
Reverend Dawn Carter of Living Hope Church gave the invocation followed by the Pledge of Allegiance.
PUBLIC COMMENTS
Justin Petrulak, 13842 Greater Pines Blvd. — spoke on adding additional pickle ball courts in the city. There
are only 6 courts and they are not lit for use during the evening.
Sharon Keyes, 644 W. Osceola Street — thanked the Police and Fire Departments for the event on Saturday,
November 4. There was a great turnout and exemplified diversity and unity in Lincoln Park.
Charlene Forth, 939 W. Desoto Street — spoke about the Veteran's Day event. Recognized Code
Enforcement Officer Jordan, and Clermont Police Officers Reasoner and Dion for their assistance during
the event.
Gwen McFadden, 13331 Skiing Paradise Blvd. — spoke on adding additional pickle ball courts in the city.
Sherry Richardson, 7805 Swiss Stairway Ave. — spoke on adding additional pickle ball courts in the city.
Jessica Hollern, 13842 Greater Pines Blvd. — spoke on adding additional pickle ball courts in the city.
Joey Quandt, 655 Shady Nook Drive — spoke on adding additional pickle ball courts in the city.
Simon Hernandez, 6510 Metz Rd., Groveland — spoke on adding additional pickle ball courts in the city.
Blake Bozarth, 11210 Crescent Bay Blvd. — spoke on adding additional pickle ball courts in the city.
Marcia O'Keefe, 489 W. Minnehaha spoke on adding additional pickle ball courts in the city.
Jim Cretti, 2177 Cedar Springs Way — thanked the city for the Citizen's Academy.
Mayor Murry acknowledged that the city is aware of the need for additional pickle ball courts and clarified
that there are 10 courts in Clermont, not 6.
Council Member Purvis stated that this subject has been discussed with Council and Council recognizes
the need. Mr. Purvis pointed out that a majority of the citizens that spoke regarding pickle ball do not live
within the city limits. The citizens need to make the same request to Lake County.
City Manager Bulthuis explained to Council that the city has no available land. There are some options,
more courts can be placed at the Arts and Recreation Center (ARC) but that discussion has not been had
with Council and there are the issues of noise and lights with the neighborhood behind it. The city has asked
Olympus down in Wellness Way to build an indoor center for pickle ball. They are a private industry so the
city has no bearing on what they build. Lake County has land between Clermont and Groveland, there are
talks of a park and Mr. Bulthuis encouraged all the citizens to reach out to Lake County to find out the
status of the park and possibly between Lake County, Groveland and Clermont, something can get built.

Council Member Gonzalez agreed that there is a need for more pickle ball courts and stated that the city
needs to do something. Adding 5 or 6 more pickle ball courts at the ARC would help alleviate some of the
issues until the city can come up with a long term plan for more courts.
Mayor Murry requested that staff look into the surrounding neighborhood to determine if there would be
any noise or light issues with more courts and lighting them at night. This will be discussed at the January
workshop and invited all the citizens to attend.
City Manager Bulthuis added that the cost to build the current 6 pickle ball courts was $200,000, without
lights and amenities.
ELECTION RESULTS ACCEPTANCE
City Clerk Howe read the official election results into the record.
For Clermont City Council Seat 4, Max Krzyminski received 1,828 votes and Chandra L. Myers received
1,962 votes.
For Charter Amendment 1, Council Terms and Term Limits, Yes received 1,332 votes and No received
2,090 votes.
Council Member Entsuah moved to accent the certified results: Seconded by Council
Member Pines. Passed unanimouslv 5-0 with all members present voicine ave.
PRESENTATION
Mayor Murry presented outgoing Council Member Entsuah with a plaque for his dedication and
commitment to serving the citizens of Clermont.
Council Member Entsuah expressed his gratitude to city staff, residents and his fellow Council Members.
He is proud of the work that has been accomplished while he has been on Council.
REPORTS
CITY MANAGER REPORT
City Manager Bulthuis —
• City offices will be closed November 23 and 24 for Thanksgiving.
• The Enchanted Tree Forest starts November 18.
• Costco opened today and the city is aware of the traffic issues.
• Thanked Council Member Entsuah for his support. His knowledge and enthusiasm goes well
beyond his years and it has been a pleasure to work with him.

City Attorney Mantzaris —
• Congratulated Council Member Entsuah on his term, it was great to work with him.

CITY COUNCIL REPORT
Council Member Pines —
• Congratulated Council Member Gonzalez for being elected the 2' Vice President for the Lake
County League of Cities.
• Had a wonderful Veterans Day parade and celebration.
• Congratulated Council Member Entsuah. Have been great friends and excited about the future for
him.
Council Member Gonzalez —
• 'It was an honor to serve with Council Member Entsuah, thanked him for all he has done.
• Congrats to Chandra Myers and welcome to Council.
• Attended the Taste of South Lake.
• Attended the city camp out.
• Also, mentioned he was did a ride along with the Fire Department.
Council Member Purvis —
• Offered apologies for not attending the Veterans Day parade.
• Wished Council Member Entsuah the best. Had the privilege of knowing him from teaching at
Montverde Academy and knows he will be a successful person.
Mayor Murry —
• Enchanted trees;
• Attended the community cook out by the Police and Fire Departments in Lincoln Park.
• Attended the softball game between Clermont Police Department and Lake County Sherriff s
Office.
• Mayor's luncheon last week went well.
• Taste of South Lake had a great turnout.
• Honored to be part of the Veterans Day parade.
• Congrats to council -elect Myers.
• Wished Council Member Entsuah the best in his endeavors.
Council Member Entsuah — No report.
ADMINISTRATION OF OATH OF OFFICE ELECTED OFFICIALS FOR SEATS 2 AND 4
City Clerk Howe administered the Oaths of Office to Jim Purvis, Seat 2 and Chandra Myers, Seat 4 for a
two year term.
Newly elected Council Member Myers replaced Council Member Entsuah at the dais.
Mayor Murry congratulated Council Member Purvis and Council Member Myers.
Council Member Purvis stated that the job of City Council never ends, the only change is the people you
elect to represent you. This city is run by you, the people who took the time to vote. I hope you will continue
to do that.
Council Member Myers said that she is the first black woman elected to the Clermont City Council.
Thanked family, friends and all who voted. She is here to work for all citizens of Clermont and wants all
to feel welcome.

NEW BUSINESS
Item No. 5 - Selection of Mayor Pro Tern
Council Member Gonzalez moved to nominate Council Member Purvis to continue as
Mavor Pro Tem; Seconded by Council Member Pines. Passed unanimously 5-0 with all
members Dresent voicing ave.
Item No. 6 - Parks and Recreation Presentation
Parks and Recreation Director Forman gave an update on the Parks and Recreation department.
The value and benefits of the department were presented along with the number of parks the city
has and the amount of staff. Mr. Forman spoke about the events in the city as well as all the
recreation programs that are offered. The revenue from all events, space rentals and recreation
programs was provided.
Council Member Purvis and Mayor Murry thanked the staff for what they do and for the Arts and
Recreation Center being what it is today.
