CITY OF CLERMONT MINUTES WORKSHOP MEETING November 19, 1986 A Workshop Meeting of the City Counc11 of the City of Clermont was held Wednesday, November 19, 1986 in the City Hall Conference Room. The meeting was called to order at 7:00 p.m. by Mayor Pool with the following Council Members in attendance: Council Member Huff, Council Member Cole, Council Member Dupee and Mayor Pro Tem Turvi1le. Other City Officials present were City Manager Saunders and Planning Director Perlick. CHAMBER OF COMMERCE City Manager Saunders informed the Council that Joyce Walker, Executive Director of the Chamber of Commerce, had requested a $200 contribution from the City for this year's Children's Christmas Party. Several local merchants from the South Lake Plaza also will be helping to sponsor the party, and desire to have the party at the South Lake Plaza parking lot behind York Jeweler's. After much discussion, it was the consensus of Council to express to the Chamber its concern with the proposed location of the party. The Council supported the idea, but preferred to have the party at Jenkins Auditorium where the children could be more carefully monitored. CABLE TELEVISION SERVICE City Manager Saunders stated that the City had been receiving numerous complaints regarding the quality of service. After' some discussion of ~his matter, it was the consensus of Council to place this item on the agenda for a future Council Meeting and have a representative from Cablevision Industries of Central Florida present to answer questions or listen to complaints from the general public. INJURY ON CITY PROPERTY City Manager Saunders informed the Council that he had r'eceived a call from Mrs. Doris Sinclair stating that she had fallen in front of the American Legion Building on City right-of-way and broken her arm. Mrs. Sinclair is requesting that the City pay for the expenses incurred from the accident. Mr, Saunders stated that he would be forwarding the request to the City's, insurance carrier. POSSIBLE LAWSUITS Mr. Saunders read. a letter from City Attorney Baird explaining two possible lawsuits against the City. One, Jenkins vs. the City of Clermont deals with an alleged false arrest, and the other deals with the possibility of the City's drainage pipe at the corner of Broome and Fourth Streets being located off of the easement on private property. A survey has been ordered concerning the drainage pipe, and both cases have been referred to the City's insurance company. CARROLL STREET REPAIRS The Council was informed that the City is planning to repair Carroll Street in front of Clermont Builders Supply. CBS will be asked to pay the difference between the costs for normal street reijairs and those repairs being proposed by the City Engineer in or er to handle heavy cement mixing trucks using the street. ..: ::! e. ee CITY OF CLERMONT MINUTES WORKSHOP MEETING November 19, 1986 Page -2- SIGN ORDINANCE SURVEY Mr. Saunders informed the Council of the results of the recent sign ordinance survey. After much discussion, it was the consensus of Council to ask the Chamber of Commerce to appoint four or fiye representatives to meet in a series of workshops with the City Council and Staff for input into the rewriting of the City's sign ordinance. ANNEXATION It was reported that the City had identified most of the property owners in the area northeast of the City limits, east of the Citrus Tower and east of Grand Highway. The City plans to contact those property owners about annexation in the near future. ORDINANCE 248-C Items 1 through 21 of Ordinance 248-C were discussed in detail, This ordinance amends the City's current zoning ordinance, " Council Member Cole left the meeting at 9:45 p.m. MISCELLANEOUS The Council was informed of the following items: The possibility of the Roe Building in downtown Clermont being remodeled by an Orlando Company. The Zom Development Corporation plans to develop a shopping center on Highway 27 south of Clermont, Lakeview Villas has received approval from the St. Johns River Water Management District for drainage, and they will be submitting revised plans within a week, There being no further discussion, the meeting adjourned at R&~~ 10 :05 p.m. Attest: :.: ':! :
