INTER AGENCY ¡PUBLIC WORKS AGREEMENT
This agreement made this 1st day of November, 1986, between City of Clermont,
and the Florida Department of Corrections, lake Correctional Institution is done
so in accordance with Florida Statute 946.40 and Department of Correcitons' Rule
Chapter 33-3.017, whereby the parties agree as follows:
The Department of Corrections, lake Correctional Institution, agrees to:
1.
Properly screen the inmates utilized so as to provide only suitable
inmates for the work to be performed and who the Department has no
reasonable basIs to believe present a danger to property or persons.
2.

Provide three ~ minimum custody inmates each workday.
3.
Prov ide food for inmate lunches.

Be responsible for apprehending escapees.
5.
Be responsible for administering all disciplinay action against infractions
committed whiJe under the supervision of the City of Clermont.
6.
Be responsible for all medical expenses for ill or injured - inmates, shall
include treatment or transportation of such inmates.
7.
Provide orientation and training at a minimum of 8 hours to non-DC em-
ployees prior to assuming supervisory responsibility of an inmate squad.

Notify City of Clermont in the event one of their employee supervisors
fail to provide proper supervision of inmates.
City of Clermont Agrees to:
1.
Provide the Department a schedule of hours which inmates will be worked
in accordance with the established workday for the City of Clermont and
the transportation time required.
Any deviation from the established
schedule must be reported and approved by the Department of Correc-
tions.

Transportation of inmates to and from work will be provided by City of
Clermont.
3.
Provide all tools, equipment and personal items such as gloves, boots,
hard hats, etc. necessary to perform work.
4.
lmmediateJy notify Department officials in the event an inmate ~scapes
whiJe under their supervision.
5.
Record daiJy the number of hours worked by inmates, on forms provided
by the Department and submit said forms on a monthly basis.
6.' Report aU injuries of inmates, regardless of how minor in nature, ,to the
Department as soon as is possible~

7.
Report any inwropriate behavior displayed bY8mates or any inmate
who fails to perform his tasks in an acceptable manner.
8.
Provide inmates with a fifteen minute break in the morning and a fifteen
minute break in the afternoon.
Lunch breaks shall be a minimum of 30
minutes.
9.
Make its staff available to the Department for training to include a minimum
of 8 hours of orientation prior to assuming responsibility for the supervision
of inmates.
10.
City of Clermont agrees to provide assistance in the event of an accident
or injury to incJude routine first aid and transportaiton back to the fa-
ciJity I or to the nearest medical facility.
