MINUTES
WORKSHOP MEETING
September 21, 1986
A Workshop Meeting of the City Council of the City of Clermont was
held Sunday, September 21, 1986. The meeting was called to order
by Mayor Pool at 6:00 p,m, with the following Council Members in
attendance: Council Member Cole, Council Member Dupee and Mayor
Pro Tem Turville. City Manager Saunders, Planning Director Perlick
and O.K. Armstrong were also present.
COMPREHENSIVE PLAN AMENDMENTS
Since Mr. Armstrong was present, it was suggested that his requested
amendment to the plan (Item #3) be discussed first. The property
in question is located north of the High School. Council Member Huff
arrived at approximately 6:05 p.m.
Mayor Pool explained that the applicant is making an amended request
to allow the UD-4 area around Spring Lake to be developed with a density
of eight units per acre with a PUD only. Much discussion of this request
by those present followed. Mr. Armstrong explained that they were looking
for flexibility in the property for, future development, He"also stated
that he was withdrawing the request for Commercial zoning and that he
concurred with the Planning and Zoning recommendation to limit the density
on the north of Grand Highway to 8 units per acre. Mr. Armstrong left
the meeting at approximately 6:45 p.m.
DETECTIVE MOSS RESIGNATION
City Manager Saunders then brought the Council up to date concerning
the recent resignation of Detective Steve Moss and the allegations made
about certain police officers. Mr, Saunders stated that he had talked
with both State Attorney Ray Gill and FDLE Area Director Steve Maroni
on Friday and their positions have not changed since the previous meeting
held with the City Manager, Police Chief, Mayor and representatives of
FDLE.
Mr. Saunders further explained that after lengthy discussions with
the Chief, it had been determined, if there were no Council objections,
that it would probably be best to request that the Florida Department
of Law Enforcemnt investigate all allegations against the Police Depart-
ment to clear the air once and for all. It was the consensus of Council
to follow this course of action.
COMPREHENSIVE PLAN AMENDMENTS CONTINUED
A roundtable discussion continued beginning with Item #3 and including
all of the remaining Comprehensive Plan/Future Land Use Map amendment
requests. Mr. Saunders explained in great detail the Planning and
Zoning Commission's concerns, recommendations and voting pattern for
each amendment request.
DRIVE-IN THEATRE
Council Member Turville expressed his concerns over the problems that
have been occurring at the drive-in theatre. Mr. Saunders stated that
the Police Department is patroling in the drive-in on a regular basis,
and some of the problems have been eliminated. He also stated that
agents from the Bureau of Alcohol, Tobacco and Firearms have been to
the theatre because of a license violation.
